Since the 1970s, slums and squatters upgrading programs have been in the discussion of scholars. The main question addressed is to what extent the programs contribute to the improvement of slum ...dwellers' livelihood. Based on a longitudinal study on such programs in Bandung, this study aims to compare the' programs' result on five productive assets of the community five years or more after the project completion.In Bandung, at the beginning, the programs were focused on physical improvements based on the assumption that if the physical condition is good and the tenure security is improved, then the people will help themselves. The reality, however, was different; there were no significant achievements in poverty reduction. The second generation incorporated social concern through participatory planning. The third generation attempted to improve the quality of life of squatters or slum dwellers by improving the physical condition of the slums and squatters and the dwellers' social and economic conditions after project completion.The paper argues that while the first generation of slum upgrading did not show any direct significant contribution to poverty reduction (both during and by the end of project life), the physical facilities that it developed, (which are of much better qualities and thus last much longer than facilities built in the second and third generation), indirectly enable the social economic improvement of slum-dwellers in the long term.
Peri-urban areas have been commonly defined as transitional zones located in the outskirts of a designated city boundary, where rural and urban characteristics meet each other. Generally, peri-urban ...area moves away from the metropolitan core following the establishment of urban settlement. Peri-urban transformation in Jakarta Metropolitan Area (JMA) has largely taken the form of large scale land development mushrooming since the early 1990s. The transformation can be seen from the increase of the proportion of migrants, the change in the job's structure, the increasing number of secondary and tertiary sectors jobs, and the increasing of household's income. It is argued that peri-urbanisation has been characterised by the transformation of the socio-economic structure from predominantly rural to more urban activities, and simultaneously creating both jobs and spatial segregation. Large-scale land developments in the peri-urban areas of JMA have characteristically been developed for the benefit for the rich. The unequal development in peri-urban areas has the potential to create social conflicts between communities. The spatial segregation in JMA could be classified as belonging to ‘self-segregation’ or ‘voluntary spatial segregation’.

Beberapa tahun terakhir, pengembangan lahan skala besar kian intensif dilaksanakan, terkhusus di wilayah perbatasan kota dengan ketersediaan lahan yang memadai sehingga relatif terbebas dari konflik. ...Pengembangan lahan skala besar menghasilkan pengaruh yang besar serta kurun waktu yang lama untuk masyarakat. Hal tersebut dapat menciptakan transformasi sosial-ekonomi seperti perpindahan penduduk, pergantian jenis pekerjaan, serta kenaikan penghasilan keluarga. Di samping itu, akan terdapat pergeseran dari kegiatan utama pedesaan (pertanian) menjadi kegiatan utama perkotaan (perdagangan dan jasa). Riset ini hendak memaparkan transformasi sosial-ekonomi masyarakat di sekitar pengembangan lahan skala besar Summarecon Bandung dan TOD Tegalluar. Riset ini fokus pada sejumlah aspek transformasi, yaitu perpindahan penduduk, jenis pekerjaan, serta penghasilan dan pengeluaran keluarga. Lingkup wilayah studi mencakup lima desa/kelurahan, yaitu Kelurahan Cisaranten Kidul, Kelurahan Rancabolang, Kelurahan Cimincrang, Kelurahan Rancanumpang, dan Desa Tegalluar. Riset ini menggunakan metode campuran dengan analisis deskriptif dan statistik terhadap hasil kuesioner pada rumah tangga di sekitar pembangunan Summarecon Bandung dan TOD Tegalluar. Riset memperlihatkan bahwa telah terjadi transformasi sosial-ekonomi pada masyarakat sekitar pengembangan lahan skala besar, walaupun tidak secara signifikan. Transformasi tersebut terlihat dari adanya perpindahan penduduk ke wilayah studi dengan persentase yang meningkat, semakin beralihnya jenis pekerjaan dari sektor primer ke sektor sekunder dan tersier, serta semakin baiknya perekonomian masyarakat.

This paper aims to specify the meaning of gentrification in rapidly peri-urbanising metropolitan regions in the context of Indonesia’s rapid transition to decentralisation and democracy. It discusses ...a case study of conflict over an environmental revitalisation project in a peri-urban area of Bandung City. The analysis focuses on the political processes, tactics and strategies supporting and opposing peri-urban gentrification and their consequences. The analysis illustrates how these political dynamics mediate the interaction between the movement of capital and the spatial reorganisation of social classes. It is argued that in the context of a peri-urbanising metropolis, gentrification needs to be narrated less in terms of class-based neighbourhood succession and more in terms of competing cross-class coalitions emerging at local and regional levels.
Planning is a forward-looking and public-interest process, and for that purpose there is a choice of actions to be taken. Communicative rationality is highly recommended in planning related to the ...environment. However, among the factors that influence environmental planning communication, particularly regarding biodiversity issues, environmental ethics is still rarely discussed. Various environmental ethics need to be understood by a planner as a communicator and translating the desires of interested groups. Attention to environmental ethics also helps planners in selecting appropriate approaches to integrate biodiversity into urban planning. This study aims to examine the relationship between planning theory and environmental ethics that is often overlooked in efforts to integrate biodiversity and urban planning. With the narrative literature review method, the results showed that the approach of cultural ecosystem services is one of the middle paths to bridge the variety of environmental ethics that are understood by the community and government. This approach opens a wide space for motives to conserve biodiversity in urban areas so that aspects of sustainability and human well-being can be achieved together.

Accessibility remains an area of concern in Transit-Oriented Development (TOD) design, which involves the integrated planning of transportation and land use. Most of the research has focused on accessibility as the movement using public transportation from one transit node to another, which can be defined as external accessibility. This study uses two accessibility definitions—external and internal accessibility. Internal accessibility defined as mobility using non-motorized transportation in transit node. Along with TOD definition, the non-motorized transportation is a major influencing factor in TOD area. Value creation, which is the process of enhancing value or price to increase efficiency, is derived from land use based on the real price of land and buildings. Value creation might be used as an option for self-financing the TOD area. This paper also uses two methodologies—the TOD index calculation in several Jakarta transit areas and a value creation analysis. The relationship between the TOD index and value creation is tested using regression analysis. The results of the study demonstrate that internal accessibility planning in TOD is crucial, as it contributes 40 % to the TOD index. The model, which suggests exponential correlation, demonstrates that the correlation between internal accessibility and value creation (R2 = 0.8430) is the best compared to the correlation between value creation and TOD index (R2 = 0.7969) and the correlation between external accessibility and value creation (R2 = 0.6739). The results are beneficial for urban and transportation planners, as enhanced internal accessibility increases value creation in TOD.
The study of the relationship between biotic elements and communities within the literature of urban identity in the context of urban planning and design is presently constrained. This research aimed ...to elucidate the role of biotic elements in community identity through an investigation into the case of bats in the city center. Various data collection methods were employed, encompassing documentation (including the scrutiny of texts and images), observation, and interviews. The research concentrated on the city of Watansoppeng, Indonesia, conducting semi-informal interviews with purposively selected residents, such as cultural leaders, academics, and officials from pertinent institutions. The research variables comprised history, collective memory, and culture, and the analysis adopted a biocultural approach. Digital qualitative analysis was conducted using Atlas.ti 23 software. The findings underscored the significant role played by bats in shaping community identity in Watansoppeng. These nocturnal creatures contribute substantially to the development of the community's historical narrative across generations, including the emergence of myths associating them with signaling impending disasters in the city. Moreover, bats function as custodians of the collective memory of the community, serving as reminders of the glory of the Soppeng Kingdom and the greatness of their First King. The interaction between bats and the community is also reflected in various cultural expressions, spanning language and linguistics, literature, cultural materials, science and technology, economic relations, social interactions, and belief systems.
The Tegalluar and Gedebage areas in Rancanumpang Village have been identified as potential transit-oriented development (TOD) sites. However, these areas face challenges due to their low elevation, ...which leads to ground level reductions and seasonal flooding. To address these issues, it is crucial to incorporate a water-sensitive urban design (WSUD) approach into the development of an interconnected and integrated transit-oriented area. Therefore, this study aims to propose an alternative design for the Tegalluar transit-oriented area, focusing on factors such as density, diversity, design, destination accessibility, distance to transit, and environmental considerations. A fragmental method was applied at different stages of the design and this led to the development of an alternative conceptual design simulation for the transit-oriented area based on the desired factors.
Konsep smart city telah digunakan secara meluas diberbagai bidang, namun secara umum masih mendominasi bidang-bidang yang berhubungan dengan teknologi informasi dan komunikasi, serta komputer dan ...keteknikan. Padahal tidak hanya itu, pembahasan smart city dalam bidang sosial juga merupakan sebuah prioritas. Hal ini juga dapat dilihat dari kecenderungan evolusi perkembangan konsep smart city dari tahun ke tahun yang terus mengarah dan fokus kepada aspek manusia dan masyarakat di dalamnya, salah satunya yaitu bagaimana manusia sebagai pengguna smart city dapat ikut berpartisipasi dalam menyelesaikan permasalahan kota dan ikut berpartisipasi dalam pembangunan. Tulisan ini bertujuan untuk melihat sejauh mana tingkat partisipasi masyarakat dalam konsep smart city yang telah berjalan, khususnya pada kasus kota-kota di Indonesia, selanjutnya melihat faktor-faktor apa saja yang menjadi prioritas dalam usaha peningkatan dan penguatan partisipasi masyarakat dalam konteks smart city. Studi ini akan fokus pada teori smart city, partisipasi, smart community, smart people, dan smart governance sebagai salah satu karakter pembentuk smart city. Analisa dan pembahasan dilakukan berdasarkan studi literatur, dan menggunakan metodologi systematic literature review melalui rangkuman hasil penelitian-penelitian sebelumnya dengan teknik deskriptif kualitatif.
The rapid growth of the population of Semarang City and the limited land for settlements resulted in the emergence of illegal slums. One of the government's efforts to revitalize the slum area by ...coloring Gunung Brintik village area which became known as Kampung Pelangi. Some slum revitalization programs in other countries have not succeeded in increasing residents’ livelihood. The purpose of this study was to examine the success of the government in improving the livelihood of Kampung Pelangi in Semarang City, through the Sustainable Urban Livelihood (SUL) approach with quantitative descriptive methods and scoring analysis techniques. The study was conducted at two different times; before the implementation of the Semarang City Government program (in 2016) and after the implementation (in 2018). As a control, Kampung Pandean was chosen because it had similar conditions but did not get any program from the government. The results showed that there was a change in the livelihood of the population in Kampung Pelangi include the quality of human capital, natural capital, social capital, and physical capital, while the condition of Kampung Pandean does not show any changes during 2016-2018. This change is not due to coloring but due to improvements in physical conditions.
