How can we ensure high-quality public services such as health care and education? Governments spend huge amounts of public money on public services such as health, education, and social care, and yet ...the services that are actually delivered are often low quality, inefficiently run, unresponsive to their users, and inequitable in their distribution. In this book, Julian Le Grand argues that the best solution is to offer choice to users and to encourage competition among providers. Le Grand has just completed a period as policy advisor working within the British government at the highest levels, and from this he has gained evidence to support his earlier theoretical work and has experienced the political reality of putting public policy theory into practice. He examines four ways of delivering public services: trust; targets and performance management; "voice"; and choice and competition. He argues that, although all of these have their merits, in most situations policies that rely on extending choice and competition among providers have the most potential for delivering high-quality, efficient, responsive, and equitable services. But it is important that the relevant policies be appropriately designed, and this book provides a detailed discussion of the principal features that these policies should have in the context of health care and education. It concludes with a discussion of the politics of choice.

It follows these goods, from china tea ware to ...all sorts of metal ornaments such as candlesticks, cutlery, buckles, and buttons, as they were made and shopped for, then displayed in the private domestic settings of Britain's urban middling classes. It tells the stories and analyses the developments that led from a global trade in Eastern luxuries beginning in the sixteenth century to the new global trade in British-made consumer goods by the end of the eighteenth century. These new products, regarded as luxuries by the rapidly growing urban and middling-class people of the eighteenth century, played an important part in helping to proclaim personal identities,and guide social interaction. Customers enjoyed shopping for them; they took pleasure in their beauty, ingenuity or convenience. All manner of new products appeared in shop windows; sophisticated mixed-media advertising seduced customers and created new wants. This book offers an original interpretation of the history of falling fertilities in Britain between 1860 and 1940. It integrates the approaches of the social sciences and of demographic, feminist, ...and labour history with intellectual, social, and political history. It exposes the conceptual and statistical inadequacies of the orthodox picture of a national, unitary class-differential fertility decline, and presents an entirely new analysis of the famous 1911 fertility census of England and Wales. Surprising and important findings emerge concerning the principal methods of birth control: births were spaced from early on in marriage; and sexual abstinence by married couples was a far more significant practice than previously imagined. The author presents a new general approach to the study of fertility change, raising central issues concerning the relationship between history and social science.

The classic era of industrialisation, 1790–1850, apparently saw an upsurge in child labour. While the memoirs implicate mechanisation and the division of labour in this increase, they also show that fatherlessness and large subsets, common in these turbulent, high-mortality and high-fertility times, often cast children as partners and supports for mothers struggling to hold families together. The book offers unprecedented insights into child labour, family life, careers and schooling. Its images of suffering, stoicism and occasional childish pleasures put the humanity back into economic history and the trauma back into the industrial revolution.
The Second Reform Act, passed in 1867, created a million new voters, doubling the electorate and propelling the British state into the age of mass politics. It marked the end of a twenty year ...struggle for the working class vote, in which seven different governments had promised change. Yet the standard works on 1867 are more than forty years old and no study has ever been published of reform in prior decades. This study provides the first analysis of the subject from 1848 to 1867, ranging from the demise of Chartism to the passage of the Second Reform Act.
