Seeks to develop understanding of the notion of multi‐level governance through a critical exploration of its definitions and applications by scholars with very different concerns within the broad ...discipline of Political Studies. Despite the different concerns of different authors, four common strands emerge that provide a parsimonious definition of multi‐level governance that raises clear hypotheses for future research. First, that decision‐making at various territorial levels is characterized by the increased participation of non‐state actors. Second, that the identification of discrete or nested territorial levels of decision‐making is becoming more difficult in the context of complex overlapping networks. Third, that in this changing context, the role of the state is being transformed as state actors develop new strategies of coordination, steering and networking that may protect and, in some cases, enhance state autonomy. Fourth, that in this changing context, the nature of democratic accountability has been challenged and need to be rethought or at least reviewed. The book concludes that future research on multi‐level governance should pay particular attention to the implications for democracy of empirical developments and, related to this, to the design of frameworks of accountability that adopt a positive‐sum gain in relation to the accountability versus efficiency debate.
The book provides a comprehensive and updated introduction to concept of territory in the study of democratic politics. Territory plays a rather marginal role in the traditional conceptions of ...democracy that in many ways still prevail today. Democratic politics is often analysed from the point of view of its institutions, citizens and voters, while little is said about the territory through which it is expressed – at most it provides a broader perimeter or context of political and institutional action. The book offers, instead, an introductory theoretically-oriented discussion of crucial issues such as the genesis of state-nation, the transformation of democratic citizenship, the current borders’ policies, the rising of territorial populism and the experience of 19-covid pandemic. How do patterns of national inclusion and exclusion make themselves felt at school? What experiences do students have in their everyday school life? How are they shaped by these experiences? This ...empirical study examines processes of subjectivation in schooling biographies of young Kurdish women in Turkey and asks how relations of inclusion and exclusion in the nation-state are inscribed in subjects through school. It shows the relevance of processes of appropriation and resistance for the formation of self-conceptions in the face of natio-ethno-cultural (non-)belonging and closes with thoughts on marginalized agency.

This paper explores how wars make nations, above and beyond their need to raise the fiscal capacity to finance warfare. As army size increases, states change the conduct of war, switching from ...mercenaries to mass conscript armies. In order for the population to accept fighting and enduring wars, the government elites provide public goods, reduce rentextraction, and adopt policies to build a nation – i.e., homogenize the culture of the population. Governments can instill “positive” national sentiment, in the sense of emphasizing the benefit of the nation, but they also can instill “negative” sentiment, in terms of aggressive propaganda against the opponent. We analyze these two types of nation-building and study their implications.

Mittels einer qualitativ-empirischen Studie untersucht die Autorin Subjektwerden unter Bedingungen von symbolischen In- und Exklusionsverhältnissen im Nationalstaat, die mit dem Begriff outsiderness konzeptualisiert werden. Sie fragt nach schulbezogenen Erfahrungen und Selbstdeutungen solcher Subjekte, die innerhalb der nationalstaatlichen Zugehörigkeitsordnungen als nicht fraglos-zugehörig gelten und untersucht diese anhand von schulbildungsbiographischen Selbstauskünften junger sich als kurdisch positionierender Frauen in Istanbul. Mit der Verbindung aus biographischer Methode und subjektivierungsanalytischem Zugang wird re-konstruiert, wie Subjekte Eigenerlebtem rückblickend einen Sinn zuweisen und diese Sinngebungen soziale Normen und Diskurse aufrufen, die auf die Subjekte wirken und sie ermöglichen, die aber auch verschoben und unterwandert werden können. Anhand einer kontrastiven Betrachtung zweier Fälle aus einem Sample von insgesamt neun biographisch-narrativen Interviews werden unterschiedliche Dimensionen der Verhandlung von outsiderness herausgearbeitet, so etwa die Einbettung von Schulerfahrungen in gesellschaftliche Diskurse der Leugnung und Abwertung kurdischer Positionen, Praktiken der biographischen Widersetzung und Aneignung hegemonialer Diskurse, biographische Erschließungen von neuen Subjektpositionen als Muslimin bzw. als ,stolze' Kurdin, unterschiedliche Thematisierungsweisen von Schulerfahrungen zwischen Skandalisierung und Othering-Praktiken sowie Darstellungen im Interview selbst, die sich zwischen dem Modus der Korrektur und Bestätigung bewegen. Deutlich wird, dass sich nicht ,einfach' über outsiderness sprechen lässt, da angesichts eines diskursiv überformten und umkämpften Sprechens über Zugehörigkeitsverhältnisse im türkisch-nationalen Kontext jede (biographische) Thematisierung eine Positionierung darstellt. Ausgehend von den Analyseergebnissen wird diskutiert, wie Subjektwerden unter Bedingungen von outsiderness genauer erfasst werden kann: angesichts marginalisierter Handlungsfähigkeit wird insbesondere das Potenzial einer analytischen Fokussierung von subjektiven Souveränisierungsprozessen ausgelotet. A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, ...contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future.
