Neste artigo são investigados efeitos do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb) nas condições do trabalho docente. Para tal, ...foram analisadas as dimensões: municipalização de matrículas e de recursos do fundo; valor aluno/ano e o Piso Salarial Profissional Nacional (PSPN); uso dos recursos do Fundeb para pagamento dos profissionais da educação nas redes estaduais; tipos de vínculos empregatícios de professores nas redes estaduais. Trabalhou-se com a legislação educacional, dados educacionais e financeiros disponibilizados pela União e pelo Instituto de Estudos e Pesquisas Educacionais Anísio Teixeira. Constatou-se que o Fundeb, nas dimensões analisadas, promoveu alterações substantivas na política educacional brasileira da educação básica, com implicações relevantes para a reprodução da força de trabalho docente e suas condições materiais de existência.
This paper investigates effects of the Fund for Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb) on the conditions of the teaching work. For ...this, the dimensions were analyzed: municipalization of enrollments and fund resources; student / year value and the National Professional Salary Floor (PSPN); use of Fundeb resources to pay education professionals in state networks; types of employment contracts of teachers in state networks. We worked with the educational legislation, budgetary and financial data made available by the Union and by the Institute of Educational Studies and Research Anísio Teixeira. It was found that Fundeb, in the analyzed dimensions, promoted substantial changes in the Brazilian educational policy of basic education, with relevant implications for the reproduction of the teaching workforce and their material conditions of existence.
O presente artigo tem origem nas reflexões decorrentes da dissertação de mestrado, em andamento, pela linha de pesquisa em políticas públicas da Faculdade de Educação da Universidade Federal de Minas ...Gerais – Fae/UFMG. Tal estudo evidencia mudanças estruturais implementadas no plano de carreira da Rede Estadual de Ensino de Minas Gerais, a partir de 2008, com a implementação, pelo Poder Executivo Estadual, do Piso Salarial Profissional Nacional. A iniciativa introduziu não só o subsídio como forma de pagamento, mas uma série de mudanças na carreira. Verificou-se a redução nos percentuais de promoção e progressão na carreira sob a forma de subsídio, bem como a incorporação de benefícios e gratificações ao vencimento básico como forma de atender a legislação federal. Essa medida sugere que houve um processo de desvalorização da profissão decorrente do reposicionamento dos servidores mais antigos para o início da carreira.
The present article results from the reflections produced by the Master’s thesis, still in process, in the Public Policies Research Line of the Federal University of Minas Gerais School of Education ...– Fae/UFMG. This study indicates structural changes implemented in the career path of the public K-12 education from Minas Gerais state since 2008, following the implementation of the Teachers National Minimum Wage by the State Executive Power. The initiative introduced not merely the subsidy as a way of payment, but numerous changes in the career. It was verified the reduction in the percentages of promotions and progress in the career under a subsidy form, as well as in the incorporation of benefits and rewards to the minimum wage as a way to observe the federal legislation. This measure suggests that it has been a process of devaluation of the profession due to the re-positioning of the older employees in the beginning of the career.
O artigo apresenta os resultados de uma pesquisa a respeito da trajetória do vencimento dos professores na rede estadual de ensino do estado do Paraná e na rede municipal de Curitiba/PR, no período ...de 1996 a 2015. Esta trajetória de vinte anos comporta pelo menos cinco mudanças nos governos municipais e estaduais e a implementação da lei do Piso Salarial Profissional Nacional (PSPN). Esta pesquisa buscou identificar os alcances da promessa de valorização do magistério no ingresso na profissão.

This study sought to identify the scope of teachers appreciation promise at the entrance into the profession.
Este artigo apresenta a análise de quatro produções acadêmicas de pesquisadores do grupo “Remuneração de Professores de Escolas Públicas da Educação Básica no Contexto do FUNDEB e do PSPN”. O ...objetivo principal deste estudo foi verificar a complexidade do conceito de remuneração docente nessas produções e qual foi o ponto de partida dos autores para trabalhar esse conceito. Com a metodologia fundamentada na Análise Crítica do Discurso pretende-se verificar nos discursos dos autores selecionados como se dão as relações entre o trabalho docente, as condições orientadas pelos fundos (FUNDEF, FUNDEB) e o impacto da implementação do Piso Salarial Profissional Nacional (PSPN) na remuneração docente.
This article presents the analysis of four academic productions of researchers of the group “Remuneration of K-12 Public Schools Teachers within the context of FUNDEB and PSPN”. The main objective of ...this study was to investigate the complexity of the concept of teacher remuneration in these productions and which was the authors’ starting point for the development of this concept. With a methodology based on the Critical Discourse Analysis, this article aims to verify in the discourse of the selected authors how the relations between the teaching work, the conditions targeted by the funds (FUNDEF Fund for Maintenance and Development of the Elementary Education and Teachers Appreciation, FUNDEB Fund for Maintenance and Development of K-12 Education and for Teachers Appreciation), and the impact of the implementation of the National Minimum Wage (PSPN) are intertwined with the teacher remuneration.
