Technological change and the effects of European contact were not uniform throughout North America, as Roland Bohr illustrates by comparing the northern Great Plains and the Central Subarctic-two adjacent but environmentally different regions of North America-and their respective Indigenous cultures. ABSTRACT
We propose a practical concept that distinguishes the particular kind of weaponry that has evolved to be used in combat between individuals of the same species and sex, which we term ...intrasexually selected weapons (ISWs). We present a treatise of ISWs in nature, aiming to understand their distinction and evolution from other secondary sex traits, including from ‘sexually selected weapons’, and from sexually dimorphic and monomorphic weaponry. We focus on the subset of secondary sex traits that are the result of same‐sex combat, defined here as ISWs, provide not previously reported evolutionary patterns, and offer hypotheses to answer questions such as: why have only some species evolved weapons to fight for the opposite sex or breeding resources? We examined traits that seem to have evolved as ISWs in the entire animal phylogeny, restricting the classification of ISW to traits that are only present or enlarged in adults of one of the sexes, and are used as weapons during intrasexual fights. Because of the absence of behavioural data and, in many cases, lack of sexually discriminated series from juveniles to adults, we exclude the fossil record from this review. We merge morphological, ontogenetic, and behavioural information, and for the first time thoroughly review the tree of life to identify separate evolution of ISWs. We found that ISWs are only found in bilateral animals, appearing independently in nematodes, various groups of arthropods, and vertebrates. Our review sets a reference point to explore other taxa that we identify with potential ISWs for which behavioural or morphological studies are warranted. We establish that most ISWs come in pairs, are located in or near the head, are endo‐ or exoskeletal modifications, are overdeveloped structures compared with those found in females, are modified feeding structures and/or locomotor appendages, are most common in terrestrial taxa, are frequently used to guard females, territories, or both, and are also used in signalling displays to deter rivals and/or attract females. We also found that most taxa lack ISWs, that females of only a few species possess better‐developed weapons than males, that the cases of independent evolution of ISWs are not evenly distributed across the phylogeny, and that animals possessing the most developed ISWs have non‐hunting habits (e.g. herbivores) or are faunivores that prey on very small prey relative to their body size (e.g. insectivores). Bringing together perspectives from studies on a variety of taxa, we conceptualize that there are five ways in which a sexually dimorphic trait, apart from the primary sex traits, can be fixed: sexual selection, fecundity selection, parental role division, differential niche occupation between the sexes, and interference competition. We discuss these trends and the factors involved in the evolution of intrasexually selected weaponry in nature.
Why would countries without nuclear weapons even think about fighting nuclear-armed opponents? A simple answer is that no one believes nuclear weapons will be used. But that answer fails to consider ...why nonnuclear state leaders would believe that in the first place. In this superb unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Tempting Fate uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade. Those strategies include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Counterintuitively, conventionally weak nonnuclear states are better positioned to pursue these strategies than strong ones, so that wars are unlikely when the nonnuclear state is powerful relative to its nuclear opponent. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers.
Demonstrates how policymakers influenced environmental science during the early nuclear age
In Atomic Environments: Nuclear Technologies, the Natural World, and Policymaking, 1945–1960 , Neil ...S. Oatsvall examines how top officials in the Truman and Eisenhower administrations used environmental science to develop nuclear strategy at the beginning of the Cold War. While many people were involved in research and analysis during the period in question, it was at highest levels of executive decision-making where environmental science and nuclear science most clearly combined to shape the nation’s policies.
Oatsvall clearly demonstrates how the natural world and the scientific disciplines that study it became integral parts of nuclear science rather than adversarial fields of knowledge. But while nuclear technologies heavily depended on environmental science to develop, those same technologies frequently caused great harm to the natural world. Moreover, while some individuals expressed real anxieties about the damage wrought by nuclear technologies, policymakers as a class consistently made choices that privileged nuclear boosterism and secrecy, prioritizing institutional values over the lives and living systems that they were ostensibly charged to protect.
By scrutinizing institutional policymaking practices and agendas at the birth of the nuclear age, a constant set of values becomes clear. Oatsvall reveals an emerging technocratic class that routinely valued knowledge about the environment to help create and maintain a nuclear arsenal, despite its existential threat to life on earth and the negative effects many nuclear technologies had on ecosystems and the American people alike. Although policymakers took their charge to protect and advance the welfare of the United States and its people seriously, Atomic Environments demonstrates how they often failed to do so because their allegiance to the US nuclear hierarchy blinded them to the real risks and dangers of the nuclear age.

Lottaz, Iwama, and their contributors investigate the role of neutral and nonaligned European states during the negotiations for the Treaty on the Nonproliferation of Nuclear Weapons (NPT). Focusing ...on the years from the Irish Resolution of 1958 until the treaty’s opening for signatures ten years later, the nine chapters written by area experts highlight the processes and reasons for the political and diplomatic actions the neutrals took, and how those impacted the multilateral treaty negotiations. The book reveals new aspects of the dynamics that lead to this most consequential multilateral breakthrough of the Cold War. In part one, three chapters analyze the international system from a bird’s eye perspective, discussing neutrality, nonalignment, and the nuclear order. The second part features six detailed case studies on the politics and diplomacy of Ireland, Sweden, Finland, Switzerland, Austria, and Yugoslavia. This report reviews and updates the 2002 National Research Council report, Technical Issues Related to the Comprehensive Nuclear Test Ban Treaty (CTBT) . This report also assesses various topics, ...including:
the plans to maintain the safety and reliability of the U.S. nuclear stockpile without nuclear-explosion testing;
the U.S. capability to detect, locate, and identify nuclear explosions;
commitments necessary to sustain the stockpile and the U.S. and international monitoring systems; and
potential technical advances countries could achieve through evasive testing and unconstrained testing.
Sustaining these technical capabilities will require action by the National Nuclear Security Administration, with the support of others, on a strong scientific and engineering base maintained through a continuing dynamic of experiments linked with analysis, a vigorous surveillance program, adequate ratio of performance margins to uncertainties. This report also emphasizes the use of modernized production facilities and a competent and capable workforce with a broad base of nuclear security expertise.
