Toxin weapon research, development, production and the ban on its uses is an integral part of international law, with particular attention paid to the protection against these weapons. In spite of ...this, hazards associated with toxins cannot be completely excluded. Some of these hazards are also pointed out in the present review. The article deals with the characteristics and properties of natural toxins and synthetic analogs potentially constituting the basis of toxin weapons. It briefly describes the history of military research and the use of toxins from distant history up to the present age. With respect to effective disarmament conventions, it mentions certain contemporary concepts of possible toxin applications for military purposes and the protection of public order (suppression of riots); it also briefly refers to the question of terrorism. In addition, it deals with certain traditional as well as modern technologies of the research, synthesis, and use of toxins, which can affect the continuing development of toxin weapons. These are, for example, cases of new toxins from natural sources, their chemical synthesis, production of synthetic analogs, the possibility of using methods of genetic engineering and modern biotechnologies or the possible applications of nanotechnology and certain pharmaceutical methods for the effective transfer of toxins into the organism. The authors evaluate the military importance of toxins based on their comparison with traditional chemical warfare agents. They appeal to the ethics of the scientific work as a principal condition for the prevention of toxin abuse in wars, military conflicts, as well as in non-military attacks.

Historically, many, if not most, scientists eschewed political activism to help ensure their objectivity. That said, in past decades some scientists were at the forefront of protests--for example, ...against the atomic bomb, the Vietnam War, and what they deemed a lethargic federal response to the AIDS epidemic. Now, according to a study by two university sociologists, societal concerns such as climate change and racial injustice are helping to normalize scientists' political activism. The Brown University and University of Pittsburgh sociologists reported their findings in an article in The Conversation. With colleagues, they reviewed "a growing body of studies" focused on scientists' mobilization for social activism and political protest, and they surveyed 2,208 members of the Union of Concerned Scientists. Ninety-five percent of respondents were pro-activism to some degree, with almost half saying scientists should be politically active either "most of the time" or "always," and the rest believing that scientists should "sometimes" engage in activism.
One of the last two sites with chemical munitions and chemical materiel is the Pueblo Chemical Depot in Pueblo, Colorado. The stockpile at this location consists of about 800,000 projectiles and ...mortars, all of which are filled with the chemical agent mustard. Under the direction of the Assembled Chemical Weapons Alternative Program (ACWA), the Army has constructed the Pueblo Chemical Agent Destruction Pilot Plant (PCAPP) to destroy these munitions. The primary technology to be used to destroy the mustard agent at PCAPP is hydrolysis, resulting in a secondary waste stream referred to as hydrolysate.
PCAPP features a process that will be used to treat the hydrolysate and the thiodiglycol - a breakdown product of mustard - contained within. The process is a biotreatment technology that uses what are known as immobilized cell bioreactors. After biodegradation, the effluent flows to a brine reduction system, producing a solidified filter cake that is intended to be sent offsite to a permitted hazardous waste disposal facility. Water recovered from the brine reduction system is intended to be recycled back through the plant, thereby reducing the amount of water that is withdrawn from groundwater. Although biotreatment of toxic chemicals, brine reduction, and water recovery are established technologies, never before have these technologies been combined to treat mustard hydrolysate.
At the request of the U.S. Army, Review Criteria for Successful Treatment of Hydrolysate at the Pueblo Chemical Agent Destruction Pilot Plant reviews the criteria for successfully treating the hydrolysate. This report provides information on the composition of the hydrolysate and describes the PCAPP processes for treating it; discusses stakeholder concerns; reviews regulatory considerations at the federal, state, and local levels; discusses Department of Transportation regulations and identifies risks associated with the offsite shipment of hydrolysate; establishes criteria for successfully treating the hydrolysate and identifies systemization data that should factor into the criteria and decision process for offsite transport and disposal of the hydrolysate; and discusses failure risks and contingency options as well as the downstream impacts of a decision to ship hydrolysate offsite.
Direct Analysis in Real Time (DART™) high-resolution Orbitrap™ mass spectrometry (HRMS) in combination with Raman microscopy was used for the detailed molecular level characterization of explosives ...including not only the charge but also the complex matrix of binders, plasticizers, polymers, and other possible organic additives. A total of 15 defused military weapons including grenades, mines, rockets, submunitions, and mortars were examined. Swabs and wipes were used to collect trace (residual) amounts of explosives and their organic constituents from the defused military weapons and micrometer-size explosive particles were transferred using a vacuum suction-impact collection device (vacuum impactor) from wipe and swap samples to an impaction plate made of carbon. The particles deposited on the carbon plate were then characterized using micro-Raman spectroscopy followed by DART-HRMS providing fingerprint signatures of orthogonal nature. The optical microscope of the micro-Raman spectrometer was first used to localize and characterize the explosive charge on the impaction plate which was then targeted for identification by DART-HRMS analysis in both the negative and positive modes. Raman spectra of the explosives TNT, RDX and PETN were acquired from micrometer size particles and characterized by the presence of their characteristic Raman bands obtained directly at the surface of the impaction plate nondestructively without further sample preparation. Negative mode DART-HRMS confirmed the types of charges contained in the weapons (mainly TNT, RDX, HMX, and PETN; either as individual components or as mixtures). anions. Chloride adducts were promoted in the heated DART reagent gas by adding chloroform vapors to the helium stream using an “in-house” delivery method. When the polarity was switched to positive mode, DART-HRMS revealed a very complex distribution of polymeric binders (mainly polyethylene glycols and polypropylene glycols), plasticizers (e.g., dioctyl sebacate, tributyl phosphate), as well as wax-like compounds whose structural features could not be precisely assigned. In positive mode, compounds were identified either as protonated molecules or ammonium adduct species. These results clearly demonstrate the complementarity of micro-Raman microscopy combined with DART-MS. The former technique provides structural information on the type of explosives present at the surface of the sample, whereas the latter provides not only a confirmation of the nature of the explosive charge but also useful additional information regarding the nature of the complex organic matrix of binders, plasticizers, polymers, oils, and potentially other organic additives and contaminants present in the sample. Combining these two techniques provides a powerful tool for the screening, comprehensive characterization, and differentiation of particulate explosive samples for forensic sciences and homeland security applications.

The coronavirus disease 2019 (COVID-19) pandemic was an unexpected event and resulted in catastrophic consequences with long-lasting behavioral effects. People began to seek explanations for ...different aspects of COVID-19 and resorted to conspiracy narratives. The objective of this article is to analyze the changes on the discussion of different COVID-19 conspiracy theories throughout the pandemic on Twitter. We have collected a data set of 1.269 million tweets associated with the discussion on conspiracy theories between January 2020 and November 2021. The data set includes tweets related to eight conspiracy theories: the 5G, Big Pharma, Bill Gates, biological weapon, exaggeration, FilmYourHospital, genetically modified organism (GMO), and the vaccines conspiracy. The analysis highlights several behaviors in the discussion of conspiracy theories and allows categorizing them into four groups. The first group are conspiracy theories that peaked at the beginning of the pandemic and sharply declined afterwards, including the 5G and FilmYourHospital conspiracies. The second group associated with the Big Pharma and vaccination-related conspiracy whose role increased as the pandemic progressed. The third are conspiracies that remained persistent throughout the pandemic such as exaggeration and Bill Gates conspiracies. The fourth are those that had multiple peaks at different times of the pandemic including the GMO and biological weapon conspiracies. In addition, the number of COVID-19 new cases was found to be a significant predictor for the next week tweet frequency for most of the conspiracies.

The Metropolitan Medical Response System (MMRS) program of the U. S. Department of Health and Human Services (DHHS) provides funds to major U. S. cities to help them develop plans for coping with the ...health and medical consequences of a terrorist attack with chemical, biological, or radiological (CBR) agents. DHHS asked the Institute of Medicine (IOM) to assist in assessing the effectiveness of the MMRS program by developing appropriate evaluation methods, tools, and processes to assess both its own management of the program and local preparedness in the cities that have participated in the program. This book provides the managers of the MMRS program and others concerned about local capabilities to cope with CBR terrorism with three evaluation tools and a three-part assessment method. The tools are a questionnaire survey eliciting feedback about the management of the MMRS program, a table of preparedness indicators for 23 essential response capabilities, and a set of three scenarios and related questions for group discussion. The assessment method described integrates document inspection, a site visit by a team of expert peer reviewers, and observations at community exercises and drills.
