In order to fulfil this vision, an enterprise and the specified part of the knowledge from the enterprisepsilas environment needs to be properly described. The main goal of this paper is to present Business Roles Ontology (BRO) and Business Functions Ontology (BFO) which are to provide description of business functions and corresponding business roles. Both ontologies may be used within automated business process management lifecycle and are the result of our research work.

The paper illustrates a proposition for process model of the P&I maritime insurance sale. A specific feature of such a form of insurance relates to the collaboration between an insurance company and ...P&I clubs, which insure shipping company liability. The paper shows a decomposition diagram of the process of P&I insurance sales, from the aspect of the insurance company. The process of insurance sale is described. For process specification, the following methods are used: Work Flow, Activity Flow and Data Flow Diagram. The first two methods clearly show the position of processes in organizational parts of the insurance company and external business organizations. The Data Flow Diagram shows processes and data flows between them, not depending on where these are performed or who performs them. Such a model is the basis for information system development.

Global value chains (GVCs) are playing an increasingly important role in business strategies, which has profoundly changed international trade and development paradigms. GVCs now represent a new path ...for development by helping developing countries accelerate industrialization and the servicification of the economy. From a firm perspective, production in the context of GVCs highlights the importance of being able to seamlessly connect factories across borders, as well as protect assets such as intellectual property. From the policy maker perspective, the focus is on shifting and improving access to resources while also advancing development goals, and also on the question of whether entry into GVCs delivers labor-market-enhancing outcomes for workers at home, as well as social upgrading. GVCs can lead to development, but, at the country level, constraints such as the supply of various types of labor and skills and inadequate absorptive capacity remain. GVCs can create new opportunities on the labor demand side, but supply and demand cannot meet if the supply is missing. This potential gap illustrates the importance of embedding national GVC policies into a broader portfolio of policies aimed at upgrading skills, physical and regulatory infrastructure, and enhancing social cohesion.
In recent years, global value chains have played an increasing role in business strategies, profoundly affecting international trade and development paradigms. Global value chains now represent a ...major source of socio-upgrading opportunities and a new path for development. Trade, competitiveness and development policies should be reshaped accordingly to seize these opportunities and avoid the risks associated with greater participation in global value chains. This paper provides a framework and analytical tools for measuring and improving a country's performance with respect to participation in global value chains. With a clear operational focus, it provides guidance for countries willing to join, maintain participation, and/or move up global value chains. With the ultimate objective to increase the value (the development content) for trade, it also offers strategies to maximize the benefits and minimize the risks of developing countries' participation in global value chains.
The Government of Romania (GOR), in agreement with the European Commission (EC), requested functional reviews of the Romanian public administration through an independent advisory service with the ...World Bank. The general objective of this advisory service is to review the current situation of the Labor and Social Protection (L&SP) sector, assess its functioning and develop an action plan that the GOR can use over the short- to medium-term to strengthen its effectiveness in the public administration. In meeting this objective, the World Bank examined: (i) whether the policy goals and objectives of the Ministry of Labor and Social Protection (MoLFSP) and its agencies are clearly defined in measurable and achievable terms; (ii) whether the management systems, policies, staffing, and organizational structure are appropriate for them to meet their objectives; and (iii) whether factors external to the institutions that may impede their ability to meet their objectives. The report is organized into two volumes. Volume One summarizes the main findings and messages, presents priorities for reform, and suggests an action plan to carry out these priority reforms. Volume Two provides chapters with the background diagnostics, assessment and findings in depth, covering: Main Sector Features and Institutional Mapping; Ministry of Labor Family and Social Protection; Labor Market; Pensions; Social Assistance (Cash Transfers); Social Assistance Services; Information Management (cross-cutting)
The Government of Egypt has recognized broadband as being of strategic importance to the country´s economic and social development and it is developing a new strategy to develop access and use of ...broadband networks and services. As a specific target of this strategy, the government seeks to increase broadband penetration to 20 connections per 100 inhabitants by 2013. This report is the result of the second part of the existing reimbursable technical assistance on communications by which the World Bank has been providing assistance to the government of Egypt in the development of this broadband strategy. The objective of this particular assignment is to support the policy making process to develop broadband services and infrastructure throughout Egypt and achieve substantial economic impact in the economy including specific intermediary sectors. This assignment builds of the outcomes of the previously delivered study (strategic options for broadband development, 2010) and it uses both qualitative and quantitative approaches to provide specific advisory outputs.
