The papers contained in this booklet were presented at the transnational conference “Employment/Working Conditions, Occupational Safety and Health of Posted Workers” in Ljubljana, Slovenia (15 ...February 2017). The conference brought together experts (researchers and practitioners) from several European countries to discuss the existing and new challenges related to OSH (occupational safety and health), labour, and working conditions of posted workers. The conference served as the launch event of the POOSH project, financed by the European Comission (Programme EaSI PROGRESS) and led by Dr. Kristina Toplak from the Slovenian Migration Institute at ZRC SAZU. The booklet is covering the topic of the OSH of posted workers from several angles. The first part is framed around contributions given by researchers working in the field of labor mobility, with the focus on the occupational safety and health of posted workers. The second part contains contributions from practitioners working in NGOs, trade unions or Ministries of Labour who presented their work as well as discussed national and transnational legislations related to the OSH of posted workers.
The study focuses on the programmatic bases of Slovenian political parties since independence. It presents an analysis of party programs and their preferences regarding doctors and other health ...workers, as well as the contents most commonly related to them. At the same time, the study also highlights the intensity of the presence of doctors on the policy agenda through time.
In the study, 83 program documents of political parties have been analysed. The study includes programmes of political parties that have occurred in parliamentary elections in Slovenia between 1992 and 2014 and have exceeded the parliamentary threshold. The data were analysed using the content analysis method, which is suitable for analysing policy texts. The analysis was performed using ATLAS.ti, the premier software tool for qualitative data analysis.
The results showed that doctors and other health workers are an important political topic in non-crisis periods. At that time, the parties in the context of doctors mostly dealt with efficiency and the quality of services in the health system. They often criticize doctors and expose the need for their control. In times of economic crisis, doctors and other health workers are less important in normative commitments of parties.
Slovenian political parties and their platforms cannot be distinguished ideologically, but primarily on the principle of access to government. It seems reasonable to conclude that parties do not engage in dialogue with doctors, and perceive the latter aspassive recipients of government decisions-politics.
This multicentre, cross-sectional observational study aimed to determine the prevalence of depression among the working population of Slovenia and identify factors correlating with higher prevalence ...of depression. It was conducted in three occupational medicine practices within major Slovenian primary health care centres. The study population consisted of 1,474 respondents 73.7 % of the invited participants, 889 (60.3 %) men and 585 (39.7 %) women with mean age of (40.5±9.8) years who visited these practices for their regular check-ups from November 2010 to June 2012 and were asked to fill in a self-developed questionnaire and score depression on the Zung’s self-rating depression scale. According to the rating, 50 (3.4 %) respondents suffered from depression. In the multivariate analysis, depression correlated with the following independent variables: self-perceived exposure to chronic stress, positive family history of depression, and primary school education.
Namen raziskave je bil določiti prevalence depresije med delovno aktivno populacijo in odkriti morebitne dejavnike, povezane z večjo prevalence depresije. Izvedli smo multicentrično presečno opazovalno raziskavo v ambulantah medicine dela, prometa in športa v treh večjih zdravstvenih domovih v Sloveniji. Opazovana populacija je bila sestavljena iz zaporednih obiskov delavcev, ki so prišli na redni preventivni pregled od novembra 2010 do junija 2012. Podatke smo zbirali s pomočjo vprašalnika, depresijo pa smo ugotavljali na podlagi Zungovega vprašalnika. V vzorcu je bilo 1.474 (73,7 %) posameznikov, od katerih je bilo 889 (60,3 %) moških. Povprečna starost vzorca je bila (40,5±9,8) let. V vzorcu je bilo 590 (3,4 %) posameznikov z depresijo. V multivariatni analizi so bile naslednje spremenljivke neodvisno povezane s prisotnostjo depresije: izpostavljenost stresu, pozitivna družinska anamneza depresije in osnovnošolska izobrazba.
Usposobljenost strokovnih delavcev v izobraževanju odraslih je eden od dejavnikov kakovosti, ki pripomore k vključevanju v vseživljenjsko učenje. Ugotavljamo rast vključevanja v neformalne programe ...za odrasle, pa vendar zmanjševanje vlaganj javnih financ v splošno neformalno izobraževanje odraslih glede na načrte (Analiza ReNPIO 2005–2008, 2010). Pri odraslih se, poleg primanjkljaja izobrazbe, spretnosti in poklicnih ter strokovnih kompetenc, ki je pogostejše pri nižjeizobraženih in skupinah posebne družbene skrbi (odrasli s posebnimi potrebami, drugače ranljive in marginalne skupine, Romi in raz- lične etnične skupnosti …), srečujemo še s situacijskimi in dispozicijskimi ovirami. Te ustvarjajo temeljne ovire za uspešno vključevanje v vseživljenjsko učenje, kar pa pogosto pogojuje tudi razvoj temeljnih zmožnosti. Izobraževanje odraslih z ustrezno usposobljenimi strokovnjaki je eden od pomembnih družbenih mehanizmov za doseganje ciljev, opredeljenih v strateških dokumentih Evropske unije. Pred nami so velika vprašanja, saj nacionalna zakonodaja pomanjkljivo opredeljuje potrebno izobrazbo, znanje in kompetence strokovnih delavcev v izobraževanju odraslih (ZOFVI, 1996 s sprem.; ZIO, 1996 s sprem.), nekoliko doslednejša je nacionalna politika izpopolnjevanja in usposabljanja strokovnih delavcev za posebne izobraževalne programe za odrasle z javno veljavnostjo in dejavnosti izobraževanja odraslih (t. i. infrastrukturne dejavnosti: informiranje in svetovanje, samostojno učenje, kakovost …).

V zadnjih nekaj letih v Evropi vse bolj glasno razmišljamo o izobraževanju izobraževalcev, a tokrat ne le o učiteljih v šolah, ampak širše - o izobraževalcih, ki delujejo zunaj šolskih programov ...izobraževanja, npr. na širokem področju poklicnega usposabljanja in spopolnjevanja, predvsem pa tudi tistih, ki delujejo na področju izobraževanja odraslih – tako v formalnem kot neformalnem. V razpravi se posvečamo predvsem usposabljanju in spopolnjevanju izobraževalcev odraslih v Sloveniji skozi ugotovite, do katerih so prišli raziskovalci v Evropi kot tudi v Sloveniji. Razpravljamo o njihovem položaju, vlogah in nalogah, o tem, kakšne kompetence potrebujejo in kakšne so njihove izobraževalne potrebe.
The aim of this article is to shed light on the situation of refugees (formally designated as asylum seekers) and undocumented migrant workers, who are among the most vulnerable inhabitants of ...Europe. Both groups face the threat of detention and deportation. The normative framework, which consists of legal standards and residential institutions, will be critically examined. Despite international standards for respecting the human rights of refugees and undocumented workers, policies of detention and deportation and the mass rejection of asylum claims leave little hope for the empowerment, autonomy and social inclusion of these persons. Instead of a straight-forward argument for closing down all detention centres and putting an end to forcible deportations, the article investigates small scale structural possibilities for inclusive - non-selective - responses to these non-citizens.
