Information and communication technologies are witnessing tremendous developments in today's world. Which allowed many institutions and departments to adopt ICT in their administrative work. This ...research discusses the designing of an Electronic Archiving System Based on the Computer Network by using (Visual C #.NET) language and the development of a central database by using (SQL Server 2008). The Ninewa Health bureau has been chosen as a model for completion of the study. To address the problem of the traditional reality experienced by the institutions and departments of the state in Iraq, based on the limited use of information technology, while electronic archiving systems that have become the basic method in the institutions of developed countries. This system works on converting paper documents and attachments into an electronic format, and saving them in the database within indexed records according to the document number or book. The system also provides an integrated tool for the managing mail, and workflow, as well as the preparation of reports, and great flexibility in the management of system database (backup, update of administrative units as per the applicable structure of the bureau concerned), managing user accounts and granting them access permission. The study has showed that the electronic archiving system has a positive impact in the fields of administrative works, through facilitating the process of archiving and saving of documents and official correspondence book to provide office spaces consumed in the storage of paper files. As well as reduce the time and effort spent in the search for files. and the ease of exchanging documents through a local network by the adoption of the (client / server) model to connect the sections of the bureau with each other for integrated with the electronic archiving system. The study aims to strengthen the role of archiving to launch the e-government project by improving and simplifying official transactions procedures. Last but not least the research dealt with a theoretical framework on the archiving (concept, components, types), as well as the practical aspect of the analysis and design of the system and explain how it works. Finally, this research succeed in designing the system, and the system has been tested on real data represented by models of books and official documents in the bureau of Health Nineveh..

The Special Committee on Electronic Publication was re-established at the XVII International Botanical Congress (IBC) in Vienna in 2005, with the mandate to consider on the issues relating to the ...electronic publication of nomenclatural novelties and to report to the XVIII IBC in Melbourne in 2011. With the global push to inventory biodiversity and to develop information systems to disseminate data, issues surrounding speed of publication, copyright and licensing, and permanence and accessibility of information have surfaced. Electronic publication is central to these issues, and the insistence of the International Code of Botanical Nomenclature (Code) on distribution of printed matter for effective publication is seen by many as a hindrance to progress. Against this backdrop, the Committee conducted extensive negotiations and discussions on a wide range of issues on electronic publication, which are here summarized in the Committee's report. The Committee unanimously supports the extension of effective publication to electronic publication, but in a well-regulated way that will establish the basis for long-term archiving and discovery. The Committee has put forward a set of eleven proposals (Special Committee on Electronic Publication, 2010) to amend the Code to permit electronic publications to be considered effectively published under specified conditions on or after 1 January 2013. It is proposed that electronic material will be effectively published only when distributed in Portable Document Format (PDF) in an online serial publication with an International Standard Serial Number (ISSN). An additional proposal extends this to PDF with an International Standard Book Number (ISBN). Further proposals strengthen this by forbidding post-publication alteration and by discounting preliminary versions as not effectively published. The current method for establishing the date of effective publication is amended to account for electronic material. These changes to the Articles of the Code are supported by a set of Recommendations for best practice for electronic publication of nomenclatural novelties, covering aspects of archiving and immutability, dissemination of data, and clear designation of versions as preliminary or final. This report provides the supporting documentation for the set of proposals that are also published in this issue. It is necessary that the two be read alongside each other.
En droit français, le terme d’« archives » recouvre une réalité très large qui ne se limite ni aux documents anciens, ni aux dossiers papier : les données informatiques contenues dans les systèmes ...d’information d’un service ou échangées par télé-procédures, les fichiers bureautiques, les courriels, en somme, tout le patrimoine informationnel, dématérialisé ou non, des organisations, constituent, dès leur création, des archives. Comme, depuis la loi no 2000-230 du 13 mars 2000, l’écrit électronique a la même force de preuve qu’un écrit papier, chaque organisation a un besoin accru de garantir l’intégrité de ses données numériques qui pourront être produites devant un tribunal en cas de contentieux. La garantie de la fiabilité, de l’exactitude et de l’authenticité des données devient, dans ce cadre, cruciale pour toute organisation. En outre, la lisibilité de l’information numérique, condition sine qua non de futures recherches, dépend étroitement de solutions techniques sans cesse menacées par l’obsolescence. Du fait de l’informatisation accrue des établissements de santé, le secteur médical est particulièrement concerné par la question de la gouvernance de l’information. Les risques inhérents à la médecine humaine nécessitent une traçabilité des actes réalisés afin de garantir la fiabilité de l’ensemble des processus. À ces exigences, s’ajoutent celles dues au caractère public d’une large partie des missions du domaine de la santé. De ce fait, ce secteur se trouve soumis à plusieurs législations, aux périmètres différents, qui encadrent la gestion de l’information et qui sont décrites dans cet article. Il commence par rappeler les principes législatifs régissant la gestion des archives dans le secteur public, puis aborde la question particulière de l’encadrement de la gestion de l’information dans le secteur médical et enfin consacre une partie spécifique au cadre de la dématérialisation. Une annexe dresse un état des textes définissant à la date de l’article le cycle de vie des informations médicales dans le secteur public.
In French law, the word “archives” doesn’t refer only to old paper documents. Electronic data and files, e-mails and, in short, all information assets–electronic or not–of an organization are “archives”, as soon as they are created. Since the Act 2000-230 recognizes the legal value of texts produced using electronic technologies, each organization needs to guarantee integrity of its electronic data, which could be needed for being produced before a court. As a result, it became critical to preserve the archives’ reliability, integrity and authenticity. Moreover, data's readability is threatened by the continuous technical obsolescence, whereas these data become essential for future researches. Due to progressive digitization and computerization of hospitals, French health sector must rise to the challenge of information governance in digital era. The risks issued from medical activities require recording all the actions in order to guarantee processes’ reliability. Other requirements are provided for by specific law for public institutions and concern a lot of health institutions. Information governance of health sector is consequently governed by several specific laws, which concern different activities. This article begins describing legal principles governing records management in public sector. Then it broaches the particular question of information governance in health sector. Finally, it clarifies the proper legal rules to digitization. An appendix lists the texts which govern records’ lifecycle in public health sector.

The transition of journals to electronic-only format has begun. There is evidence that suggests that libraries often cancel journals in a reactive and incremental fashion in the face of annual ...budgetary pressures, but this approach is not ideal. To achieve an effective transition away from print, individual libraries should take a strategic perspective. This article reviews some of the most important aspects of library strategic planning and recommends complementary approaches that can be taken on the consortial and system-wide levels.
