In these seventeen essays, distinguished senior scholars discuss the conceptual issues surrounding the idea of freedom of inquiry and scrutinize a variety of obstacles to such inquiry that they have ...encountered in their personal and professional experience. Their discussion of threats to freedom traverses a wide disciplinary and institutional, political and economic range covering specific restrictions linked to speech codes, the interests of donors, institutional review board licensing, political pressure groups, and government policy, as well as phenomena of high generality, such as intellectual orthodoxy, in which coercion is barely visible and often self-imposed. As the editors say in their introduction: "No freedom can be taken for granted, even in the most well-functioning of formal democracies. Exposing the tendencies that undermine freedom of inquiry and their hidden sources and widespread implications is in itself an exercise in and for democracy."
There have been few times in US American history when the very concept of freedom of speech—its promise and its contradictions—has been under greater scrutiny. Guided by acclaimed artist, filmmaker, ...and activist Amar Kanwar, the Vera List Center for Art and Politics at The New School convened a series of public seminars on freedom of speech with the participation of some of the most original thinkers and artists on the topic. Structured as an open curriculum, each seminar examined a particular aspect of freedom of speech, reflecting on and informed by recent debates around hate speech, censorship, sexism, and racism in the US and elsewhere. Studies into Darkness emerges from these seminars as a collection of newly commissioned texts, artist projects, and resources that delve into the intricacies of free speech. Safe spaces, trigger warnings, microagressions, the disinvitation of speakers, demands to rename campus landmarks -- debate over these issues began in lecture halls and on college quads but ended up ...on op-ed pages in theNew York Timesand theWall Street Journal, on cable news, and on social media. Some of these critiques had merit, but others took a series of cheap shots at "crybullies" who needed to be coddled and protected from the real world. Few questioned the assumption that colleges must choose between free expression and diversity. InSafe Spaces, Brave Spaces, John Palfrey argues that the essential democratic values of diversity and free expression can, and should, coexist on campus.
Palfrey, currently Head of School at Phillips Academy, Andover, and formerly Professor and Vice Dean at Harvard Law School, writes that free expression and diversity are more compatible than opposed. Free expression can serve everyone -- even if it has at times been dominated by white, male, Christian, heterosexual, able-bodied citizens. Diversity is about self-expression, learning from one another, and working together across differences; it can encompass academic freedom without condoning hate speech.
Palfrey proposes an innovative way to support both diversity and free expression on campus: creating safe spaces and brave spaces. In safe spaces, students can explore ideas and express themselves with without feeling marginalized. In brave spaces -- classrooms, lecture halls, public forums -- the search for knowledge is paramount, even if some discussions may make certain students uncomfortable. The strength of our democracy, says Palfrey, depends on a commitment to upholding both diversity and free expression, especially when it is hardest to do so.

The Internet was supposed to be an antidote to authoritarianism. It can enable citizens to express themselves freely and organize outside state control. Yet while online activity has helped challenge ...authoritarian rule in some cases, other regimes have endured: no movement comparable to the Arab Spring has arisen in China. InContesting Cyberspace in China, Rongbin Han offers a powerful counterintuitive explanation for the survival of the world's largest authoritarian regime in the digital age.Han reveals the complex internal dynamics of online expression in China, showing how the state, service providers, and netizens negotiate the limits of discourse. He finds that state censorship has conditioned online expression, yet has failed to bring it under control. However, Han also finds that freer expression may work to the advantage of the regime because its critics are not the only ones empowered: the Internet has proved less threatening than expected due to the multiplicity of beliefs, identities, and values online. State-sponsored and spontaneous pro-government commenters have turned out to be a major presence on the Chinese internet, denigrating dissenters and barraging oppositional voices. Freedom of speech and extremism in university campuses are major sources of debate and moral panic in the United Kingdom today. In 2018, the Joint Committee on Human Rights in Parliament undertook an ...inquiry into freedom of speech on campus. It found that much of the public concern is exaggerated, but identified a number of factors that require attention, including the impact of government counter-terrorism measures (the Prevent Duty) and regulatory bodies (including the Charity Commission for England and Wales) on freedom of speech. Academic freedom—the institutional autonomy of scientific, research and teaching institutions, and the freedom of individual scholars and researchers to pursue controversial research and publish ...controversial opinions—is a cornerstone of any free society. Today this freedom is under attack from the state in many countries—Russia, Turkey, Venezuela, Hungary, China—but it is also under question from within academe. Bitter disputes have erupted on American campuses, for example, about the limits of free speech and about whether liberal academic freedoms have degenerated into a form of coercive political correctness. Beyond the academy itself, among the general public, academic freedom is contested ground. As Robert Post of Yale Law School has put it, academic freedom is “the price the public must pay in return for the social good of advancing knowledge." Populist currents of political opinion are questioning the price a society pays for the freedom of its ‘experts’ and professors.
Academic freedom is under siege, as our universities become the sites of increasingly fraught battles over freedom of speech. While much of the public debate has focussed on 'no platforming' by ...students, this overlooks the far graver threat posed by concerted efforts to silence the critical voices of both academics and students, through the use of bureaucracy, legal threats and online harassment. Such tactics have conspicuously been used, with particularly virulent effect, in an attempt to silence academic criticism of Israel.This collection uses the controversies surrounding the Israeli-Palestinian conflict as a means of exploring the limits placed on academic freedom in a variety of different national contexts.
