While quality‐adjusted indices tracing the evolutions of regional house prices are increasingly available, this is less the case for data on regional house price levels . Yet, such information is ...fundamental to assess housing affordability and barriers to labour mobility. This article puts forward a method to compile regional house price levels that are consistent with the evolutions given by house price indices, representative of the underlying stock of dwellings, and based on the information on house price levels that is available at all dates rather than in a single reference period. Results for Spain show that the decline in house prices following the 2008–2009 crisis initially reduced the dispersion in house prices across Spanish regions, but this dispersion has increased again afterwards. Moreover, the relative housing affordability of Madrid deteriorated compared to all other Spanish regions in the last decade. Monitoring whether COVID‐19 will reverse this trend will be key.
This work presents an analysis of the digitalisation of the tourism sector and evaluates the potential of this process for rural areas of the European Union (EU). To do this, we explore aspects of ...both the supply and demand of rural tourism, proposing a regression model that incorporates indicators that relate the advance of digitalisation with changes in the weight and characteristics of the sector in the regions with low population density included in the NUTS level 2. The research results indicate a positive relationship between the digitalisation of the sector and the supply of rural accommodation, as well as a positive impact on the demand for these facilities. In addition, the study has made it possible to address the potential competition between traditional accommodations and digital platforms, revealing that the greater use of digital platforms for reservations does not negatively affect hotel occupancy rates. The findings underline the importance of digitalisation in the development of rural tourism and suggest possible lines of political action for promoting digital platforms in rural areas.
Person re-identification is one of the most important and challenging problems in video surveillance systems. For person re-identification, feature description is a fundamental problem. While many ...approaches focus on exploiting low-level features to describe person images, most of them are not robust enough to illumination and viewpoint changes. In this paper, we propose a simple yet effective feature description method for person re-identification. Starting from low-level features, the proposed method uses perceptual hashing to binarize low-level feature maps and combines several feature channels for feature encoding. Then, an image pyramid is built, and three regional statistics are computed for hierarchical feature description. To some extent, the perceptual hash algorithm (PHA) can encode invariant macro structures of person images to make the representation robust to both illumination and viewpoint changes. On the other hand, while a rough hashing may be not discriminative enough, the combination of several different feature channels and regional statistics is able to exploit complementary information and enhance the discriminability. The proposed approach is evaluated on seven major person re-identification datasets. The results of comprehensive experiments show the effectiveness of the proposed method and notable improvements over the state-of-the-art approaches.
Human well-being is highly dependent on nature, especially with respect to food provision. This study has been developed in the ecosystem service framework and focuses on the evaluation of ecological ...integrity as a basefor the capacity of Schleswig-Holstein to provide ecosystem services. The ecosystem service potential is assessed based upon a Bayesian belief network and the study area’s soil fertility. The respective service flow is estimated from official regional statistics, and is represented by the total harvested biomass for food, fodder and energy. The spatial distribution of six different ecological integrity variables and the crop production potentials and flows are compared and interpreted with respect to the characteristics of the main landscape regions within the study area. The results indicate a trade-off between the actual crop production and the underlying ecological integrity and service potentials. This trade-off is strongest in case of croplands, while it gradually diminishes in grasslands and forests. Based on the results, conclusions about the relation between ecosystem services and ecological integrity are drawn. The findings of the study can be used to support the development of sustainable land management strategies, which aim to harmonize agricultural production and environmental conditions.
In recent years, with the significant increase in urban development, it has become necessary to optimize the current air monitoring stations to reflect the quality of air in the environment. ...Highlighting the spatial representation of some air monitoring stations using Beijing's regional air monitoring station data from 2012 to 2014, the monthly mean particulate matter concentration (PM10) in the region was calculated and through the IDW interpolation method and spatial grid statistical method using GIS, the spatial distribution of PM10 concentration in the whole region was deduced. The spatial distribution variation of districts in Beijing using the gridding model was performed, and through the 3-year spatial analysis, PM10 concentration data including the variation and spatial overlay (1.5 km × 1.5 km cell resolution grid), the spatial distribution result obtained showed that the total PM10 concentration frequency variation exceeded the standard. It is very important to optimize the layout of the existing air monitoring stations by combining the concentration distribution of air pollutants with the spatial region using GIS.

Estimating the noise power spectral density (PSD) is essential for single channel speech enhancement algorithms. In this paper, we propose a noise PSD estimation approach based on regional ...statistics. The proposed regional statistics consist of four features representing the statistics of the past and present periodograms in a short-time period. We show that these features are efficient in characterizing the statistical difference between noise PSD and noisy speech PSD. We therefore propose to use these features for estimating the speech presence probability (SPP). The noise PSD is recursively estimated by averaging past spectral power values with a time-varying smoothing parameter controlled by the SPP. The proposed method exhibits good tracking capability for non-stationary noise, even for abruptly increasing noise level.
