This article discusses US universities and national libraries more than 30 years' experience in work as centers for the initiation and education of citizens, as well as leading research centers for ...women and gender studies in American society. Attention is focused on the relevance of informing the population as a whole about the principles of gender equality, quality information and research on this issue. The main attention is paid to the experience of library institutions systematic work in search for new forms of cooperation between students and teachers, scientists involved in research in the field of female and gender studies. It is noted that thanks to the active cooperation between library workers and library resources users in the field of women and women and gender studies, libraries have become effective participants in the education system and scientific work in general. The principles of building library information databases for the study of women and the gender issue, as well as the effective navigation systems created by librarians in extensive library collections, are examined. This task is very urgent, because often the information researchers require is scattered across all library collections. Great progress has been noted in the field of library and information support for education and science, in particular, the creation of web portals and library sites, the formation of a full-fledged industry information resource, electronic catalogs, full-text databases, electronic gender libraries, as well as cooperation between different libraries. Considering the role of American libraries in organizing women's and gender studies, we can conclude that they not only play the role of leading information and document centers, training centers, but they themselves become significant research institutions. Collections of some libraries are parts of national and world heritage.
The article highlights the participation of library institutions as centers of education and enlightenment of citizens in the modern information society. Attention is focused on the relevance of the ...work of Ukrainian scientific libraries to disseminate the principles of gender equality, quality information on this issue. The need for the participation of libraries in countering manipulations in the information and communication space which touch gender stereotypes is noted. The forms of activity of library institutions are considered, thanks to which they become active participants in the implementation of the UN Sustainable Development Goals, in particular, in creating conditions for gender equality and supporting gender education. Attention is paid to the forms of libraries cooperation with public organizations, public authorities in formation of new socially constructive approaches to promote ideas of gender equality in society and ensure free access to gender-oriented legal and socially significant information for all categories of the population. Positive changes are noted in library and information support of education and science, in particular, the creation of web portals and library sites, the formation of a full-fledged industry information resource, electronic catalogs, full-text databases, electronic gender libraries has begun. The necessity of creating a National Bibliography on Women’s and Gender Studies, which should become an important component of the state program for the implementation of gender policy and at the same time a national information resource, which will ensure the cultural and intellectual heritage of the nation and make it accessible to modern and future users, is noted.

This function is transformed into informational and analytical activity, it presuppose that on the basis of widely accessible library and information resources the most modern means of information transmission are used, which are capable to change the primary sources and significantly save the time.The attention is focused on the way in which library institution, while working out the methods of information processing, which, for the most part, are used for scientific research, organizes own materials that can satisfy authorities information demand. Information and analytical structures of library institutions become an effective and promising center for the information flow of modern society. Attention is drawn to the importance of using scientific ...journals in terms of the relevance and promptness of obtaining information. The positive practice of creating an open access information platform open-access.net is analyzed. The platform provides free and unrestricted online access to scientific information while access to the content of many academic journals is difficult and expensive. German experts gain extensive experience how to use open-source databases, text collections and information suggestions that contain or list electronic publications within the platform. Researchers in countries where libraries are not subscribed to scientific journals benefit the most from the introduction of the open access platform, because, due to the high cost, most libraries cannot afford to subscribe to all scientific journals. This practice greatly expands the range of knowledge and consumers of this knowledge. The reader - anyone - scientists, students, politicians, public figures or just interested citizens can get free access to knowledge in the field of Womens Studies. For Ukraine, a country that has recently begun to pay attention to gender issues, such experience is very important, as it covers key issues of gender research, the place of women in society, government policies on improving and empowering women, as well as information on international and non-governmental activities. women’s empowerment organizations is very relevant. Attracting public attention to such information promotes citizens’ awareness of women’s rights and opportunities, teaches women to exercise their rights, increases their participation in socio-economic and political life and, as a consequence, significantly improves their socio-economic status.
Scientific applications are some of the most computationally demanding software pieces. Their core is usually a set of linear algebra operations, which may represent a significant part of the overall ...run-time of the application. BLAS libraries aim to solve this problem by exposing a set of highly optimized, reusable routines. There are several implementations specifically tuned for different types of computing platforms, including coprocessors. Some examples include the one bundled with the Intel MKL library, which targets Intel CPUs or Xeon Phi coprocessors, or the cuBLAS library, which is specifically designed for NVIDIA GPUs. Nowadays, computing nodes in many supercomputing clusters include one or more different coprocessor types. To fully exploit these platforms might require programs that can adapt at run-time to the chosen device type, hardwiring in the program the code needed to use a different library for each device type that can be selected. This also forces the programmer to deal with different interface particularities and mechanisms to manage the memory transfers of the data structures used as parameters. This paper presents a unified, performance-oriented, and portable interface for BLAS. This interface has been integrated into a heterogeneous programming model (Controllers) which supports groups of CPU cores, Xeon Phi accelerators, or NVIDIA GPUs in a transparent way. The contribution of this paper includes: An abstraction layer to hide programming differences between diverse BLAS libraries; new types of kernel classes to support the context manipulation of different external BLAS libraries; a new kernel selection policy that considers both programmer kernels and different external libraries; a complete new Controller library interface for the whole collection of BLAS routines. This proposal enables the creation of BLAS-based portable codes that can execute on top of different types of accelerators by changing a single initialization parameter. Our software internally exploits different preexisting and widely known BLAS library implementations, such as cuBLAS, MAGMA, or the one found in Intel MKL. It transparently uses the most appropriate library for the selected device. Our experimental results show that our abstraction does not introduce significant performance penalties, while achieving the desired portability.
The aim of the article is the formation of an innovative model for the commercialization of the services of scientific libraries of research universities in order to increase their financial ...autonomy. The methodology of the research is based on the use of methods: scientific generalization, systematization, comparison, modelling. The object of research is the activity of scientific libraries of research universities, which strive to vary in the current conditions of rapid technological development. The research results consist of the systematization of the main and secondary functions of scientific libraries of research universities. A new economic category of “digital franchising” has been proposed and characterized as a model of cooperation between the franchisor and the franchisee when the rights to use and represent the company of the franchisor in the intercontinental digital space are transferred. The franchisee has the right to use the company name, services, goods, technological processes, and software of the franchisor to create its own digital network of sub-franchisees and digital products on the basis of the conditions specified in the contract. Such kind of franchising will allow settling relations in a digital cyberspace, promptly developing and getting new, yet not completely studied forms. Comparison of traditional and digital models of franchising has allowed to show differences on ten basic criteria: costs for building a network; speed of interaction; level of managerial flexibility; updating of the system; the possibility of expanding the network; financial control; brand management; rate of return; the speed of information about new services; need for operational management. The revealed discrepancies are mainly characterized by different time frames for implementing managerial decisions and excellent approaches to the formation and use of the necessary financial and organizational resources. The author has developed an innovative franchise model, which makes it possible to effectively commercialize the services of scientific libraries. This model is based on the use of franchising by building a broad network of digital services. The peculiarity of digital franchising is revealed, which consists in the essential optimization of expenses for organizing the activities of scientific libraries, in comparison with the traditional model, and speeding up the pace and quality of service. The practical significance of the obtained results lies in new opportunities for pushing a new wave of development of methods for commercializing the services of scientific libraries of research universities and their dissemination at the global level. Using the developed innovative franchise model will be useful for theorists and practitioners engaged in the development of strategies for the development of research universities and their scientific libraries. The main conclusion of the research is that the introduction of a developed marketing tool by talented managers with an entrepreneurial type of thinking will become a source of financial autonomy for scientific libraries of research universities they manage. Digital expansion in a strategic perspective will absorb all the major information flows that affect the development of the world. Libraries of research universities, as key centres for aggregation and translation of scientific information and knowledge, should be ready for such scenario and already experiment with new tools for the future, which is digital franchising.
