This paper presents the final results of a study on the activities of the scientific diaspora of the Pushchino Scientific Center (PSC RAS) abroad, which began in 2016. The information on the ...scientific careers of scientists from nine scientific research institutes of the PSC RAS who emigrated abroad for permanent residence is given: the proportion of former scientific researchers who continue to engage in scientific activities, the geography of the distribution of representatives of the diaspora; scientific organizations, where and how successfully they work. The research was conducted using scientometric, bibliometric, bibliographic, factual, and sociological methods. The professional “success” of representatives of the diaspora was assessed according to formal indicators: a Hirsch index (h-index) with a threshold value of 17 and higher; information about publications in the Essential Science Indicators (Clarivate Analytics) at the time of data collection; and distribution of published works by quartiles of publications.

The article examines scientific library place among main organizational forms of realization of constitutional human and civil right to freedom of scientific work in Ukraine. Focuse is on new ...possibilities of libraries in tealities of information society, on benefits of libraries in competition with similar structures. It is noted that a key role in providing access to scientific knowledge among different types of libraries in Ukraine is played by academic libraries, in particular, libraries of research institutions of NAS of Ukraine, whose main task is to provide scientists with worldwide scientific information for their research on the basis of traditional and modern network technologies as timely and in full as possible. Activities of Vernadsky National Library on providing access to scientific knowledge are considered. It is concluded that high potential of Vernadsky National Library as Science Information Centre meets growing needs of scientific field in the context of today’s information revolution and knowledge society development.
This paper analysis the composition and success of scientific diasporas from three research institutes of the Pushchino Scientific Center of the Russian Academy of Sciences that were formed as a ...result of the outflow of personnel in the 1990–2014 period. It is shown that the current cooperation of our scientists with representatives of scientific diasporas abroad is very weak. In this regard, it is noted that it is necessary to monitor scientific diasporas at the local level, which will help in establishing bilateral scientific relations. It is assumed that this monitoring can be offered to scientific and academic libraries as a new functions.
