China’s Naval Operations in the South China Sea is highly topical; it examines the evolving perception of the People’s Republic of China’s (PRC) of the South China Sea (SCS), and Beijing’s ...accompanying maritime strategy to claim the islands and waters, particularly in the context of the strategies of the neighbouring stake-holding nations. In addition to long-standing territorial disputes over the islands and waters of the SCS, China and the other littoral states — Vietnam, the Philippines, Brunei, Malaysia, Taiwan, and Indonesia — have growing and often mutually exclusive interests in the offshore energy reserves and fishing grounds. Many other countries outside of the region worry about the protection of sea lines of communication for military and commercial traffic, oil tankers in particular. These differences have been expressed in the increasing frequency and intensity of maritime incidents, involving both naval and civilian vessels, sometimes working in coordination against naval or civilian targets. Each chapter on the littoral states closely examines that state’s territorial claims to the islands and waters of the SCS, its primary economic and military interests in these areas, its views on the sovereignty disputes over the entire SCS, its strategy to achieve its objectives, and its views on the U.S. involvement in any and all of these issues.
Major law and policy issues in the South China Sea are discussed mainly from the perspectives of leading American and European scholars in the study of the complex South China Sea disputes. The ...issues include regional maritime cooperation and regime building, Southeast Asian countries' responses to the Chinese assertiveness, China's historic claims, maritime boundary delimitation and excessive maritime claims, military activities and the law of the sea, freedom of navigation and its impact on the problem, the dispute between Vietnam and China, confidence-building measures and U.S.-Taiwan-China relations in the South China Sea, and Taiwan's role in the resolution to the South China Sea issues. Over the past three years, there have been several incidents in the South China Sea between the claimants, and also between the claimants and non-claimants over fisheries, collection of seismic data, exploration for oil and gas resources, and exercise of freedom of navigation. Third party concerns and involvement in the South China Sea disputes have been increasing as manifested in actions taken by the United States, India, and Japan. It is therefore important to examine South China Sea disputes from the legal and political perspective and from the view point of American and European experts who have been studying South China Sea issues for many years.

Abstract
Sea ice variability in the opposite polar regions is examined holistically by applying the self-organizing map (SOM) method to global monthly sea ice concentration data over two periods. The ...results show that the variability modes of sea ice decrease in the Arctic correspond to an overall sea ice increase in the Antarctic, and vice versa. In particular, the monthly sea ice anomaly patterns are dominated by in-phase variability across the Arctic that is stronger in the marginal seas particularly the Barents Sea than the central Arctic Ocean. The corresponding Antarctic sea ice variability is characterized by a zonal wavenumber-3 structure or a dipole pattern of out-of-phase variability between the Bellingshausen/Amundsen Seas and the rest of the Southern Ocean. The frequency of occurrence of these dominant patterns exhibits pronounced seasonal as well as decadal variability and the latter is closely related to the Pacific decadal oscillation and Atlantic multidecadal oscillation. Other less frequent patterns seem to be associated with the central Pacific El Niño and spatially heterogeneous interannual variability of sea surface temperature (SST) in the Indian and the Atlantic Oceans. The dominant modes explain 57% of the four-decade domain-averaged trends in the annual polar sea ice concentration, with more explained in the eastern than western Arctic Ocean and in the Weddell Sea and the Amundsen Sea in the Antarctic. The spatial patterns of the leading modes can be largely explained by the dynamic (sea ice drift) and thermodynamic (sea ice melt) effects of the anomalous atmospheric circulations associated with SST and sea level pressure anomalies.
Significance Statement
The purpose of this study is to extract the main modes of monthly global sea ice concentration variability in the past four decades, explain the mechanisms behind the occurrences of these modes, and examine the contributions of these modes to the trend in annual global sea ice concentration. Sea ice extent in the past four decades has shown a significant declining trend in the Arctic and a slight, but significant increasing trend in the Antarctic. By jointly analyzing the sea ice variability and trends in the two polar regions, the results here provide a reference for what might have contributed to the opposite sea ice trends in Arctic and Antarctic and highlight the important influence of large-scale sea surface temperature anomalies on the trends in the two polar regions.
While there is abundant literature discussing non-traditional security issues, there is little mention of such issues existing in the South China Sea. This area is vulnerable to natural hazards and ...marine environmental degradation. The marine ecosystem is threatened by various adverse sources including land-based pollution, busy shipping lanes, and over-exploitation activities which threaten the security of the surrounding population. This area is also threatened by piracy and maritime crimes but law enforcement becomes difficult due to unclear maritime boundaries. This volume is designed to explore the security cooperation and regional approaches to these non-traditional security issues in the hope to build a peaceful environment and maintain international and regional security and order in the South China Sea region.
Shicun Wu, PhD, is currently President of National Institute for South China Sea Studies. Visiting scholar to the School of Advanced International Studies(SAIS) of John Hopkins University in 1998, to the Seminar on the Dynamics of US Foreign Policy-Regional Security sponsored by U.S. Government in 1999, and senior research fellow with Asia-Pacific Center for Security Studies in 2001, and the Harvard Kennedy School in 2008. Geometry of basins can indicate their tectonic origin whether they are small or large. The basins of Bohai Gulf, South China Sea, East China Sea, Japan Sea, Andaman Sea, Okhotsk Sea and Bering Sea ...have typical geometry of dextral pull-apart. The Java, Makassar, Celebes and Sulu Seas basins together with grabens in Borneo also comprise a local dextral, transform-margin type basin system similar to the central and southern parts of the Shanxi Basin in geometry. The overall configuration of the Philippine Sea resembles a typical sinistral transpressional “pop-up” structure. These marginal basins except the Philippine Sea basin generally have similar (or compatible) rift history in the Cenozoic, but there do be some differences in the rifting history between major basins or their sub-basins due to local differences in tectonic settings. Rifting kinematics of each of these marginal basins can be explained by dextral pull-apart or transtension. These marginal basins except the Philippine Sea basin constitute a gigantic linked, dextral pull-apart basin system.
Formation of the gigantic linked dextral pull-apart basin system in the NW Pacific is due to NNE- to ENE-ward motion of east Eurasia. This mainly was a response to the Indo–Asia collision which started about 50Ma ago. The displacement of east Eurasia can be estimated using three aspects: (1) the magnitude of pull-apart of the dextral pull-apart basin system, (2) paleomagnetic data from eastern Eurasia and the region around the Arctic, and (3) the shortening deficits in the Large Tibetan Plateau. All the three aspects indicate that there was a large amount (1000 to 1200km) of northward motion of the South China block and compatible movements of other blocks in eastern Eurasia during the rifting period of the basin system. Such a large amount of motion of the eastern Eurasia region contradicts any traditional rigid plate tectonic reconstruction, but agrees with the more recent concepts of non-rigidity of both continental and oceanic lithosphere over geological times. Based on these three estimates, the method developed for restoration of diffuse deformation of the Eurasian plate and the region around the Arctic, and the related kinematics of the marginal basins, we present plate tectonic reconstructions of these marginal basins in global plate tectonic settings at the four key times: 50, 35, 15 and 5Ma. The plate tectonic reconstructions show that the first-order rift stage and post-rift stage of the marginal basins are correlated with the first-order slow uplift stage and the rapid uplift stage of the Tibetan Plateau, respectively. The proto-Philippine Sea basin was trapped as a sinistral transpressional pop-up structure at a position that was 20° south of its present position at about 50Ma ago (or earlier). While the Japan arc migrated eastward during the rifting period of the Japan Sea basin, the Shikoku Basin opened and the Parece Vela Basin widened.

How are China's ongoing sovereignty disputes in the East and South China Seas likely to evolve? Are relations across the Taiwan Strait poised to enter a new period of relaxation or tension? Although territorial disputes have been the leading cause for interstate wars in the past, China has settled most of its land borders with its neighbours. Its maritime boundaries, however, have remained contentious. This book examines China's conduct in these maritime disputes in order to analyse Beijing's foreign policy intentions in general. Rather than studying Chinese motives in isolation, Steve Chan uses recent theoretical and empirical insights from international relations research to analyse China's management of its maritime disputes.
The nation states in the Black Sea area have initiated many co-operative policies but the area also sees numerous tensions between neighboring states. The conflict-co-operation paradox, along with ...ethnic fragmentation and shared culture, are two of the most salient features of the Black Sea Area. These paradoxes are not the only force in the evolution of the region though. There are also issues such as ethnic and national identity, the failure of democratization, energy and resources, as well as the influence of other powers such as Russia, the EU and the USA. The key questions asked by the authors in this book are: to what extent is there an emerging regionalism in the Black Sea area? Is the Black Sea a region? What are the common interests shared by the former USSR states, the three EU member states neighboring the Black Sea - Bulgaria, Greece and Romania, and a NATO country - Turkey? Are the fault-lines dividing them more pervasive than the incentives for cooperation? Can we speak of a shared identity? The first part of the book places the Black Sea problematique in a wider historical and spatial context. The authors then take a closer look at the region and examine further the structure of the Black Sea area. They offer a perspective on smaller actors with great ambitions, such as Azerbaijan and Romania, and go on to make a comparison between the emerging regionalism in the Black Sea area and regionalisms in other parts of the world.
At the turn of the twentieth century, the United States and Germany emerged as the two most rapidly developing industrial nation-states of the Atlantic world. The elites and intelligentsias of both ...countries staked out claims to dominance in the twentieth century. In Militarism in a Global Age, Dirk Bönker explores the far-reaching ambitions of naval officers before World War I as they advanced navalism, a particular brand of modern militarism that stressed the paramount importance of sea power as a historical determinant. Aspiring to make their own countries into self-reliant world powers in an age of global empire and commerce, officers viewed the causes of the industrial nation, global influence, elite rule, and naval power as inseparable. Characterized by both transnational exchanges and national competition, the new maritime militarism was technocratic in its impulses; its makers cast themselves as members of a professional elite that served the nation with its expert knowledge of maritime and global affairs. American and German navalist projects differed less in their principal features than in their eventual trajectories. Over time, the pursuits of these projects channeled the two naval elites in different directions as they developed contrasting outlooks on their bids for world power and maritime force. Combining comparative history with transnational and global history, Militarism in a Global Age challenges traditional, exceptionalist assumptions about militarism and national identity in Germany and the United States in its exploration of empire and geopolitics, warfare and military-operational imaginations, state formation and national governance, and expertise and professionalism.
