Based on fieldwork among state officials, NGOs, politicians, and activists in Costa Rica and Brazil, A Future History of Water traces the unspectacular work necessary to make water access a human ...right and a human right something different from a commodity. Andrea Ballestero shows how these ephemeral distinctions are made through four technolegal devices—formula, index, list and pact. She argues that what is at stake in these devices is not the making of a distinct future but what counts as the future in the first place. A Future History of Water is an ethnographically rich and conceptually charged journey into ant-filled water meters, fantastical water taxonomies, promises captured on slips of paper, and statistical maneuvers that dissolve the human of human rights. Ultimately, Ballestero demonstrates what happens when instead of trying to fix its meaning, we make water’s changing form the precondition of our analyses.
Under pressure from donor agencies and international financial institutions such as the World Bank, some developing countries have experimented with the privatization of water services. This article ...reviews the econometric evidence on the effects of water privatization in developing economies and presents new results using statistical data envelopment analysis and stochastic cost frontier techniques and data from Africa. The analysis fails to show evidence of better performance by private utilities than by state-owned utilities. Among the reasons why water privatization could prove problematic in lower-income economies are the technology of water provision and the nature of the product, transaction costs, and regulatory weaknesses.
This republished Special Issue highlights recent and emergent concepts and approaches to water governance that re-centers the political in relation to water-related decision making, use, and ...management. To do so at once is to focus on diverse ontologies, meanings and values of water, and related contestations regarding its use, or its importance for livelihoods, identity, or place-making. Building on insights from science and technology studies, feminist, and postcolonial approaches, we engage broadly with the ways that water-related decision making is often depoliticized and evacuated of political content or meaning—and to what effect. Key themes that emerged from the contributions include the politics of water infrastructure and insecurity; participatory politics and multi-scalar governance dynamics; politics related to emergent technologies of water (bottled or packaged water, and water desalination); and Indigenous water governance.
Exploitation of groundwater has greatly increased since the 1970s to meet the increased water demand due to fast economic development in China. Correspondingly, the regional groundwater level has ...declined substantially in many areas of China. Water sources are scarce in northern and northwestern China, and the anthropogenic pollution of groundwater has worsened the situation. Groundwater containing high concentrations of geogenic arsenic, fluoride, iodine, and salinity is widely distributed across China, which has negatively affected safe supply of water for drinking and other purposes. In addition to anthropogenic contamination, the interactions between surface water and groundwater, including seawater intrusion, have caused deterioration of groundwater quality. The ecosystem and geo-environment have been severely affected by the depletion of groundwater resources. Land subsidence due to excessive groundwater withdrawal has been observed in more than 50 cities in China, with a maximum accumulated subsidence of 2–3 m. Groundwater-dependent ecosystems are being degraded due to changes in the water table or poor groundwater quality. This paper reviews these changes in China, which have occurred under the impact of rapid economic development. The effects of economic growth on groundwater systems should be monitored, understood and predicted to better protect and manage groundwater resources for the future.
Global population growth is urban growth and, therefore, most of the water-related challenges and solutions reside in cities. Unless water management and water governance processes are significantly ...improved within the next decade or so, cities are likely to face serious and prolonged water insecurity, urban floods, and/or heat stress, which may result in social instability and, ultimately, massive migration. Aging water infrastructure, one of the most expensive infrastructures in cities, is a relevant challenge in order to address Sustainable Development Goal (SDG) 6: clean water and sanitation, SDG 11: sustainable cities and communities, and SDG 13: climate action. The choice of good governance arrangements has important consequences for economic performance, for the well-being of citizens, and for the quality of life in urban areas. The better governance arrangements work in coordinating policies across jurisdictions and policy fields, the better the outcomes. Rapidly-changing global conditions will make future water governance more complex than ever before in human history, and expectations are that water governance and water management will change more during the next 20 years compared to the past 100 years. In this Special Issue of Water, the focus will be on practical concepts and tools for water management and water governance, with a focus on cities.
