A new educational paradigm? : assumptions and implications

This paper aims to provide an overview for readers who are not familiar with the topic of harmonisation. It maintains that the Tuning document essentially represents a political compromise, and will, ...therefore, be insufficient to establish a consistent educational paradigm. Mooreover, the implementation of its basic principles risks producing the opposite effect to the stated objective.
