SAŽETAK: Termoenergetska postrojenja su značajan izvor emisija štetnih plinova i lebdećih čestica te stvaranja tehnološkog otpada. Kako bi se osiguralo cjelovito sprečavanje i nadzor onečišćenja okoliša, europskom Direktivom 2010/75/EU o industrijskim emisijama propisani su obvezni uvjeti zaštite okoliša koje sva termoenergetska postrojenja nazivne toplinske snage jednake ili veće od 50 MW moraju ispunjavati da bi dobila dozvolu za rad (okolišnu dozvolu). Ti uvjeti uključuju primjenu najboljih raspoloživih tehnologija i drugih mjera usmjerenih na sprečavanje ili, kada to nije izvedivo, smanjenje emisija onečišćujućih tvari ili energije u okoliš. Prijedlog mjera za usklađivanje sa zahtjevima direktive donosi se na temelju usporedbe emisija onečišćujućih tvari iz postrojenja s graničnim vrijednostima emisija propisanih direktivom. U radu su pojašnjeni uvjeti zaštite okoliša propisani Direktivom 2010/75/EU i razmatrana mogućnost usklađivanja rada velikih termoenergetskih postrojenja s tim uvjetima. SUMMARY: Combustion plants are a significant source of gas and particulate emissions and process waste generation. In order to ensure integrated prevention and control of environmental pollution, the EU Directive 2010/75/EC on industrial emissions lays down the requirements concerning enviromental protection that all combustion plants with a total rated thermal input of 50 MW or more must fulfill to be granted an operating license (environmental permit). These requirements include the use of best available techniques (BAT) and other measures to prevent or, where that is not practicable, to reduce the emissions of pollutants or energy into air, water and soil. The measures necessary to achieve compliance with the requirements of Directive are proposed on the basis of a comparison of pollutant emissions from combustion plant with the emission limit values set in the Directive. The paper deals with the conditions laid down in the Directive 2010/75/EU and the possibilities of large combustion plants compliance with these conditions.
