  • Implementing the methods of quality management in the field of local cycling policy [Elektronski vir]

    In local practice, many different initiatives (with limited budget and even tighter personnel resources) are set up and tested to improve basic cycling conditions - very often without any clear ... objectives and the necessary integration with political and administrative measures. The factors of success or failure of cycling policies are little known. Hardly anybody knows what constitutes a successful cycling policy. Often a whole range of well-meant pro-cycling activities are initiated without distinct objectives and clearly defined strategies. Bicycle officials are left to cope on their own and make slow progress; decisions taken in other policy sectors are frequently counterproductive for the promotion of cycle traffic, and, thus, thwart hard-won successes. Very often cycling policies are not integrated into general transport policies and it is not investigated whether decisions taken in other policy fields have negative impact on bicycle traffic. On the other side many European cities prove that it is possible to obtain a high share of bicycle traffic. It is no coincidence, however, that bicycle plays such an important part in these cities. If one takes a closer look at these cities, it turns out that they see bicycle as an equal way of transport and regard cycle traffic not only as a mere part of the transport system but, in along term, also as a "yardstick" for their urban development policies. At a very early stage they set the agenda for a sustainable (transport) policy. How can such results be transferred to other cities? What instruments are available to cities that accept bicycle as an efficient way of transport and wish to introduce their own successful cycling policies? The paper deals with these problems and at the same time it represents an EU project BYPAD platform which was established in order to decide on cycling solutions in the cities. The aim of BYPAD (BicYcle Policy AuDit) platform project is to spread the use of bicycle audit and benchmarking systems that evaluate and improve the quality level of local cycling policies in European cities. University of Maribor represents the national contact point for the Slovenian cities in the international network of BYPAD and will assist the cities to implement BYPAD tools.
