    All the countries in the world are aware of ever greater importance of health and ever increasing costs of disease. Therefore the problems of health and disease are treated not only from the point of ... view of humanity and ethics butalso from the economic point of view. Considering the limited resources forhealth care and fight against disease on the side and ever more increasing health needs on the other, there is an emerging need for an optimal use of theexisting sources and ethcal decision-making. In everyday practice of healthcare activities, a lot of decision are made individually. These are so called "small decisions" related to drug prescription, referrals to specialistic examinations or tp hospital, decing about sick-leave etc., which from the economic point of view present cca 50% of the health care costs in total. The majority of these decision are under discretion of physicians who decide about them freely, without administrative control and clear ethical guidelines. Certain questions connected with this do arise and chould be reconstructed.
