    In the article I argue that consolidated property right and contract as its dynamic counterpart do not automatically and necessary lead toward greater economic efficiency and social justice. Clearly ... defined distinction between public and private sector does not represent a vital step toward a rapid economic growth. Public ownership and institutional owners do not necessarily represent a smaller degree of economic efficiency and might possess long term interests as opposed to short term seeking of profits. Therefore, active role of the government, partnership between private and public sector based on the principle of cooperative competition might spur real economic growth. Historical, as well as contemporary examples of successful national economies offer us good examples of active role of government. It is of great importance to emphasize those claims in times when Central and East European reformers relied on dogmatic institutional solutions, while hoping for rapid economic growth and democratic development. A number of comparative studies show that mass privatization is not a necessary and first step toward a greater economic prosperity and accelerated democracy.
