    In order to succeed, a policy of integration aimed at diminishing the differences between the EU and Slovenia and of distancing itself from the post-communist group must be implemented. The ... politicians and intellectuals involved in this process must have a comprehensive grasp of all aspects of the present situation outside their own political circels and professions to enable them to be fully aware of the consequences of their work. The primary sectors of the Slovenian state: education, economy, science, the judicial system, and so forth, act in an uncoordinated manner, without mutual communication, and without regulating their own imbalances. As a result the system currently in effect in Slovenia does not act as efficiently as it would if it sufficiently utilised its own inner energy, by achieving synergy through the optimal harmonising of its individual sectors.
