Snow melting, snowfalls or precipitation will be concerned with geotechnical subjects such as foundation engineering or road management from the point of view of urban planning or Sabo. 2004 ...Niigata-ken Chuetsu Earthquake rendered relatives scrutinize slope stability, but disclosed lack in evaluation of extent damage considering snow period. In this paper, the authors analyzed disaster circumstances on snow prevention facilities clue to earthquake and winter weather based on field survey or soil testing. This paper clarified and segmented as follows, 1) Results of damaged fence for avalanche control near epicenter where are involved Yamakoshi Village, considering geo-morphological properties, and 2) Assessment of road management including disaster mitigation from acquired extent of fracture for snow melting pipe-line and delayed snow removal operation due to earthquake damage. Ultimately, we peered measures for rehabilitation from national or municipal governments in order to promote collaboration between interdisciplinary experts. These methods are suitable level of mitigation under shrinkage budget through real-time trends in Niigata Prefecture.
In order to extrapolate the future developments based on the contemporary trend of increasing aging ratio, our main research theme is to be useful for the pompousness of disaster mitigations ...considering with accidents related to snow. Accidents related to snow removal on the roof occurred in heavy snow areas including Niigata Prefecture approximately 50 to 100 incidents every year. These accidents are influenced by quantities of snowfalls and snow depth annually, or epidemielogic character. However, aging ratio is soaring in heavy snowy areas, inevitably people over 70 years old are obliged to do coping with snow by themselves, because of lacking in man-power due to rapid plunge of the birth rate. We recognized importance of countermeasure for old people as to coping with snow under safety. Hence, we calculated the correlation coefficients between total amount of snowfalls annually and numbers of accidents in Niigata Prefecture by using Peason's method. We utilized average of total amount of snowfalls in Niigata Prefecture as a parameter. Accidents related coping with snow were reported around many places regardless of geographical feature. Then, means of quantity of snowfalls were calculated in accordance with the results of meteorological observation data in Niigata Prefecture. Amount of snowfalls and number of accidents have high correlationship, especially severe injured people are vulnerable to quantity of snowfalls. Authors scrutinized mitigation program that are employed by municipal governments. According to the countermeasures that are amended by municipal governments, many governors make decisions as to registration of volunteers who aid snow removal and financial support for retrofit structures.
Earthquake is one of the main disasters in Japan. But many people seem to be interested only in earthquake hazard mitigation and preparedness on the Great Hanshin-Awaji (Kobe) Earthquake. Although ...the researches on such mitigation are in progress, there is still lack in research as well as in strategy against the possible hazard due to earthquake during snow periods. Niigata Prefecture also experienced various fault irrespective sized earthquakes during the snow seasons in the past, which did huge devastation. Nagaoka Earthquake (1961), Niigata Ken Nanseibu Earthquake (1992), Niigata Ken Hokubu Earthquake (1995) and Niigata Ken Chubu Earthquake (1999) are typical examples. Present study focuses on the hazard mitigation approach against the earthquake disaster during snow season. The hazard situation is mainly analyzed through the survey results based on the inhabitant's concept on the administered questionnaires.
