Öz: Kamu maliyesi, maliyenin devlet bağlamı niteliğine sahip bölümü olarak kabul edilmekle birlikte, “kamu”nun anlam içeriğinin devlete ilişkin olma halini aşan ve kamu maliyesi maliye özdeşliğini ...ortadan kaldıran bir niteliği bulunmaktadır. Kamu maliyesinde içerilen kamu, anlam içeriği gereği Türkçe ve İngilizcede ortak olan ile Almancada ise aleni olan ile ilişkili olarak doğrudan doğruya tanımlanabilmektedir. Bu çalışma kapsamında da farklı dillerin kelimelerin anlam içerikleri üzerindeki etkisi de göz önünde bulundurularak kavramsaltemelli bir değerlendirme yöntemi kullanılarak kamu maliyesinin maliyeden farklılığı ve bu bağlamda kamunun öneminin açığa çıkarılması amaçlanmaktadır. Bu amaç doğrultusunda kamu ve maliye kelimelerinin anlam içeriklerinin ortaya konulabilmesi için, tarihsel süreç içinde geçirdiği dönüşümler de dikkate alınarak Türkçe, İngilizce ve Almanca kullanımları incelenmiştir. Türkçe için etimoloji sözlükleri, Divan-u Lugati’t Türk, Türk Dil Kurumu Güncel Türkçe Sözlüğü; İngilizce için Merriam Webster ve diğer etimoloji sözlüklerinden; Almanca için ise temel olarak Deutsches Wörterbuch von Jacob Grimm und Wilhelm Grimm sözlüğünden yararlanılmıştır. Farklı tarihsel dönemlere ilişkin sözlük incelemeleri bütün olarak değerlendirildiğinde diller arası çeviri kaynaklı kullanım farklılıklarının da etkisi bulunmakla birlikte, Türkçede “kamu”nun maliye üzerindeki etkisinin maliyenin kategorisi niteliğindeki kamu maliyesi şeklinde değil; maliyeyi aşan daha kapsamlı, ilişkisel bir anlam içeriğine kavuşturma şeklinde olduğu söylenebilir. Abstract: Although public finance is considered to be part of the state context of finance, it has a quality that transcends the state content of public and eliminates the identity between public finance and finance. Within the scope of this study, it is aimed to reveal the importance of difference between public finance and finance and the importance of public in this context by using a language scientific based evaluation method considering the effect of different languages on the meaning content of words. For this purpose, in order to reveal the meaning content of the words of public and finance, the usage of Turkish, English and German by considering the transformations in the historical process are examined. Etymology dictionaries for Turkish, Divan-u Lugati’t Turk, Turkish Dictionary by Turkish Language Association; Merriam Webster and other etymology dictionaries for English; Deutsches Wörterbuch von Jacob Grimm und Wilhelm Grimm dictionary for Germany has been used. According to the the use of dictionary-based interpretations of different historical periods, it can be implied that the effect of public on finance is not only in the form of public finance as the category of finance, but also more comprehensive, relational meaning that exceeds the content of finance.
Katılımcı demokrasinin mali bağlamını oluşturan katılımcı bütçeleme, 20. yüzyılın son çeyreğinde dünyada, 21. yüzyıl itibariyle de Türkiye’de kamu mali yönetimi olgusunun temel süreçlerinden biri ...haline gelmiştir. Ancak sürecin yeniliği nedeniyle gerek idari ve yasal yapının gerekse toplumsal yapının, bütçe sürecine doğrudan katılım kültürünü genel geçer biri yapı olarak kabul ettiği söylenemez. Bu durum, toplumsal bağlamda katılımcı bütçenin henüz Almanca kullanımı ile Erfahrung karşılığı deneyim niteliği kazanmamasından kaynaklanmaktadır. Katılımcı bütçelemenin mali yapı bağlamında deneyim niteliğini kazanması ise tedrici bir süreç olmakla birlikte, bu sürecin oluşumuna ve gelişimine katkı sağlayacak gerekli idari ve yasal düzenlemelerin bir an önce yapılmasının gerekli olduğu düşünülmektedir. Bu çalışma kapsamında da Türkiye’deki katılımcı bütçe sürecine ilişkin idari ve yasal bağlam ile bu bağlam dahilindeki uygulamaların, sürece Erfahrung karşılığı toplumsal anlamda deneyim niteliği kazandırabilecek yapıda olup olmadığı sorgulanmaktadır. Bu doğrultuda katılımcı bütçe sürecine ilişkin hali hazırdaki yasal bağlam ve bilimsel çalışmalar dahilindeki uygulamalar incelenerek, katılımcı bütçe sürecindeki aksaklıkların Erfahrung karşılığı toplumsal deneyim bağlamında da ele alınarak literatüre farklı bir bakış açısı kazandırılması amaçlanmaktadır.

In aquatic environments, microplastics (MPs) can serve as a vector for pollutants. Pollutants adsorbed on the surface of microplastics pose a potential risk to aquatic organisms. In this study, the effect of environmental conditions such as duration, pH and conductivity on the Cd+2 and organic matter adsorption capacity, qe,Cd and qe,COD of microplastic type was evaluated using the Taguchi experimental design method. ANOVA results showed that the most effective factor in adsorption capacity was the microplastic type. qe,Cd were listed as > 0.6–0.8 mg/gPP, >0.4 mg/gMDPE, 0.2 mg/gLDPE at 50 mS/cm. It was observed that conductivity had a positive effect on qe,Cd.,qe,Cd for PP in waters with conductivities of 50 mS/cm, 0.8 mS/cm, 0.02 mS/cm at pH 7.0 was found to be ≫ 0.6, >0.2, > 0.4, respectively. qe,Cd and qe,COD showed similar trends. It was determined that the qe,COD at 50 mS/cm was in the order of 15–22 mg COD/gPP, 5–10 mg COD/gMDPE, but not determined for LDPE. After MW and UV artificial aging, qe,COD of virgin PP increased by 31.5 % and 94.4 %, respectively, whereas the qe,Cd decreased by 1.2 % and 24 %.
Experimental studies suggest that omega‐3 may be beneficial at preventing alveolar bone loss (ABL) by modulating host immune response. The aim of this study is to evaluate the effects of omega‐3 ...supplementation on ABL and serum oxidative biomarkers in a ligature‐induced periodontitis model. Twenty‐four Wistar albino rats are divided into 3 groups: control (C, n = 8); ligature‐induced periodontitis (L, n = 8); and omega‐3 plus ligature‐induced periodontitis (O+L, n = 8). All rats are fed with ad libitum diet, and O+L group is additionally supplemented with omega‐3 fish oil by oral gavage for 44 days. Experimental periodontitis is induced by placement of ligatures around the maxillary second molars of rats in L and O+L groups. ABL is measured histomorphometrically and serum 8‐hydroxy‐2'‐deoxyguanosine, total antioxidant capacity, and total oxidant status (TOS) are analyzed. ABL is higher in L and O+L groups than the C group. Omega‐3 supplementation is significantly reduced ABL in group O+L, compared to L group. Furthermore, TOS levels are lower in O+L group than L group. It is suggested that omega‐3 administration may reduce ABL and serum TOS levels, which supports the antioxidant role of omega‐3 on periodontal disease pathogenesis.
Practical applications: Adjunctive use of omega‐3 supplementation in periodontitis seems beneficial, although biochemical mechanisms underlying the conflicting results have not been completely understood. On the other hand, oxidative stress has been used as an appropriate target for host modulation therapies in periodontal disease. Omega‐3 supplementation in ligature‐induced periodontitis in an animal model successfully reduces alveolar bone loss by modulating serum total oxidant status, which may provide a novel pathway in periodontal disease pathogenesis.

Background and Objectives: Dementia is increasing worldwide. This study aimed to examine the impact of comorbidity burden and frailty on dementia prognosis in patients with dementia. Materials and ...Methods: This retrospective cohort study was conducted with 47 patients with dementia who were followed for up to two years. The Modified Charlson Comorbidity Index (MCCI), Mini-Mental State Examination (MMSE-E), and Edmonton Fragility Scale were used besides laboratory and clinical findings. Results: The mean age of the 47 patients was 78.77 ± 12.44 years. During the follow-up period, MMSE-E scores were observed to improve in 50% of the patients. Initial MMSE-E scores were found to be lowest in men and patients with coronary artery disease or depression, while final MMSE-E scores were observed to be lowest in patients with depression and low vitamin B12 or vitamin D levels. The rates of decrease in MMSE-E scores in non-, moderately and severely frail patients were 21.4%, 55.6%, and 70.6%, respectively. There was a moderate negative correlation between MMSE-E scores and both comorbidity burden and frailty scores. The mediation analysis revealed that frailty was a complete mediator, and that comorbidity burden led to an increase in frailty and a decrease in MMSE-E scores. During the follow-up period, patients with moderate frailty, hypertension, diabetes mellitus, alcohol and tobacco use, low B12 levels, or hypothyroidism showed an increased risk of decrease in cognitive functions. Conclusions: There was a significant association between dementia prognosis and both frailty and biological deficits. We recommend the adoption of a syndemic approach in the follow-up of dementia, as we believe that the prevention of frailty and associated biological deficits will contribute to slowing dementia’s clinical course.

= 9). Additionally to a standardized diet, omega-3 and/or probiotics were supplemented with oral gavage to the O, Pro, and OPro groups for 44 days. Periodontitis was induced by ligature to the P, O, Pro, and OPro groups on the 30th day for 2 weeks. ABL levels were measured histopathologically, and serum interleukin (IL) 1β, IL6, and IL10 levels were analysed by enzyme-linked immunosorbent assay. ABL increased in all periodontitis groups (P, O, Pro, and OPro), compared to C group. Compared to P group, all oral gavage groups (O, Pro, and OPro) revealed decreased ABL, which was lowest in OPro group. IL1β and IL6 decreased and IL10 increased in OPro group, compared to P group. In conclusion, prophylactic administration of omega-3 and probiotic combination reduced ABL and improved serum IL1β, IL6, and IL10 levels more than their single use.
