In response to the inherent dynamic nature of the oceans and continuing difficulty in managing ecosystem impacts of fisheries, interest in the concept of dynamic ocean management, or real-time ...management of ocean resources, has accelerated in the last several years. However, scientists have yet to quantitatively assess the efficiency of dynamic management over static management. Of particular interest is how scale influences effectiveness, both in terms of how it reflects underlying ecological processes and how this relates to potential efficiency gains. Here, we address the empirical evidence gap and further the ecological theory underpinning dynamic management. We illustrate, through the simulation of closures across a range of spatiotemporal scales, that dynamic ocean management can address previously intractable problems at scales associated with coactive and social patterns (e.g., competition, predation, niche partitioning, parasitism, and social aggregations). Furthermore, it can significantly improve the efficiency of management: as the resolution of the closures used increases (i.e., as the closures become more targeted), the percentage of target catch forgone or displaced decreases, the reduction ratio (bycatch/catch) increases, and the total time–area required to achieve the desired bycatch reduction decreases. In the scenario examined, coarser scale management measures (annual time–area closures and monthly full-fishery closures) would displace up to four to five times the target catch and require 100–200 times more square kilometer-days of closure than dynamic measures (grid-based closures and move-on rules). To achieve similar reductions in juvenile bycatch, the fishery would forgo or displace between USD 15–52 million in landings using a static approach over a dynamic management approach.
Single species distribution models (SSDMs) are typically used to understand and predict the distribution and abundance of marine fish by fitting distribution models for each species independently to ...a combination of abiotic environmental variables. However, species abundances and distributions are influenced by abiotic environmental preferences as well as biotic dependencies such as interspecific competition and predation. When species interact, a joint species distribution model (JSDM) will allow for valid inference of environmental effects. We built a joint species distribution model of marine fish and invertebrates of the Northeast US Continental Shelf, providing evidence on species relationships with the environment as well as the likelihood of species to covary. Predictive performance is similar to SSDMs but the Bayesian joint modeling approach provides two main advantages over single species modeling: (1) the JSDM directly estimates the significance of environmental effects; and (2) predicted species richness accounts for species dependencies. An additional value of JSDMs is that the conditional prediction of species distributions can use not only the environmental associations of species, but also the presence and abundance of other species when forecasting future climatic associations.
Although offshore wind energy development (OWED) offers a much-needed renewable energy alternative to fossil fuels, holistic and effective methods for evaluating environmental impacts on wildlife in ...both space and time have been lacking. The lengthy environmental compliance process, estimated to incur a 7-10 year permitting timeline 1, has been identified as a significant impediment to offshore energy development in U.S. waters. During operation, seabirds can collide and be displaced by turbines. During episodic pre-operation phases, cetaceans are most heavily impacted acoustically by pile driving (and similarly seismic air gun surveys for oil and gas exploration). The varying nature of impacts in space and time leads us to conclude that sites should be selected in space to minimize long-term operational impacts on seabirds, and timing of surveying and construction activities to be conducted in times of the year when sensitive migratory marine mammals are least present. We developed a novel spatiotemporal decision support framework that interactively visualizes tradeoffs between OWED industry profits and wildlife sensitivities, in both space and time. The framework highlights sites on a map that are the most profitable and least sensitive to seabirds. Within the U.S. Mid-Atlantic study area, the New York Call Areas are particularly well optimized for minimal impact on seabirds with maximal profits to OWED. For a given site, pre-operational activities (e.g. pile driving and seismic air gun surveying) are advised by cetacean sensitivity across months of the year that minimize impacts on migratory cetaceans, particularly those of highest conservation concern such as the North Atlantic right whale (Eubalaena Glacialis). For instance, within optimal sites for the New York Call Area the least impacting months are May and June. Other taxa are certainly affected by OWED and should be incorporated into this framework, but data on their distributions and/or sensitivities is currently less well known. Built with open-source software made publicly available, the authors hope this framework will be extended even more comprehensively into the future as our knowledge on species distributions and OWED sensitivities expands for streamlining environmental compliance.
Ecological relationships of krill and whales have not been explored in the Western Antarctic Peninsula (WAP), and have only rarely been studied elsewhere in the Southern Ocean. In the austral autumn ...we observed an extremely high density (5.1 whales per km(2)) of humpback whales (Megaptera novaeangliae) feeding on a super-aggregation of Antarctic krill (Euphausia superba) in Wilhelmina Bay. The krill biomass was approximately 2 million tons, distributed over an area of 100 km(2) at densities of up to 2000 individuals m(-3); reports of such 'super-aggregations' of krill have been absent in the scientific literature for >20 years. Retentive circulation patterns in the Bay entrained phytoplankton and meso-zooplankton that were grazed by the krill. Tagged whales rested during daylight hours and fed intensively throughout the night as krill migrated toward the surface. We infer that the previously unstudied WAP embayments are important foraging areas for whales during autumn and, furthermore, that meso-scale variation in the distribution of whales and their prey are important features of this system. Recent decreases in the abundance of Antarctic krill around the WAP have been linked to reductions in sea ice, mediated by rapid climate change in this area. At the same time, baleen whale populations in the Southern Ocean, which feed primarily on krill, are recovering from past exploitation. Consideration of these features and the effects of climate change on krill dynamics are critical to managing both krill harvests and the recovery of baleen whales in the Southern Ocean.
We integrated coral reef connectivity data for the Caribbean and Gulf of Mexico into a conservation decision-making framework for designing a regional scale marine protected area (MPA) network that ...provides insight into ecological and political contexts. We used an ocean circulation model and regional coral reef data to simulate eight spawning events from 2008-2011, applying a maximum 30-day pelagic larval duration and 20% mortality rate. Coral larval dispersal patterns were analyzed between coral reefs across jurisdictional marine zones to identify spatial relationships between larval sources and destinations within countries and territories across the region. We applied our results in Marxan, a conservation planning software tool, to identify a regional coral reef MPA network design that meets conservation goals, minimizes underlying threats, and maintains coral reef connectivity. Our results suggest that approximately 77% of coral reefs identified as having a high regional connectivity value are not included in the existing MPA network. This research is unique because we quantify and report coral larval connectivity data by marine ecoregions and Exclusive Economic Zones (EZZ) and use this information to identify gaps in the current Caribbean-wide MPA network by integrating asymmetric connectivity information in Marxan to design a regional MPA network that includes important reef network connections. The identification of important reef connectivity metrics guides the selection of priority conservation areas and supports resilience at the whole system level into the future.
Connectivity among marine populations is critical for persistence of metapopulations, coping with climate change, and determining the geographic distribution of species. The influence of pelagic ...larval duration (PLD) on connectivity has been studied extensively, but relatively little is known about the influence of other biological parameters, such as the survival and behavior of larvae, and the fecundity of adults, on population connectivity. Furthermore, the interaction between the seascape (habitat structure and currents) and these biological parameters is unclear. We explore these interactions using a biophysical model of larval dispersal across the Indo-Pacific. We describe an approach that quantifies geographic patterns of connectivity from demographically relevant to evolutionarily significant levels across a range of species. We predict that at least 95% of larval settlement occurs within 155 km of the source population and within 13 days irrespective of the species' life history, yet long-distant connections remain likely. Self-recruitment is primarily driven by the local oceanography, larval mortality, and the larval precompetency period, whereas broad-scale connectivity is strongly influenced by reproductive output (abundance and fecundity of adults) and the length of PLD. The networks we have created are geographically explicit models of marine connectivity that define dispersal corridors, barriers, and the emergent structure of marine populations. These models provide hypotheses for empirical testing.
The dispersal of individuals among marine populations is of great importance to metapopulation dynamics, population persistence, and species expansion. Understanding this connectivity between distant ...populations is key to their effective conservation and management. For many marine species, population connectivity is determined largely by ocean currents transporting larvae and juveniles between distant patches of suitable habitat. Recent work has focused on the biophysics of marine larval dispersal and its importance to population dynamics, although few studies have evaluated the spatial and temporal patterns of this potential dispersal. Here, we show how an Eulerian advection-diffusion approach can be used to model the dispersal of coral larvae between reefs throughout the Tropical Pacific. We illustrate how this connectivity can be analyzed using graph theory--an effective approach for exploring patterns in spatial connections, as well as for determining the importance of each site and pathway to local and regional connectivity. Results indicate that the scale (average distance) of dispersal in the Pacific is on the order of 50-150 km, consistent with recent studies in the Caribbean (Cowen, et al. 2006). Patterns in the dispersal graphs highlight pathways for larval dispersal along major ocean currents and through island chains. A series of critical island 'stepping stones' are discovered providing potential pathways across the equatorial currents and connecting distant island groups. Patterns in these dispersal graphs highlight possible pathways for species expansions, reveal connected upstream/downstream populations, and suggest areas that might be prioritized for marine conservation efforts.
Predictive models are central to many scientific disciplines and vital for informing management in a rapidly changing world. However, limited understanding of the accuracy and precision of models ...transferred to novel conditions (their ‘transferability’) undermines confidence in their predictions. Here, 50 experts identified priority knowledge gaps which, if filled, will most improve model transfers. These are summarized into six technical and six fundamental challenges, which underlie the combined need to intensify research on the determinants of ecological predictability, including species traits and data quality, and develop best practices for transferring models. Of high importance is the identification of a widely applicable set of transferability metrics, with appropriate tools to quantify the sources and impacts of prediction uncertainty under novel conditions.
Models transferred to novel conditions could provide predictions in data-poor scenarios, contributing to more informed management decisions.
The determinants of ecological predictability are, however, still insufficiently understood.
Predictions from transferred ecological models are affected by species’ traits, sampling biases, biotic interactions, nonstationarity, and the degree of environmental dissimilarity between reference and target systems.
We synthesize six technical and six fundamental challenges that, if resolved, will catalyze practical and conceptual advances in model transfers.
We propose that the most immediate obstacle to improving understanding lies in the absence of a widely applicable set of metrics for assessing transferability, and that encouraging the development of models grounded in well-established mechanisms offers the most immediate way of improving transferability.
Adélie penguins (
Pygoscelis adeliae), carabeater seals (
Lobodon carcinophagus), humpback (
Megaptera novaeangliae), and minke whales (
Balaenoptera bonaernsis) are found in the waters surrounding ...the Western Antarctic Peninsula. Each species relies primarily on Antarctic krill (
Euphausia superba) and has physiological constraints and foraging behaviors that dictate their ecological niches. Understanding the degree of ecological overlap between sympatric krill predators is critical to understanding and predicting the impacts on climate-driven changes to the Antarctic marine ecosystem. To explore ecological relationships amongst sympatric krill predators, we developed ecological niche models using a maximum entropy modeling approach (Maxent) that allows the integration of data collected by a variety of means (e.g. satellite-based locations and visual observations). We created spatially explicit probability distributions for the four krill predators in fall 2001 and 2002 in conjunction with a suite of environmental variables. We find areas within Marguerite Bay with high krill predator occurrence rates or biological hot spots. We find the modeled ecological niches for Adélie penguins and crabeater seals may be affected by their physiological needs to haul-out on substrate. Thus, their distributions may be less dictated by proximity to prey and more so by physical features that over time provide adequate access to prey. Humpback and minke whales, being fully marine and having greater energetic demands, occupy ecological niches more directly proximate to prey. We also find evidence to suggest that the amount of overlap between modeled niches is relatively low, even for species with similar energetic requirements. In a rapidly changing and variable environment, our modeling work shows little indication that krill predators maintain similar ecological niches across years around Marguerite Bay. Given the amount of variability in the marine environment around the Antarctic Peninsula and how this affects the local abundance of prey, there may be consequences for krill predators with historically little niche overlap to increase the potential for interspecific competition for shared prey resources.

The expanse of ocean which makes up all marine areas beyond national jurisdiction has been characterized as the last frontier of exploitation on the planet, a figurative final “Wild West”. Existing users of areas beyond national jurisdiction, with the exception of fisheries, currently have a limited footprint there as a consequence, in part, of substantial hurdles in technological development that need to be overcome before many resources can be extracted at a commercially viable scale. However, we argue surprise shifts perpetuated by both established and emerging users could lead to an expansion in actors taking opportunities to chase lucrative resources that they are currently constrained from exploiting. Rapid development could also lead to a “crowded ocean” due to the multiplication of users which could present a problem given the current lack of a unified institutional framework for governance connecting the different user groups. Here, we have collated trends in human use of areas beyond national jurisdiction and offer a framework for, and examples of, unexpected dynamics relevant to living and non-living marine resources. Such an approach is necessary in order to begin to mobilize an adequate governance response to changing conditions and uses of areas beyond national jurisdiction. This governance response must be able to govern established or potential users, be flexible and adaptive in response to unexpected and unpredictable dynamics and be able to transform in the face of unpredictable future uses of this vast area. Here we present a set of institutional design principles as a first tentative step in this direction.
