This article examines the political framework of “novi kurs” (“New Course”) from the beginning of the 20th century, its strategic aims and its function within the battle of different visions of a ...South Slavic state. The evidence shows that the new political direction contributed to the improvement of conflicting relations between Croats and Serbs, but, at the same time, it had a negative impact on the Croatian-Slovenian alliance along the Adriatic coast. In the context of the latter relation, the author analyses the reactions of Slovenians from Trieste and Primorska region who were supposed to be the collaterals due to what seemed to be an agreement between Serbs and Croats. However, although the “New Course” may be seen as long expected consensus between Croats and Serbs, a thorough analysis undermines that thesis. This became evident with the formation of two political factions within the Croatian-Serbian Coalition in which different views on the fundamental geopolitical parameters of the South Slavic state were developed.
The article aims mainly at analyzing the issue of legal (dis)continuity between the Kingdom of Serbia and the Kingdom of Serbs, Croats and Slovenes (hereinafter the Kingdom of SCS) within the context ...of an international dispute between Germany and the Kingdom of SCS, and to revealing the reasons for different court decisions interpretations in a particular case. By using the techniques of historical-legal and analytical methods in researching into documents and secondary opinions given by politicians and constitutional lawyers, the paper first gives a brief overview of international circumstances that enabled the post-war states formation. It also summarizes different opinions regarding the legal status of the State of SCS and the character of the First-December Act taking into account historical and modern international and constitutional criteria. The conclusion is made in the context of discussion regarding the central issue that Ivan Žolger’s interpretation that despite the verdict in the particular case, the Kingdom of SCS was a new state, since it was not created in accordance with the 1903 Constitution of the Kingdom of Serbia. In addition to the argument that the State of SCS met the basic criteria of statehood, and that the formation of the Kingdom of SCS interrupted the constitutional continuity of the Kingdom of Serbia, the contribution of the paper lies in the argument that different legal opinions were not so much the result of legal ambiguities, but primarily a reflection of one, out of many, political battles fought between the conflicting state ideologies.
The aim of this study is to contribute to a better understanding of the strategic dilemmas faced by non-profit sport clubs, examine how the various stakeholder groups influence them, and test whether ...the influence of the municipality affects their organisational performance. Data for the study were collected from a survey of 73 basketball clubs' top managers from four South-East European transition countries. The findings show that private sponsors are the most influential stakeholders in top quality clubs, while volunteers, the municipality, the local population and basketball federations exercise greater power in the strategic development process of lower-division clubs. The study also confirmed that clubs where the municipality has a stronger strategic influence are less successful in terms of sport-result and financial indicators, which is partly a consequence of their specific strategic focus.
Temeljna je ambicija ovog članka analizirati pitanje pravnog (dis)kontinuiteta izmeðu Kraljevine Srbije i Kraljevine SHS u kontekstu meðunarodnog spora izmeðu Njemačke i Kraljevine SHS te pritom ...otkriti uzroke različitih tumačenja presude u predmetnom sporu. Autor najprije, služeći se tehnikama povijesnopravne i analitičke metode pri proučavanju dokumenata i sekundarnih mišljenja političara te ustavnih pravnika, daje kratak pregled meðunarodnih okolnosti koje su omogućile formiranje poslijeratnih država, nakon čega sažima različite stavove o pravnom statusu Države SHS i karakteru Prvoprosinačkog akta, koristeći pritom tadašnje i današnje meðunarodnopravne i ustavnopravne kriterije. Nakon toga u okviru razmatranja središnjeg pitanja zaključuje kako je tadašnje tumačenje Ivana Žolgera, kako je unatoč presudi u predmetnom sporu Kraljevina SHS ipak bila nova država jer ista nije stvorena u skladu s Ustavom Kraljevine Srbije, pravno najdosljednije. Pored konstatacije kako je Država SHS zadovoljavala temeljne kriterije državnosti te da je formiranje Kraljevine SHS prekinulo ustavnopravni kontinuitet Kraljevine Srbije, doprinos studije očituje se i kroz argumentaciju kako različita pravna shvaćanja u ovom predmetu ipak nisu bila toliko rezultat pravnih dvoumica, već su u prvom redu bila odraz jedne od mnogih političkih bitaka izmeðu sukobljenih državnih ideologija.
The aim of this study is to contribute to a better understanding of the stakeholder-strategy relationship in non-profit sport clubs and to answer the following questions; (1) how hierarchies of ...organisational aims and actual strategic decisions change due to involvement of certain interest groups in the strategic processes of the observed organisations; (2) how clubs on different quality levels differentiate regarding stakeholders' hierarchies, hierarchies of aims, and regarding actual strategic decisions. The data were collected from 73 basketball clubs from four South-East European countries. Findings show that private sponsors are the most influential stakeholders in top quality clubs that pursue top sport and financial results more than local community inclusion and other non-profit objectives. Higher-quality level clubs pursue cost reductions, top sport results, and fast results, while clubs where volunteers, local communities, the state and municipal authorities had stronger impact give more emphasis to growth, local community aims, and lowering risk.
Cilj je clanka predstaviti motive geopolitickog uredenja Jugoistocne Europe s naglaskom na analizi odnosa izmedu Jugoslavije i Bugarske potkraj Drugoga svjetskog rata. U tom su kontekstu najprije ...identificirani meduratni interesi cetiriju ukljucenih strana: jugoslavensko i bugarsko komunisticko vodstvo te politicki predstavnici Sovjetskog Saveza i Ujedinjenoga Kraljevstva. U drugom dijelu autor opisuje razvoj ideje jugoslavensko-bugarskoga povezivanja nakon rata, najprije u razdoblju zblizavanja jugoslavenske i bugarske Komunisticke partije, a zatim i u vrijeme raskola u Informbirou te dramaticnoga zaokreta u njihovim odnosima. Autor osim raznih makrogeopolitickih vizija uocava i znacajne razlike u motivima na mikrogeopolitickoj razini. Suprotno od proklamirane ideje "juznoslavenskoga bratstva", Komunisticka partija Jugoslavije ideju povezivanja s Bugarskom percipirala je prije svega kao sredstvo za manevriranje u odnosima s Britanijom i Sovjetskim Savezom, dok je Bugarska komunisticka partija koncept (kon)federativnoga saveza s Jugoslavijom rabila viseslojno. U prvom je redu ta ideja predstavljala dio strategije rjesavanja makedonskoga pitanja, no savez s Jugoslavijom bio je i sredstvo zastite bugarskih teritorija u odnosima s Grckom, pa onda i sredstvo jacanja unutarnjega polozaja bugarskih komunista u procesu ucvrscivanja poslijeratne vlasti. The article discusses the hierarchies of decision makers in non-profit sport clubs. On the basis of data, collected in 73 sport clubs from four South-East European countries, author identifies: a) ...who carries the largest part of responsibility for the organizational performance; b) who has the most important influence on HRM activities; and c) are those results in relation with the hierarchies of interest groups. The results indicate that private sponsors’ involvement significantly increases in top quality clubs, while the interferences of volunteers, local community, the state and municipal authorities are stronger in lower ranked clubs. The greatest responsibility for the clubs’ performance is on coaches, athletes, and clubs' presidents. In the field of HRM the influences of the sports directors, sponsors' representatives and agents increase, while the influence of the clubs' presidents decreases with the level of quality. Volunteers’ interference in clubs’ activities stimulates presidents’ influence on HRM, decreases the degree of director’s performance responsibility, and decreases head coaches’ and sport directors’ influence on HRM. On the other hand, the interference of private sponsors puts more pressure on the functions of head coach and top management.
