The U.S. labor force participation rate has declined since 2007, primarily because of population aging and ongoing trends that preceded the Great Recession. The labor force participation rate has ...evolved differently, and for different reasons, across demographic groups. A rise in school enrollment has largely offset declining labor force participation for young workers since the 1990s. Labor force participation has been declining for prime age men for decades, and about half of prime age men who are not in the labor force may have a serious health condition that is a barrier to working. Nearly half of prime age men who are not in the labor force take pain medication on any given day; and in nearly two-thirds of these cases, they take prescription pain medication. Labor force participation has fallen more in U.S. counties where relatively more opioid pain medication is prescribed, causing the problem of depressed labor force participation and the opioid crisis to become intertwined. The labor force participation rate has stopped rising for cohorts of women born after 1960. Prime age men who are out of the labor force report that they experience notably low levels of emotional well-being throughout their days, and that they derive relatively little meaning from their daily activities. Employed women and women not in the labor force, by contrast, report similar levels of subjective well-being; but women not in the labor force who cite a reason other than “home responsibilities” as their main reason report notably low levels of emotional well-being. During the past decade, retirements have increased by about the same amount as aggregate labor force participation has declined, and the retirement rate is expected to continue to rise. A meaningful rise in labor force participation will require a reversal in the secular trends affecting various demographic groups, and perhaps immigration reform.
In most cities, the taxi industry is highly regulated and has restricted entry. Ride sharing services, such as Uber and Lyft, which use mobile internet technology to connect passengers and drivers, ...have begun to compete with traditional taxis. This paper examines the efficiency of ride sharing services vis-a-vis taxis. In most cities with data available, UberX drivers spend a significantly higher fraction of their time, and drive a substantially higher share of miles, with a passenger in their car than do taxi drivers. Reasons for this efficiency advantage are explored.
To monitor trends in alternative work arrangements, the authors conducted a version of the Contingent Worker Survey as part of the RAND American Life Panel in late 2015. Their findings point to a ...rise in the incidence of alternative work arrangements in the US economy from 1995 to 2015. The percentage of workers engaged in alternative work arrangements—defined as temporary help agency workers, on-call workers, contract workers, and independent contractors or freelancers—rose from 10.7% in February 2005 to possibly as high as 15.8% in late 2015. Workers who provide services through online intermediaries, such as Uber or TaskRabbit, accounted for 0.5% of all workers in 2015. Of the workers selling goods or services directly to customers, approximately twice as many reported finding customers through off-line intermediaries than through online intermediaries.
Uber, the ride-sharing company launched in 2010, has grown at an exponential rate. Using both survey and administrative data, the authors provide the first comprehensive analysis of the labor market ...for Uber’s driver-partners. Drivers appear to be attracted to the Uber platform largely because of the flexibility it offers, the level of compensation, and the fact that earnings per hour do not vary much based on the number of hours worked. Uber’s driver-partners are more similar in terms of their age and education to the general workforce than to taxi drivers and chauffeurs. Most of Uber’s driver-partners had full- or part-time employment before joining Uber, and many continue in those positions after starting to drive with the Uber platform, which makes the flexibility to set their own hours especially valuable. Drivers often cite the desire to smooth fluctuations in their income as one of their reasons for partnering with Uber.

Many popular ideas about terrorists and why they seek to harm us are fueled by falsehoods and misinformation. Leading politicians and scholars have argued that poverty and lack of education breed ...terrorism, despite the wealth of evidence showing that most terrorists come from middle-class, and often college-educated, backgrounds. In What Makes a Terrorist, Alan Krueger argues that if we are to correctly assess the root causes of terrorism and successfully address the threat, we must think more like economists do. Krueger is an influential economist who has applied rigorous statistical analysis to a range of tough issues, from the minimum wage and education to the occurrence of hate crimes. In this book, he explains why our tactics in the fight against terrorism must be based on more than anecdote and speculation. Krueger closely examines the factors that motivate individuals to participate in terrorism, drawing inferences from terrorists' own backgrounds and the economic, social, and political conditions in the societies from which they come. He describes which countries are the most likely breeding grounds for terrorists, and which ones are most likely to be their targets. Krueger addresses the economic and psychological consequences of terrorism. He puts the terrorist threat squarely into perspective, revealing how our nation's sizeable economy is diverse and resilient enough to withstand the comparatively limited effects of most terrorist strikes. And he calls on the media to be more responsible in reporting on terrorism.
Direct reports of subjective well-being may have a useful role in the measurement of consumer preferences and social welfare, if they can be done in a credible way. Can well-being be measured by a ...subjective survey, even approximately? In this paper, we discuss research on how individuals' responses to subjective well-being questions vary with their circumstances and other factors. We will argue that it is fruitful to distinguish among different conceptions of utility rather than presume to measure a single, unifying concept that motivates all human choices and registers all relevant feelings and experiences. While various measures of well-being are useful for some purposes, it is important to recognize that subjective well-being measures features of individuals' perceptions of their experiences, not their utility as economists typically conceive of it. Those perceptions are a more accurate gauge of actual feelings if they are reported closer to the time of, and in direct reference to, the actual experience. We conclude by proposing the U-index, a misery index of sorts, which measures the proportion of time that people spend in an unpleasant state, and has the virtue of not requiring a cardinal conception of individuals' feelings.
Climate change is expected to cause mass human migration, including immigration across international borders. This study quantitatively examines the linkages among variations in climate, agricultural ...yields, and people's migration responses by using an instrumental variables approach. Our method allows us to identify the relationship between crop yields and migration without explicitly controlling for all other confounding factors. Using state-level data from Mexico, we find a significant effect of climate-driven changes in crop yields on the rate of emigration to the United States. The estimated semielasticity of emigration with respect to crop yields is approximately -0.2, i.e., a 10% reduction in crop yields would lead an additional 2% of the population to emigrate. We then use the estimated semielasticity to explore the potential magnitude of future emigration. Depending on the warming scenarios used and adaptation levels assumed, with other factors held constant, by approximately the year 2080, climate change is estimated to induce 1.4 to 6.7 million adult Mexicans (or 2% to 10% of the current population aged 15–65 y) to emigrate as a result of declines in agricultural productivity alone. Although the results cannot be mechanically extrapolated to other areas and time periods, our findings are significant from a global perspective given that many regions, especially developing countries, are expected to experience significant declines in agricultural yields as a result of projected warming.
The share of U.S. workers in alternative work arrangements has increased substantially in recent decades. Micro longitudinal analyses show that unemployed workers are much more likely to transition ...into alternative work arrangements than other workers. Macro time-series evidence shows that weak labor market conditions lead to an increase in non-traditional work. But the estimated magnitudes imply that the Great Recession and high unemployment in the 2000s can account for only a modest part of the rise in alternative work. Secular factors associated with rising inequality and technological changes making it easier to contract out work appear to be the driving forces.
This study examines occupational licensing in the United States using a specially designed national labor force survey. Estimates from the survey indicated that 35% of employees were either licensed ...or certified by the government and that 29% were licensed. Another 3% stated that all who worked in their job would eventually be required to be certified or licensed, bringing the total that are or eventually must be licensed or certified by government to 38%. We find that licensing is associated with about 18% higher wages but that the effect of governmental certification on pay is much smaller.
