In order to valorise the territorial resources of the Grenoble metropolitan area (industrial tradition, entrepreneurship, synergies between research and industry...), the scientific community has ...progressively formed a technological cluster over the 20th century. This cluster has been at the origin of the area's main transformations at the local level (from magnetism to nuclear, from nuclear to electronic and computer fabrication, from computer fabrication to software and nanotechnologies...). This technological cluster is very often analysed as a local development growth engine although it represents only a third of the area's jobs and generates a quarter of its income. The will to building a city of innovation has led local stakeholders to imagine new relationships between the technological cluster and the urban society and to integrate the technopolitan project in a territorial strategy aimed at enhancing quality of life and habitability.
European metropolises are facing numerous challenges: the influence of globalization on the local economy, the rising share of service-based activities (both for businesses and residents), the ...development of new information and communication technologies, an increase in mobility, the fragmentation of urban space, which goes against the principles of sustainable development, and the persistence of social and spatial segregation. In order to face such changes, new modes of governance have to be developed. Cities should be able to question the traditional division of roles between the various tiers of territorial government and to pool private as well as public sector resources. The concepts that until recently have underpinned urban planning or regeneration practices seem to be increasingly ill-adapted to the current situation.
Many researchers have attempted to identify the characteristics of the new types of planning that emerged in the 1990s. By drawing from the theories of communicative action (Jürgen Habermas) and of structuration (Anthony Giddens), they defined planning as an interactive process and insisted on the collaboration and cooperation that this particular type of governance activity implies1. Their works give more weight to processes than to content2. By suggesting a new concept, that of territorial planning, this paper examines new practices aimed at jointly dealing with issues related to the environment, mobility, urban regeneration and social cohesion within a new approach to planning.

The emergence of territorial energy transition policies is an evolving phenomenon, explained by, on one hand, a growing role of local and regional authorities in the control of local energy resources ...and the fight against climate change; on the other hand, a growing desire on the part of local authorities, enterprises and households, to better control their energy and to become themselves local energy producers. In our paper, we hypothesize that the territorial nature of energy transition policies is not simply linked to the pre-existence of differential resources endowments, but rather to emerging organization and structuring of the resources by local actors. Our article is based on research, funded by the French Energy Council, with the cross analysis of three European cases: Grenoble (France), Bristol (United Kingdom) and Freiburg-Im-Breisgau (Germany).
This paper aims to show that the garden city model as defined by Ebenezer Howard and implemented by various architects, including Raymond Unwin and Barry Parker, has not generated standardised ...designs. We suggest that this model can on the contrary be viewed as a pool of precedents which are conducive to reinterpretation. This paper deals with the spatial and physical aspects of the garden city and on the circulation of the model between Great-Britain and the United States, from the early 20th century to the present day.
Cet article vise à montrer que, loin d’avoir donné lieu à des réalisations standardisées, le modèle des cités-jardins, défini par Ebenezer Howard et mis en œuvre par différents architectes, en particulier Raymond Unwin et Barry Parker, est un réservoir de références propices à la réinterprétation. L’analyse porte ici sur les dimensions spatiales et morphologiques de la cité-jardin et sur la circulation du modèle en Grande-Bretagne et aux États-Unis, depuis le début du XXe siècle jusqu’à nos jours.
La typo-morphologie a été développée en Italie par des architectes-urbanistes au tout début des années 1960. Elle se présente comme un ensemble diversifié de références théoriques, d’études et ...d’analyses urbaines, de projets, de plans et de réalisations, et peut à ce titre être assimilée à un modèle urbanistique. L’article s’interroge sur les conditions d’émergence de ce modèle, sur les contradictions qui le traversent et sur sa diffusion en France vingt ans après sa création. Il montre comment les architectes et urbanistes français ont puisé dans une partie des éléments composant ce modèle en les interprétant et en les combinant avec d’autres références urbanistiques, et ce dans la perspective de l’invention d’une nouvelle discipline : le projet urbain.
Abstract : Edge cities and green spaces. With the emergence of what has been coined the « edge-city », urban green spaces are no longer located out of town, but instead are found in wedges created by ...the juxtaposition of various structures and shapes of the urban fabric within this area. Whereas in the past it was believed that these green areas were self-sufficient and that their renewal was related to spontaneous biological phenomena, the rise of the edge-city has clearly highlighted the need for maintenance. This new paradigm has thus led to new ways of thinking about relationships between cities and nature in the wider sense. Most importantly, it highlights the need to come to terms with the modernist conception of architecture and urban planning and to move towards methods of management which are based on « systems » or « networks » of green spaces within a city — a concept that was used as early as the nineteenth century.
