The paper analyses the attitudes towards digital enterprises and digital transformation in Croatia. The research was conducted in two steps by using semi-structured interviews (N = 17) and focus ...group (N = 17) qualitative methods. All the research participants had agreed to the recording of the interviews and the focus group. The recorded material was literally transcribed. The discursive analysis of transcripts showed that research participants connected digitalization with modernization and the creation of real, digitally born enterprises. Research participants suggested that the process of digital transformation was perceived as irreversible evolutionary change and that Croatia was lagging behind within the EU and globally. Research participants suggested that Croatia needed a strategic turnaround and the main barriers for this strategic change were embedded in the political and public sectors.

This article examines the development of Slovenian competitive identity over the past twenty years through marketing and political perspective. An inception and evolution of a destination brand is ...considered. The coincidence between the release of Slovenian new brand identities and decisive political steps Slovenia undertook between 1990 and 2007 is analysed in order to show a mutual interdependence between destination branding and political marketing. Since Slovenia started to develop a competitive identity of the country while still in the Socialist Federal Republic of Yugoslavia, it is argued that this was done in order to promote its independence from Yugoslavia. Furthermore, changing of the brand identity occurred whenever a process of the accession to the European Union would reach a decisive point. Therefore, the development of the Slovenian competitive identity after independence was closely coordinated with political aspirations of the country to integrate into the European Union. The conclusive stage of competitive identity development coincides with inclusion of Slovenia into the Schengen and Euro zones. Such a coincidence strongly corroborates a hypothesis that there has been close interdependence of touristic and political marketing during past two decades. Finally, it is suggested that the Slovenian case of destination brand management is unique in new Europe and that it should be evaluated with regard to other relevant destination branding practices in the new Europe and the world.
Quality of life is the concept closely related to the concept of standard of living which is, in turn, related to the competitiveness. Standard of living usually relates to physical conditions of ...life, goods and services that can be consumed and resources that can be accessed. Research has shown that Croatia had a stable growth of standard of living in 2000 – 2008 periods. Also, relatively high general and subjective happiness has been documented. What is applicable to the national level can be, mutatis mutandis, applied to the northwest Croatia as it features the highest regional competitiveness. The controversy related to the administrative division of country by counties and statistical division of country into two regions – Continental and Adriatic Croatia – has been resolved in the new Law on Regional Development from 2015 which left the county division of country intact. However, the mentioned law established urban agglomerations as new actors of regional development. Thus, the new law created bigger number of different types of actors of regional development.
U članku se analizira koliko je koncept ekosistemskih usluga prepoznat u različitim institucijama javnog sektora u Hrvatskoj te kakva je percepcija ili stav o njima. Ispitanici su zaposleni u javnim ...ustanovama u zdravstvu, turizmu i zaštiti okoliša/prirode. Prema COST-ovom projektu TObeWELL izrađen je upitnik o viđenju ekosistemskih usluga unutar tih ustanova u nekoliko zemalja Europske unije, uključujući Hrvatsku. Ispitivanje metodom namjernog uzorka u Hrvatskoj pokazuje da je u turizmu i zaštiti okoliša poznavanje ekosistemskih usluga zadovoljavajuće, ali je nezadovoljavajuće u institucijama javnog zdravstva. Međutim u svim spomenutim područjima ekosistemske usluge prepoznate su kao relevantne, iako je suradnja u upravljanju tim uslugama u zdravstvu, turizmu i zaštiti okoliša ocijenjena nezadovoljavajućom.

Vlada Republike Hrvatske provela je 2013. godine niz reformi znanstvenoistraživačkog sustava s ciljem povećanja njegove izvrsnosti i međunarodne konkurentnosti. Želeći analizirati dosege spomenutih ...reformi, 2017. godine provedeno je istraživanje o tome kako znanstvenici, nakon četiri godine rada u novom sustavu, percipiraju promjene u strukturi znanstvenoistraživačkog rada. Empirijsko istraživanje provedeno je dvoetapno, kvalitativnom i kvantitativnom metodom, na namjernom kvotnom uzorku prema znanstvenim disciplinama, institucijama i zvanjima. Rezultati pokazuju da su reforme dovele do određenih organizacijskih unapređenja te do uvođenja veće kompetitivnosti u istraživačkoj zajednici, ali da su istovremeno proizvele i niz neželjenih posljedica, ugrozivši među ostalim materijalnu osnovu znanstvenog rada te transparentnost i javnost djelovanja znanstvenog sustava. Zbog toga je opravdano postaviti pitanje: je li potreban novi zaokret u hrvatskoj znanstvenoj politici.

In order to examine the achievements of these reforms, our research tried to explore how scientists perceived changes in the structure of the scientific research system four years after the new system was introduced. The research was conducted in two phases, using qualitative and quantitative methods, on a purposive quota sample according to scientific disciplines, institutions and scientific grades. The results suggest that the reforms have resulted in certain organizational advancements, and with a shift towards greater competitiveness in the research community, but at the same time they produced a number of unintended consequences, like endangering financial sustainability of research, transparency and openness of the scientific system. It is therefore reasonable to ask whether another change of direction of the Croatian science policy is needed.

The paper discusses the results of the empirical research on cultural encounters between Croatian and EU public administrations. The research identifies several socio cultural barriers within the ...Croatian national administration that could be treated as governance culture deficit. The “deficit” has been detected through the “unpleasant surprise” of public officers coming from European countries through South Stability Pact Agreement (SSPA) and through descriptions of “conflicts” in the encounter reported by domestic respondents participating in the cooperation designed by SSPA. The deficit was found to be composed of three barriers: a) lack of vision or value disorientation; b) catatonic behaviour or irrational administration and c) “don’t rock the boat culture” or inertia syndrome. On the other hand two principal governance transfer “enhancers” were identified on the part of local administration: a) vertical mobility aspiration and b) historic (superior) business mission. The discussion argues that two out of three governance deficits are path dependent and common to all post totalitarian societies. However, one deficit is labelled as “situational”, therefore country specific, as it is related to the “postponed accession” to the EU. The governance enhancers are explained as subjective categories related to the individual aspirations and career development. In conclusion it is suggested that hesitant integration perspective for Croatia fosters the petrifaction of post totalitarian liabilities in governance practice.
