This paper revisits the comparative approach used by Penninx and Roosblad (Trade Unions, Immigration and Immigrants in Europe, 1960-1993. New York: Berghahn Books) to study trade unions’ attitudes ...and actions in relation to immigrant workers in seven Western European countries. It reassesses that approach and asks whether it remains valid, as economic, social, and political circumstances nowadays seem fundamentally different from those two to five decades ago. Each element of the original conceptual and explanatory frame is reassessed and its suitability weighed for an updated comparative study. The reassessment combines insights from migration studies with findings from the field of industrial relations. The latter highlight internal union variables in explaining trade unions’ attitudes and actions, while the former underline trade unions’ role as social and political actors in defending migrant rights.

De noodzaak om de arbeidsmarkt mechanismen in postindustriële westerse samenlevingen te analyseren is urgent. Ondanks wetten en beleidsmaatregelen die op Europees, nationaal en lokaal niveau worden ontwikkeld, lijdt het zoeken van werk door immigranten en etnische minderheden nog steeds onder ongelijke toegang tot de arbeidsmarkt en etnische discriminatie. In dit boek proberen de auteurs te begrijpen waarom dit zo is. In vier hoofdstukken over discriminatie, gender, eigen beleid en diversiteitmanagement presenteren de auteurs de levendige discussie rond het huidige wetenschappelijke debat. Naast het verstrekken van empirisch bewijs, bevelen de auteurs methoden aan om verder onderzoek te verrichten en de werkelijke effecten van de bestrijding van discriminatiebeleid te evalueren. Een conclusie is dat de systematische analyse van de arbeidsmarkt en het daaropvolgende eigen beleid moet worden ondersteund door harde gegevens, zoals statistieken. Met zijn reikwijdte en unieke thematische exploratie, kennis van sociaalwetenschappelijk onderzoek beoogt dit boek een verschuiving te laten plaatsvinden naar het meer operationele domein. Migration, whether regular or irregular, is on the increase, despite the general spread of restrictive immigration policies at both national and EU level and the intensification of national border ...controls. However, its features and the ways in which actors deal with it differ by country, depending on national circumstances. In this article we examine the strategies and actions of Dutch and Italian trade unions towards both regular and irregular migration. The main aim is to underline the influence of both external (context embedded) and internal (union embedded) factors on trade unions' attitudes and responses.
In November 2007, the IMISCOE Network of Excellence organised an international policy workshop entitled ‘Equal Opportunities in European Labour Markets’, in which researchers and representatives of ...trade unions, international companies and employers’ organisations came together to discuss opportunities on the labour market for immigrants and ethnic minorities.² In preparation for this international workshop, IMISCOE researchers prepared working papers with specific focus on: 1) discrimination; 2) gender; 3) equity policies; and 4) diversity management.³

The report analyses the share of ...migrant nurses in the Dutch healthcare service, the experiences of employers and works councils with the recruitment of migrant nurses, the experiences of migrant nurses with working in the Netherlands and the experiences of Dutch nurses with their migrant colleagues. The main research questions are: What are the effects of the recruitment of migrant nurses on the employment in the Dutch healthcare sector? What are the consequences of labour migration for labour relations in the healthcare sector with regard to worker participation and equal treatment of employees? To what extent can labour migration in the healthcare sector be compared to labour migration in other sectors, such as construction and the meat industry? h3. Nederlandse samenvatting Met dit onderzoek wordt beoogd in kaart te brengen wat de gevolgen zijn van arbeidsmigratie voor de arbeidsverhoudingen in de zorgsector in het licht van medezeggenschap en gelijke behandeling van werknemers. Dit gebeurt door een analyse te maken van het aandeel buitenlandse verpleegkundigen en verzorgenden in de Nederlandse gezondheidszorg en de knelpunten die deze werknemers ervaren bij het werken in Nederland; een analyse te maken van de ervaringen van werkgevers met werving in het buitenland; inzicht te geven in de toekomstige behoefte aan het aantrekken van personeel uit het buitenland en het inzichtelijk maken van het draagvlak hiervoor binnen het management en de ondernemingsraden. De hoofdvragen van het onderzoek zijn: Wat is de betekenis van de inzet van buitenlandse verpleegkundigen en verzorgenden voor de werkgelegenheid in de Nederlandse zorg? Wat zijn de gevolgen van de komst van arbeidsmigranten voor arbeidsverhoudingen in de zorgsector als het gaat om medezeggenschap en gelijke behandeling van werknemers? In hoeverre kan immigratie in de zorg worden vergeleken met de toelating van arbeidsmigranten in andere sectoren, zoals de bouw en de vleessector?
