This response to Ken Menkhaus's paper (2004) agrees that an analytical framework is needed for tailoring strategies to specific conflict-prone countries or regions, but suggests that key terms such ...as "conflict prevention" should not be broadened so much that they lose their distinct meanings. The term "conflict prevention," it is said, should perhaps be reserved for what Menkhaus calls "early prevention" & "late prevention." The comments draw upon the results of a conference on efforts by the four Utstein countries (Germany, the Netherlands, Norway, & the United Kingdom) which was held in December, 2003 in Norway. The term "peace building" as used at that conference is compared with the term "conflict prevention." It is concluded that the main finding of the conference is in agreement with Menkhaus's point that what is lacking is a strategic capacity to prevent conflict. 8 References. T. K. Brown
