Electoral competition is a concept that has played a central role in much of the state politics literature. One commonly used indicator of competition in the states is the Ranney index. We offer an ...alternative indicator of competition, one based on district-level outcomes of state legislative elections. After evaluating both indicators in terms of validity and reliability, the analysis suggests that the district-level indicator is both empirically and intuitively superior as a measure of electoral competition. The implications of this finding are discussed.

In the post-World War II era, American women have been consistently less militaristic and more opposed to war than American men. Theorists, both feminist and not, have attributed such differences to ...gender itself, maternalism, and feminism. Drawing on the American National Election Study 1991 Pilot Study, we explore these hypotheses and discover no support for the maternalist explanation, some evidence in favor of the feminist accounting, and substantial support for the gender explanation. We also probe into the structure of political thinking in these areas and discover that the roots of women's and men's thinking usually differ even when they basically agree on the "bottom line." In particular, men's attitudes are much more partisan in their origins than are women's.

What has been the role of government industrial policy in Japan's extraordinary post-war development? How has the role changed in successive phases of growth? What "lessons" can be learnt from this ...experience by other nations, be they in the West, or developing countries or economies in transition attempting to introduce competitive market structures? These are some of the main questions addressed in this absorbing and thorough study. Dividing the period into three main phases, the author shows that policy played a crucial role in the initial period of post-war recovery. It did so not by "picking winners" but by creating a stable base from which development could occur by spreading the cost of introducing market competition over time. In the succeeding high growth period, and more recently, Japan's industrial policy attempts only to promote the development of new technology, and smoothe the decline of sectors that are no longer globally competitive. That Japan itself no longer practices industrial policy on a wide scale is an irony little appreciated by those advocating the adoption of a "Japan-style" industrial policy elswhere.
