The 36,600 French communes are far from able to offer their residents and businesses the same level of local public services for a given tax burden. Tax wealth is concentrated in a small number of ...communes while the costs of providing services differ considerably from one commune to the next. The purpose of the regional equalisation policy is to smooth out these disparities. It concerns an annual sum of approximately ¬20 billion in transfers. The 2003 constitutional reform, which set a target for the system to move towards greater equality , steps up the need for an evaluation of equalisation today. A preliminary overall and commune-by-commune evaluation is presented here. The overall analysis shows that the equalisation mechanisms are relatively effective and that this effectiveness increases over time. They reduced purchasing power inequalities by some 40% in 2001 as opposed to 34% in 1994.
Les règles de présentation des comptes, les principes budgétaires d'équilibre et les modalités de la règle de l'équilibre réel limitent strictement la liberté d'emprunt des collectivités ...territoriales, les modes de remboursement et de garantie. Les règles et les pratiques relatives à l'amortissement du capital et à la gestion de trésorerie exercent également leur influence. Leurs «pouvoirs d’achat en termes de consommations collectives» varient dans des proportions considérables. D’une part, la richesse fiscale est concentrée dans un petit nombre de communes, et d’autre part les coûts de fourniture des services diffèrent considérablement entre communes, reflétant les disparités de situations économique, sociale, démographique ou topographique. La politique de péréquation territoriale vise à réduire ces disparités de potentiel fiscal corrigé des «charges». Elle s’applique, chaque année, à quelque 20 milliards d’euros de transferts, issus principalement du recyclage de la croissance des compensations financières versées par l’État en contrepartie soit d’impôts supprimés ou réduits, soit de dépenses liées aux transferts de compétences. Ces transferts sont ensuite ventilés entre collectivités en fonction de critères péréquateurs. La réforme constitutionnelle de 2003, qui assigne au dispositif de progresser vers davantage d’ «égalité», renforce aujourd’hui le besoin d’évaluation de la péréquation. Une première évaluation globale et collectivité par collectivité en est présentée ici. L’analyse globale montre que les mécanismes de péréquation sont relativement efficaces et que cette efficacité est croissante dans le temps. Ils réduisent les inégalités de pouvoir d’achat de quelque 40 % en 2001 contre seulement 34 % en 1994. Cette performance croissante résulte de la lente substitution de dispositifs nouveaux, moins coûteux, mais intrinsèquement plus péréquateurs, à des dispositifs compensateurs plus anciens, peu intensifs en pouvoir péréquateur intrinsèque mais de montants élevés. Die 36 600 französischen Kommunen sind bei weitem nicht imstande, ihren Einwohnern oder Unternehmen bei Zugrundelegung eines bestimmten Steueraufkommens das gleiche Niveau an Dienstleistungen für die Allgemeinheit zu bieten. Ihre «Kaufkraft im Hinblick auf den Kollektivverbrauch» schwankt erheblich. Denn einerseits ist das Steueraufkommen auf eine kleine Anzahl von Kommunen konzentriert, und andererseits unterscheiden sich die Kosten für die Erbringung von Dienstleistungen zwischen den Kommunen beträchtlich, was die Disparitäten der wirtschaftlichen, sozialen, demographischen oder topographischen Situationen widerspiegelt. Mit der Politik des territorialen Ausgleichs sollen diese Disparitäten bei dem um die «Aufwendungen» bereinigten Steuerpotenzial gemindert werden. Jährlich werden so rund 20 Milliarden Euro transferiert, die hauptsächlich aus der Zunahme des Finanzausgleichs stammen, den der Staat als Gegenleistung für die Abschaffung bzw. Absenkung von Steuern oder für zusätzliche Ausgaben infolge der Übertragung von Befugnissen zahlt. Diese Finanztransfers werden anschließend zwischen den Gebietskörperschaften den Ausgleichskriterien entsprechend aufgeteilt. Die Verfassungsänderung von 2003 soll bei diesem Ausgleichssystem für mehr «Gleichheit» sorgen, sodass heute ein größerer Bedarf an Evaluierung des Finanzausgleichs besteht. In diesem Artikel wird eine erste globale Evaluierung pro Gebietskörperschaft präsentiert. Die globale Analyse zeigt, dass die Ausgleichsmechanismen relativ wirksam sind und diese Effizienz mit der Zeit weiter zunimmt. Sie mindern die Unterschiede der Kaufkraft um rund 40 % im Jahre 2001 gegenüber lediglich 34 % im Jahre 1994. Diese zunehmende Leistungsfähigkeit ist darauf zurückzuführen, dass ältere Ausgleichssysteme, die nur einen geringen inhärenten Ausgleichseffekt haben, aber hohe Beträge darstellen, allmählich durch neue Systeme ersetzt wurden, die weniger kostspielig sind, aber einen größeren inhärenten Ausgleichseffekt aufweisen. Die Evaluierung nach Kommunen bestätigt die große Streuung der kommunalen Situationen. Los 36 600 municipios franceses distan mucho de ofrecer a sus residentes, o a las empresas que acogen, el mismo nivel de servicios colectivos de proximidad por un mismo esfuerzo fiscal. Su «poder adquisitivo en términos de consumos colectivos» varía en unas proporciones considerables. Por una parte, la riqueza fiscal se concentra en un número reducido de municipios, y por otra parte, los costes de suministro de servicios colectivos difieren mucho entre los municipios, lo cual es el reflejo de las disparidades de situaciones económica, social, demográfica o topográfica. La política de perecuación territorial tiene como objetivo la reducción de esas disparidades de potencial fiscal corregido de las «cargas». Se aplica, cada año, a unos 20 miles de millones de euros de tranferencias, procedentes ante todo del reciclaje del aumento de las compensaciones financieras pagadas por el Estado a cambio de unos impuestos suprimidos o reducidos o de unos gastos debidos a las transferencias de competencias. Esas transferencias se reparten luego entre las colectividades según unos criterios de perecuación. La reforma constitucional de 2003, que asigna al disposito el progresar hacia más «igualdad», refuerza hoy día la necesidad de evaluar la perecuación. Presentamos aquí una primera evaluación global, y colectividad por colectividad. El análisis global muestra que los mecanismos de perecuación son bastante eficaces y su eficacia va creciendo. Estos van reduciendo las desigualdades de poder adquisitivo en un 40 % en 2001 cuando sólo lo hacían en un 31 % en 1994. Este resultado creciente se debe a la paulatina sustitución por unos dispositivos nuevos, menos costosos, pero intrinsecamente más equitativos, de unos dispositivos compensatorios más antiguos, poco intensivos en cuanto a su capacidad de perecuación, pero de montos superiores. La evaluación municipio por municipio confirma la gran dispersión de las situaciones municipales. En el 71 % de los municipios, la perecuación cumple con el criterio constitucional: hace que se acerque el poder adquisitivo de éstos del poder adquisitivo mediano de los municipios; pero en un 21 % de los casos los mecanismos son supercompensatorios, mientras que en un 8 % de los casos son contracompensatorios.
This study deals with the central government grant allocation problem under conditions of asymmetric information. Using a simple model, we examine herein the optimal design of random audit and ...incentive mechanisms to encourage the grantee (the local government authority) to report truthfully on local parameters required in the granting process. The local government authority must choose between two possibilities: a menu of contracts that could be considered as a matching grant programme with random auditing vs. a lump-sum grant without any audit mechanism. We will show that addressing the optimal grant system problem is similar to comparing slopes on the graph of the indirect local government welfare function at two distinct points. The paper concentrates on the changes which would be necessary to introduce in a new edition of the textbook « Économie Publique Locale » authored by Pierre-Henry DERYCKE and Guy GILBERT and first ...published in 1988, in order to take into account the development of economic analysis and the evolution of the institutional and economic conditions since that time. Two perspectives are chosen ; the first one highlights the development of spatial economic theory, the second emphasizes an institutional view of local public economics. The developments concentrated on three separate topics ; firstly the tax capitalization hypothesis which enriched now with a spatial perspective ; secondly the concept of congestion applied to local public goods which is introduced in a more satisfactory way in the modeling of local spending behavior ; thirdly fiscal competition among local governments (vertical as well as horizontal) which received considerable attention through the two last decades both from a normative and a positive point of view. New topics of research appeared as well related with the issue of the intergovernmental fiscal relations (i.e. the « fiscal federalism ») ; the economic literature expanded in two separate directions, one « spatial » which incorporates the land surplus in the fiscal federalism conceptual framework, the second reinterpreting the traditional TIEBOUT - OATES - BUCHANAN model with the of the modern microeconomics of asymmetrical information.
