There are two great mysteries in the political economy of South Korea. How could a destroyed country in next to no time become a sophisticated and affluent economy? And how could a ruthlessly ...authoritarian regime metamorphose with relative ease into a stable democratic polity? South Korea was long ruled with harsh authoritarianism, but, strangely, the authoritarian rulers made energetic use of social policy. The Korean State and Social Policy observes South Korean public policy from 1945 to 2000 through the prism of social policy to examine how the rulers operated and worked. After the military coup in 1961, the new leaders used social policy to buy themselves legitimacy. That enabled them to rule in two very different ways simultaneously. In their determination to hold on to power they were without mercy, but in the use of power in governance, their strategy was to co-opt and mobilize with a sophistication that is wholly exceptional among authoritarian rulers. It is governance and not power that explains the Korean miracle. Mobilization is a strategy with consequences. South Korea was not only led to economic development but also, inadvertently perhaps, built up as a society rich in public and civil institutions. When authoritarianism collapsed under the force of nationwide uprisings in 1987, the institutions of a reasonably pluralistic social and political order were there, alive and well, and democracy could take over without further serious drama. This book is about many things: development and modernization, dictatorship and democracy, state capacity and governance, social protection and welfare states, and Korean history. But finally it is about lifting social policy analysis out of the ghetto of self-sufficiency it is often confined to and into the center ground of hard political science. In June 1975, thousands of people converged on Mexico City for the United Nations (UN) conference celebrating International Women’s Year (IWY), the first of four UN women’s conferences that would ...eventually include those in Copenhagen (1980), Nairobi (1985), and Beijing (1995). Scholars and activists regard IWY as a watershed moment in transnational second wave feminism. Billed as the “greatest consciousness-raising event in history,” the IWY events included both an official conference, which offered an unprecedented opportunity to put women at the center of international policymaking, and a parallel nongovernmental organization (NGO) tribune, which launched a new generation of civil society organizations focused on issues related to women and gender. This book’s first part explores the history of the IWY conference. It particularly attends to the ways that geopolitical and institutional rivalries, competing ideologies, and material constraints fostered the idea of IWY, shaped the plan to hold an international conference, and resulted in the Mexico City conference serving as the year’s centerpiece. The second part follows the action in the conference and tribune, including conflicts over representation, sexuality, and human rights. The final part considers IWY’s legacies, which included the creation of enduring transnational NGO networks and far-reaching changes within the United Nations. Although the Mexico City conference is widely remembered for its failure to achieve consensus, this book demonstrates that IWY’s greatest achievements emerged from the moments that invited wide-ranging perspectives and even open conflict.
This book examines how democracy was rethought in Germany in the wake of National Socialism, the Second World War, and the Holocaust. Focusing on a loose network of public intellectuals in the ...immediate postwar years, Sean Forner traces their attempts to reckon with the experience of Nazism and scour Germany's ambivalent political and cultural traditions for materials with which to build a better future. In doing so, he reveals, they formulated an internally variegated but distinctly participatory vision of democratic renewal - a paradoxical counter-elitism of intellectual elites. Although their projects ran aground on internal tensions and on the Cold War, their commitments fueled critique and dissent in the two postwar Germanys during the 1950s and thereafter. The book uncovers a conception of political participation that went beyond the limited possibilities of the Cold War era and influenced the political struggles of later decades in both East and West.

There has been a tendency amongst scholars to view Switzerland as a unique case, and comparative scholarship on the radical right has therefore shown little interest in the country. Yet, as the ...author convincingly argues, there is little justification for maintaining the notion of Swiss exceptionalism, and excluding the Swiss radical right from cross-national research. His book presents the first comprehensive study of the development of the radical right in Switzerland since the end of the Second World War and therefore fills a significant gap in our knowledge. It examines the role that parties and political entrepreneurs of the populist right, intellectuals and publications of the New Right, as well as propagandists and militant groups of the extreme right assume in Swiss politics and society. The author shows that post-war Switzerland has had an electorally and discursively important radical right since the 1960s that has exhibited continuity and persistence in its organizations and activities. Recently, this has resulted in the consolidation of a diverse Swiss radical right that is now established at various levels within the political and public arena.
