How do a few Third World political movements become global causes célèbres, while most remain isolated? This book rejects dominant views that needy groups readily gain help from selfless ...nongovernmental organizations (NGOs). Instead, they face a Darwinian struggle for scarce resources where support goes to the savviest, not the neediest. Examining Mexico's Zapatista rebels and Nigeria's Ogoni ethnic group, the book draws critical conclusions about social movements, NGOs, and 'global civil society'.
Under what conditions is a newly democratic government likely to increase transparency, accountability, and responsiveness to its citizens? What incentives might there be for bureaucrats, including ...those appointed by a previously authoritarian government, to carry out the wishes of an emerging democratic regime? Responsive Democracy addresses an important problem in democratic transition and consolidation: the ability of the chief executive to control the state bureaucracy. Using three well-chosen case studies—the Philippines, South Korea, and Taiwan—Jeeyang Rhee Baum explores the causes and consequences of codifying rules and procedures in a newly democratic government. In the Philippines, a president facing opposition has the option of appointing and dismissing officials at will and, therefore, has no need for administrative procedure acts. However, in South Korea and Taiwan, presidents employ such legislation to rein in recalcitrant government agencies, and, as a consequence, increase transparency, accountability, and responsiveness. Moreover, as Baum demonstrates by drawing upon surveys conducted both before and after implementation, administrative procedural reforms in South Korea and Taiwan improved public confidence in and attitudes toward democratic institutions.
Nongovernmental organizations act on behalf of citizens in politics and society. Yet many question their legitimacy and ask who they speak for. This book investigates how NGOs can become stronger ...advocates for citizens and better representatives of their interests. Sabine Lang analyzes the choices that NGOs face in their work for policy change between working in institutional settings and practicing public advocacy that incorporates constituents' voices. Whereas most books on NGOs focus on policy effectiveness, using approaches that treat accountability largely as a matter of internal performance measurements, Lang instead argues that it is ultimately several public accountabilities that inform NGO legitimacy. The case studies in this book use empirical research from the European Union, the United States and Germany to point to governments' role in redefining the conditions for NGOs' public advocacy.
This multiagency report developed by the Interagency Collaboration for Genomics for Food and Feed Safety provides an overview of the use of and transition to whole genome sequencing (WGS) technology ...for detection and characterization of pathogens transmitted commonly by food and for identification of their sources. We describe foodborne pathogen analysis, investigation, and harmonization efforts among the following federal agencies: National Institutes of Health; Department of Health and Human Services, Centers for Disease Control and Prevention (CDC) and U.S. Food and Drug Administration (FDA); and the U.S. Department of Agriculture, Food Safety and Inspection Service, Agricultural Research Service, and Animal and Plant Health Inspection Service. We describe single nucleotide polymorphism, core-genome, and whole genome multilocus sequence typing data analysis methods as used in the PulseNet (CDC) and GenomeTrakr (FDA) networks, underscoring the complementary nature of the results for linking genetically related foodborne pathogens during outbreak investigations while allowing flexibility to meet the specific needs of Interagency Collaboration partners. We highlight how we apply WGS to pathogen characterization (virulence and antimicrobial resistance profiles) and source attribution efforts and increase transparency by making the sequences and other data publicly available through the National Center for Biotechnology Information. We also highlight the impact of current trends in the use of culture-independent diagnostic tests for human diagnostic testing on analytical approaches related to food safety and what is next for the use of WGS in the area of food safety.
Searching for a job has been an everyday affair in both modern and past societies, and employment a concern for both individuals and institutions. The case studies in this volume investigate job ...search and placement practices in European countries, Australia, and India in the nineteenth and twentieth centuries. The contributors explore how looking for work becomes a means by which participants (individuals, placement agents, trade unions, municipalities, administrations, state authorities, and schools) articulated specific interests, perspectives, and agendas. Taking an exploratory approach, the chapters illustrate different approaches to the history of employment and job searching, ranging from organizational and regulatory histories to the analysis of practices and autobiographical accounts. InBorders among Activists, Sarah S. Stroup challenges the notion that political activism has gone beyond borders and created a global or transnational civil society. Instead, at the most globally ...active, purportedly cosmopolitan groups in the world-international nongovernmental organizations (INGOs)-organizational practices are deeply tied to national environments, creating great diversity in the way these groups organize themselves, engage in advocacy, and deliver services.
Stroup offers detailed profiles of these "varieties of activism" in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. Stroup's comparisons of leading American, British, and French INGOs-Care, Oxfam, Médecins sans Frontières, Human Rights Watch, Amnesty International, and FIDH-reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector, and are observable, though less marked, among human rights INGOs.
Stroup finds that national origin helps account for variation in the "transnational advocacy networks" that have received so much attention in international relations. For practitioners, national origin offers an alternative explanation for the frequently lamented failures of INGOs in the field: INGOs are not inherently dysfunctional, but instead remain disconnected because of their strong roots in very different national environments.

The ...volume’s contributions discuss the constraints associated with different types of resources as well as organizations’ capacities to generate resources—or compensate for their lack—as they negotiate and contest barriers. The resourcefulness of civil society is revealed to be rooted in a variety of capabilities: converting resources, eliciting organizational change, and metamorphosing in response to organizational and environmental development.
What does globalization mean for the principle of state sovereignty and for the power and functioning of states? Whereas realists assert the continued importance of states, constructivists contend ...that various political entities as well as the logic of globalization itself undermine state sovereignty. Drawing on the state formation literature and on social theory, particularly the works of Weber and Foucault, Iver B. Neumann and Ole Jacob Sending question the terms of the realist-constructionist debate. Through detailed case studies, they demonstrate that states use nongovernmental organizations and international organizations indirectly to enforce social order and, ultimately, to increase their own power. At the same time, global politics is dominated by a liberal political rationality that states ignore at their peril. While states remain as strong as ever, they operate within a global polity of new hierarchies among states and between states and other actors.
