This paper is the second part of two papers on global coordination in space weather. In this paper the activities of established and emerging international organizations and initiatives related to ...space weather research and operations are introduced. As shown in the accompanying paper “Global Landscape of Space Weather Observations, Research and Operations”, most of instrumentations for space environment monitoring are operated by each country. On the other hand, it is necessary to integrate the global observation to detect space weather phenomena, and it is essential to coordinate among nations for data sharing, set standard formats and protocols, fill observational gaps, etc. There are multiple international organizations and other actors in the field of space weather, and they have their own purposes and goals. In 2022, three international organizations, WMO, ISES and COSPAR reached an agreement to explore pathways to increased coordination of activities. There is also an emerging movement by various space agencies that fund space weather research missions to establish a forum to share plans and foster discussions leading to possible collaborations that advance understanding and enable progress of space weather operations and applications.
Received wisdom suggests that social organizations (such as non-government organizations, NGOs) have the power to upend the political status quo. However, in many authoritarian contexts, such as ...China, NGO emergence has not resulted in this expected regime change. In this book, Timothy Hildebrandt shows how NGOs adapt to the changing interests of central and local governments, working in service of the state to address social problems. In doing so, the nature of NGO emergence in China effectively strengthens the state, rather than weakens it. This book offers a groundbreaking comparative analysis of Chinese social organizations across the country in three different issue areas: environmental protection, HIV/AIDS prevention, and gay and lesbian rights. It suggests a new way of thinking about state-society relations in authoritarian countries, one that is distinctly co-dependent in nature: governments require the assistance of NGOs to govern while NGOs need governments to extend political, economic and personal opportunities to exist.

In an agency relationship, one party acts on behalf of another. It is curious that a concept that could not be more profoundly sociological does not have a niche in the sociological literature. This ...essay begins with the economics paradigm of agency theory, which casts a very long shadow over the social sciences, and then traces how these ideas diffuse to and are transformed (if at all) in the scholarship produced in business schools, political science, law, and sociology. I cut a swathe through the social fabric where agency relationships are especially prevalent and examine some of the institutions, roles, forms of social organization, deviance, and strategies of social control that deliver agency and respond to its vulnerabilities, and I consider their impact. Finally, I suggest how sociology might make better use of and contribute to agency theory.

Unelected bodies, such as independent central banks, economic regulators, risk managers and auditors have become a worldwide phenomenon. Democracies are increasingly turning to them to demarcate ...boundaries between the market and the state, to resolve conflicts of interest and to allocate resources, even in sensitive ethical areas such as those involving privacy or biotechnology. This 2007 book examines the challenge that unelected bodies present to democracy and argues that, taken together, such bodies should be viewed as a new branch of government with their own sources of legitimacy and held to account through a new separation of powers. Vibert suggests that such bodies help promote a more informed citizenry because they provide a more trustworthy and reliable source of information for decisions. That America's natural environment has been degraded and despoiled over the past 25 years is beyond dispute. Nor has there been any shortage of reasons why - short-sighted politicians, a society ...built on over-consumption, and the dramatic weakening of environmental regulations. In Retaking Rationality, Richard Revesz and Michael Livermore argue convincingly that one of the least understood-and most important-causes of our failure to protect the environment has been a misguided rejection of reason. The authors show that environmentalists, labor unions, and other progressive groups have declined to participate in the key governmental proceedings concerning the cost-benefit analysis of federal regulations. As a result of this vacuum, industry groups have captured cost-benefit analysis and used it to further their anti-regulatory ends. Beginning in 1981, the federal Office of Management and Budget and the federal courts have used cost-benefit analysis extensively to determine which environmental, health, and safety regulations are approved and which are sent back to the drawing board. The resulting imbalance in political participation has profoundly affected the nation's regulatory and legal landscape. But Revesz and Livermore contend that economic analysis of regulations is necessary and that it needn't conflict with-and can in fact support-a more compassionate approach to environmental policy. Indeed, they show that we cannot give up on rationality if we truly want to protect our natural environment. Retaking Rationality makes clear that by embracing and reforming cost-benefit analysis, and by joining reason and compassion, progressive groups can help enact strong environmental and public health regulation.
Gabrielle Simm's critical re-evaluation of sex between international personnel and local people examines the zero tolerance policy on sexual exploitation and abuse and its international legal ...framework. Whereas most preceding studies of the issue have focused exclusively on military peacekeepers, Sex in Peace Operations also covers the private military contractors and humanitarian NGO workers who play increasingly important roles in peace operations. Informed by socio-legal studies, Simm uses three case studies (Bosnia, West Africa and the Democratic Republic of the Congo) to illustrate the extent of the problem and demonstrate that the problems of impunity for sexual crimes are not just a failure of political will but the result of the structural weaknesses of international law in addressing non-state actors. Combining the insights of feminist critique with a regulatory approach to international law, her conclusions will interest scholars of international law, peace and conflict studies, gender and sexuality, and development.

Drawing on data from seven major international organizations-the International Committee of the Red Cross, Amnesty International, Human Rights Watch, Médecins sans Frontières, Oxfam International, Anti-Slavery International, and the International League of Human Rights-Wendy H. Wong demonstrates that NGOs that choose to centralize agenda-setting and decentralize the implementation of that agenda are more successful in gaining traction in international politics.
Challenging the conventional wisdom that the most successful NGOs are those that find the "right" cause or have the most resources, Wong shows that how NGOs make and implement decisions is critical to their effectiveness in influencing international norms about human rights. Building on the insights of network theory and organizational sociology, Wong traces how power works within NGOs and affects their external authority. The internal coherence of an organization, as reflected in its public statements and actions, goes a long way to assure its influence over the often tumultuous elements of the international human rights landscape.
