In this comprehensive comparative study, Jorge Duany explores how migrants to the United States from Cuba, the Dominican Republic, and Puerto Rico maintain multiple ties to their countries of ...origin.Chronicling these diasporas from the end of World War II to the present, Duany argues that each sending country's relationship to the United States shapes the transnational experience for each migrant group, from legal status and migratory patterns to work activities and the connections migrants retain with their home countries. Blending extensive ethnographic, archival, and survey research, Duany proposes that contemporary migration challenges the traditional concept of the nation-state. Increasing numbers of immigrants and their descendants lead what Duany calls "bifocal" lives, bridging two or more states, markets, languages, and cultures throughout their lives. Even as nations attempt to draw their boundaries more clearly, the ceaseless movement of transnational migrants, Duany argues, requires the rethinking of conventional equations between birthplace and residence, identity and citizenship, borders and boundaries.

Despite the fact that the majority of emigration today originates in the global south, most research has focused on the receiving states of Europe and North America, while very little attention has ...been paid to the policies of the sending states toward emigration or toward their nationals abroad. Taking the country cases of Morocco, Tunisia, Lebanon and Jordan, this work explores the relationship between the government of the sending states, the outmovement of their citizens and the communities of expatriates that have developed. By focusing on the evolution of government institutions charged with various aspects of expatriate affairs, this work breaks new ground in understanding the changing nature of the relationship between expatriates and their home state. Far from suggesting that the state is waning in importance, the conclusions indicate that this relationship provides evidence both of state resilience and of new trends in the practice of sovereignty.

Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina ...Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.
Few phenomena have been more disruptive to West European politics and society than the accumulative experience of post-WWII immigration. Against this backdrop spring two questions: Why have the ...immigrant-receiving states historically permitted high levels of immigration? To what degree can the social and political fallout precipitated by immigration be politically managed? Utilizing evidence from a variety of sources, this study explores the links between immigration and the surge of popular support for anti-immigrant groups; its implications for state sovereignty; its elevation to the policy agenda of the European Union; and its domestic legacies. It argues that post-WWII migration is primarily an interest-driven phenomenon that has historically served the macroeconomic and political interests of the receiving countries. Moreover, it is the role of politics in adjudicating the claims presented by domestic economic actors, foreign policy commitments, and humanitarian norms that creates a permissive environment for significant migration to Western Europe.

States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.

Further, Congress tends to approach reform unilaterally, without engaging with Mexico or other feeder countries, and, disturbingly, without acknowledging problematic southern crossings that Americans routinely make into Mexico. In Run for the Border, Steven W. Bender offers a framework for a more comprehensive border policy through a historical analysis of border crossings, both Mexico to U.S. and U.S. to Mexico. In contrast to recent reform proposals, this book urges reform as the product of negotiation and implementation by cross-border accord; reform that honors the shared economic and cultural legacy of the U.S. and Mexico.
