Akturk discusses how the definition of being German, Soviet, Russian and Turkish radically changed at the turn of the twenty-first century. Germany's ethnic citizenship law, the Soviet Union's ...inscription of ethnic origins in personal identification documents and Turkey's prohibition on the public use of minority languages, all implemented during the early twentieth century, underpinned the definition of nationhood in these countries. Despite many challenges from political and societal actors, these policies did not change for many decades, until around the turn of the twenty-first century, when Russia removed ethnicity from the internal passport, Germany changed its citizenship law and Turkish public television began broadcasting in minority languages. Using a new typology of 'regimes of ethnicity' and a close study of primary documents and numerous interviews, Sener Akturk argues that the coincidence of three key factors – counterelites, new discourses and hegemonic majorities – explains successful change in state policies toward ethnicity.
What drives a state's choice to assimilate, accommodate or exclude ethnic groups within its territory? In this innovative work on the international politics of nation-building, Harris Mylonas argues ...that a state's nation-building policies toward non-core groups - individuals perceived as an ethnic group by the ruling elite of a state - are influenced by both its foreign policy goals and its relations with the external patrons of these groups. Through a detailed study of the Balkans, Mylonas shows that how a state treats a non-core group within its own borders is determined largely by whether the state's foreign policy is revisionist or cleaves to the international status quo, and whether it is allied or in rivalry with that group's external patrons. Mylonas injects international politics into the study of nation-building, building a bridge between international relations and the comparative politics of ethnicity and nationalism.
Why did the nation-state emerge and proliferate across the globe? How is this process related to the wars fought in the modern era? Analyzing datasets that cover the entire world over long stretches ...of time, Andreas Wimmer focuses on changing configurations of power and legitimacy to answer these questions. The nationalist ideal of self-rule gradually diffused over the world and delegitimized empire after empire. Nationalists created nation-states wherever the power configuration favored them, often at the end of prolonged wars of secession. The elites of many of these new states were institutionally too weak for nation-building and favored their own ethnic communities. Ethnic rebels challenged such exclusionary power structures in violation of the principles of self-rule, and neighboring governments sometimes intervened into these struggles over the state. Waves of War demonstrates why nation-state formation and ethnic politics are crucial to understand the civil and international wars of the past 200 years.
Pigmentocracies --the fruit of the multiyear Project on Ethnicity and Race in Latin America (PERLA)--is a richly revealing analysis of contemporary attitudes toward ethnicity and race in Brazil, ...Colombia, Mexico, and Peru, four of Latin America's most populous nations. Based on extensive, original sociological and anthropological data generated by PERLA, this landmark study analyzes ethnoracial classification, inequality, and discrimination, as well as public opinion about Afro-descended and indigenous social movements and policies that foster greater social inclusiveness, all set within an ethnoracial history of each country. A once-in-a-generation examination of contemporary ethnicity, this book promises to contribute in significant ways to policymaking and public opinion in Latin America. Edward Telles, PERLA's principal investigator, explains that profound historical and political forces, including multiculturalism, have helped to shape the formation of ethnic identities and the nature of social relations within and across nations. One of Pigmentocracies 's many important conclusions is that unequal social and economic status is at least as much a function of skin color as of ethnoracial identification. Investigators also found high rates of discrimination by color and ethnicity widely reported by both targets and witnesses. Still, substantial support across countries was found for multicultural-affirmative policies--a notable result given that in much of modern Latin America race and ethnicity have been downplayed or ignored as key factors despite their importance for earlier nation-building.
London in the sixteenth and seventeenth centuries was a surprisingly diverse place, home not just to people from throughout the British Isles but to a significant population of French and Dutch ...immigrants, to travelers and refugees from beyond Europe's borderlands and, from the 1650s, to a growing Jewish community. Yet although we know much about the population of the capital of early modern England, we know little about how Londoners conceived of the many peoples of their own city. Diversity and Difference in Early Modern London seeks to rectify this, addressing the question of how the inhabitants of the metropolis ordered the heterogeneity around them.
Rather than relying upon literary or theatrical representations, this study emphasizes day-to-day practice, drawing upon petitions, government records, guild minute books and taxation disputes along with plays and printed texts. It shows how the people of London defined belonging and exclusion in the course of their daily actions, through such prosaic activities as the making and selling of goods, the collection of taxes and the daily give and take of guild politics. This book demonstrates that encounters with heterogeneity predate either imperial expansion or post-colonial immigration. In doing so it offers a perspective of interest both to scholars of the early modern English metropolis and to historians of race, migration, imperialism and the wider Atlantic world. An empirical examination of civic economics, taxation and occupational politics that asks broader questions about multiculturalism and Englishness, this study speaks not just to the history of immigration in London itself, but to the wider debate about evolving notions of national identity in the sixteenth and seventeenth centuries.

Examining how institutions ...of multi-ethnic states have been designed to accommodate ethnic diversity while at the same time maintaining national unity, this book locates institutional responses to the challenges of ethnic diversity within the context of a federal arrangement. It examines how a federal arrangement has been used to reconcile the conflicting pressures of the demand for the recognition of distinctive identities, on the one hand, and the promotion of political and territorial integrity, on the other. Comparative case studies of South Africa and Ethiopia as the two federal systems provide a contrasting approach to issues of ethnic diversity. Suggesting new ways in which federalism might work, the author identifies key institutions lessons which will help to build an all-inclusive society.
In 1748, as yellow fever raged in Charleston, South Carolina, doctor John Lining remarked, "There is something very singular in the constitution of the Negroes, which renders them not liable to this ...fever." Lining's comments presaged ideas about blackness that would endure in medical discourses and beyond. In this fascinating medical history, Rana A. Hogarth examines the creation and circulation of medical ideas about blackness in the Atlantic World during the late eighteenth and early nineteenth centuries. She shows how white physicians deployed blackness as a medically significant marker of difference and used medical knowledge to improve plantation labor efficiency, safeguard colonial and civic interests, and enhance control over black bodies during the era of slavery.Hogarth refigures Atlantic slave societies as medical frontiers of knowledge production on the topic of racial difference. Rather than looking to their counterparts in Europe who collected and dissected bodies to gain knowledge about race, white physicians in Atlantic slaveholding regions created and tested ideas about race based on the contexts in which they lived and practiced. What emerges in sharp relief is the ways in which blackness was reified in medical discourses and used to perpetuate notions of white supremacy.
In societies divided on ethnic and religious lines, problems of democracy are magnified – particularly where groups are mobilized into parties. With the principle of majority rule, minorities should ...be less willing to endorse democratic institutions where their parties persistently lose elections. While such problems should also hamper transitions to democracy, several diverse Eastern European states have formed democracies even under these conditions. In this book, Sherrill Stroschein argues that sustained protest and contention by ethnic Hungarians in Romania and Slovakia brought concessions on policies that they could not achieve through the ballot box, in contrast to Transcarpathia, Ukraine. In Romania and Slovakia, contention during the 1990s made each group accustomed to each other's claims and aware of the degree to which each could push its own. Ethnic contention became a de facto deliberative process that fostered a moderation of group stances, allowing democratic consolidation to slowly and organically take root.

For generations, migration moved in one direction at a time: migrants to host countries, and money to families left behind. The Labor of Care argues that globalization has changed all that. Valerie ...Francisco-Menchavez spent five years alongside a group of working migrant mothers. Drawing on interviews and up-close collaboration with these women, Francisco-Menchavez looks at the sacrifices, emotional and material consequences, and recasting of roles that emerge from family separation. She pays particular attention to how technologies like Facebook, Skype, and recorded video open up transformative ways of bridging distances while still supporting traditional family dynamics. As she shows, migrants also build communities of care in their host countries. These chosen families provide an essential form of mutual support. What emerges is a fascinating portrait of today's transnational family—sundered, yet inexorably linked over the distances by timeless emotions and new forms of intimacy.
This article is an intervention in the epistemologies and methodologies of urban studies. It seeks to understand and transform the ways in which the cities of the global South are studied and ...represented in urban research, and to some extent in popular discourse. As such, the article is primarily concerned with a formation of ideas —‘subaltern urbanism’— which undertakes the theorization of the megacity and its subaltern spaces and subaltern classes. Of these, the ubiquitous ‘slum’ is the most prominent. Writing against apocalyptic and dystopian narratives of the slum, subaltern urbanism provides accounts of the slum as a terrain of habitation, livelihood, self‐organization and politics. This is a vital and even radical challenge to dominant narratives of the megacity. However, this article is concerned with the limits of and alternatives to subaltern urbanism. It thus highlights emergent analytical strategies, utilizing theoretical categories that transcend the familiar metonyms of underdevelopment such as the megacity, the slum, mass politics and the habitus of the dispossessed. Instead, four categories are discussed — peripheries, urban informality, zones of exception and gray spaces. Informed by the urbanism of the global South, these categories break with ontological and topological understandings of subaltern subjects and subaltern spaces.

Intervenant sur les aspects épistémologiques et méthodologiques des études urbaines, cet article cherche à comprendre et à modifier les modalités d'analyse et de représentation des villes des pays du Sud dans la recherche urbaine et, jusqu'à un certain point, dans le discours populaire. Pour ce faire, l'attention est portée sur une formation d'idées, ‘l'urbanisme subalterne', qui vise la conceptualisation de la ‘mégacité', avec ses espaces subalternes et ses classes subalternes. Parmi ceux‐ci, le ‘taudis' (slum) omniprésent est le plus saillant. Contredisant les textes apocalyptiques et dystopiques sur ce lieu, l'urbanisme subalterne apporte des récits du taudis vu comme un cadre d'habitation, de source de revenu, d'auto‐organisation et de réflexion politique. Les écrits explicatifs dominants sur la mégacité sont ainsi mis en question de façon cruciale, voire radicale. Toutefois, l'article s'intéresse aux limites de l'urbanisme subalterne et à ses alternatives. Il met donc en avant des stratégies analytiques nouvelles, avec des catégories théoriques qui transcendent les métonymes habituels du sous‐développement comme mégacité, taudis, politique de masse et habitus des défavorisés. Quatre catégories sont présentées à la place: périphéries, informalité urbaine, zones d'exception et espaces gris. Reposant sur l'urbanisme des pays du Sud, elles dérogent aux conceptions ontologiques et topologiques des sujets subalternes et des espaces subalternes.
