Public policy spanning a broad range of contexts, ranging from the European Union, to states, cities and local communities around the globe, has turned to entrepreneurship to provide the engine for ...economic growth, competitiveness in globally linked markets, and jobs. This book explains why entrepreneurship has emerged as a bona fide instrument of growth policy. The knowledge spillover theory of entrepreneurship suggests that entrepreneurship provides a crucial mechanism in the process of economic growth by serving as a conduit for knowledge spillovers. Investments in new knowledge and ideas may not automatically spill over and result in commercialization, as has typically been assumed in models of economic growth. Rather, the existence of what is introduced as the knowledge filter impedes the spillover and commercialization of investments in new ideas and knowledge. By penetrating the knowledge filter and facilitating the spillover of knowledge that might otherwise not be commercialized, entrepreneurship provides the missing link to economic growth. This new focus of entrepreneurship as a conduit transmitting the spillover of knowledge generates a series of theoretical propositions, involving not just the impact of entrepreneurship on economic performance and growth, but also the very nature of entrepreneurship. The theoretical propositions range from positing that entrepreneurial opportunities are not exogenously given but rather endogenously and systematically created by investments in new knowledge and ideas, to the importance of geographic proximity between entrepreneurial activity and knowledge sources, the impact of location on entrepreneurial performance, and the new roles for board, managers and modes of finance in entrepreneurial firms accessing and absorbing knowledge spillovers. These propositions are subjected to systematic econometric scrutiny and verification using both aggregate data to analyze the links between entrepreneurship and growth, as well as firm-level data to analyze the impact of knowledge spillover on entrepreneurial location, performance, boards, managers and mode of finance. The resulting empirical evidence supports the knowledge spillover of entrepreneurship not only by linking entrepreneurship to economic growth and performance, but also by identifying how the organization and strategy of entrepreneurial firms are influenced by the need to access, absorb and commercialize external knowledge spillovers. The book concludes that the new millennium may not be so much about the process of Joseph Schumpeter's creative destruction, where entrepreneurial startups displace and ultimately drive incumbent company's out of business, but rather characterized by creative construction. Globalization and its concomitant outsourcing and offshoring is the source of the "destruction", especially in terms of lower skilled jobs. By contrast, in the 21st century global economy, entrepreneurship is constructive by commercializing investments in knowledge and ideas that might never have been commercialized but ultimately result in growth, global competitiveness and employment. Thus, the emergence of entrepreneurship policy can be interpreted as the attempt to generate entrepreneurial based economic growth by creating an entrepreneurial economy. The period between 1867 and 1914 remains the greatest watershed in human history since the emergence of settled agricultural societies: the time when an expansive civilization based on synergy of ...fuels, science, and technical innovation was born. At its beginnings in the 1870s were dynamite, the telephone, photographic film, and the first light bulbs. Its peak decade - the astonishing 1880s - brought electricity - generating plants, electric motors, steam turbines, the gramophone, cars, aluminum production, air-filled rubber tires, and prestressed concrete. And its post-1900 period saw the first airplanes, tractors, radio signals and plastics, neon lights and assembly line production. This book is a systematic interdisciplinary account of the history of this outpouring of European and American intellect and of its truly epochal consequences. It takes a close look at four fundamental classes of these epoch-making innovations: formation, diffusion, and standardization of electric systems; invention and rapid adoption of internal combustion engines; the unprecedented pace of new chemical syntheses and material substitutions; and the birth of a new information age. There are growing pressures for the public sector to be more innovative but considerable disagreement about how to achieve it. This article uses institutional and organizational analysis to compare ...three major public innovation strategies. The article confronts the myth that the market-driven private sector is more innovative than the public sector by showing that both sectors have a number of drivers of as well as barriers to innovation, some of which are similar, while others are sector specific. The article then systematically analyzes three strategies for innovation: New Public Management, which emphasizes market competition; the neo-Weberian state, which emphasizes organizational entrepreneurship; and collaborative governance, which emphasizes multiactor engagement across organizations in the private, public, and nonprofit sectors. The authors conclude that the choice of strategies for enhancing public innovation is contingent rather than absolute. Some contingencies for each strategy are outlined.
This book presents the previously untold history of the use of new media in Democratic electoral campaigning over the last decade. Drawing on open-ended interviews with more than fifty political ...staffers, fieldwork during the 2008 electoral cycle, and archival research, the book follows a group of technically skilled Internet staffers who came together on the Howard Dean campaign and created a series of innovations in campaign organization, tools, and practice. After the election, these individuals founded an array of consulting firms and training organizations and staffed a number of prominent Democratic campaigns. In the process, they carried their innovations across Democratic politics and contributed to a number of electoral victories, including Barack Obama’s historic bid for the presidency. The book contributes to an interdisciplinary body of scholarship from communication, sociology, and political science. The book theorizes processes of innovation in online electoral politics. It shows how the innovations of the Dean and Obama campaigns were the product of the movement of staffers between industries, organizational structures that provided a space for technical development, and incentives for experimentation. The book also analyzes how Dean’s former staffers created an infrastructure for Democratic new media campaigning after the 2004 elections that helped transfer knowledge, practice, and tools across electoral cycles and campaigns. The book shows how organizational contexts shaped the use of tools by the Obama campaign, analyzes the emergence of data systems that facilitate electoral coordination, and reveals how cultural work mobilizes supporters to participate in collective action.
