The Biosecurity Law of the People’s Republic of China is the first basic, comprehensive, systematic, and overarching law of biosecurity in China, involving biosecurity risks, national biosecurity ...governance, and systems for minimizing the biosecurity threats. This article elaborates on the formulation, content, features, and significance of the law, and provides an outlook for its evolution.
The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the ...shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.
The relevance of the topic of the study lies in the fact that the problems of hybrid warfare, hybrid operations, hybrid influence have become especially important in the context of the complicated ...geopolitical situation in the world after February 2022. In the author’s opinion, Russia’s forced conduct of the Special military operation is one of the tools of the US hybrid influence on China. In the study several methods were applied: the content analysis of conceptualdoctrinal and normative documents, analyzed the views of Chinese scientists, political and military figures on hybrid warfare and operations, as well as publications of authoritative media on this issue. As a result, it is concluded that in the Chinese understanding hybrid wars and operations are becoming the main form of confrontation between states and blocs of states. At the same time, the hybrid impact is exerted on the national security assurance system, which should effectively counter “traditional and non-traditional” threats and challenges, that are hybrid. Chinese experts note that there is a risk of underestimating the responsibility for a possible global conflict, which may be caused by inadequate projection of hybrid threats onto a country or group of countries. The author also concludes that we may be witnessing one of the last stages of the unfolding U.S. hybrid war against China.
The turn of Russia’s foreign policy vector to the East stimulates the better understanding of political processes and phenomena in China, which have not yet been sufficiently considered in Russian ...academia and political elites. Unlike the lack of a clear value-ideological basis of the national security system in Russia, China has solved this problem by including a conceptual level in the system of national security, with the concept of “The Great Rejuvenation of the Chinese Nation - Chinese Dream” at its center. This concept, developed by Xi Jinping, involves renewing the ideological foundations of China, especially the Communist Party, as the backbone of the entire state. This concept, as is customary in Chinese culture, does not negate the previous ones, but only expands and complements all the previous concepts formulated by the country’s past leaders: “Great Leap Forward”, “Reforms and Openness”, etc. The purpose of the study is to reveal the concept of “The Great Rejuvenation of the Chinese Nation - Chinese Dream” as the ideological basis of China’s national security. The methods of analysis of normative documents and discourse analysis of the Chinese leader’s speeches were applied to reveal the traditional cultural values of Chinese civilization with Confucian and Legist bias are in the center of the idea of the “Great Rejuvenation of the Chinese Nation - Chinese Dream”. This concept was examined in our study through the prism of national security theory, which acquired an updated structure consisting of levels: conceptual, sectoral (spheres), institutional (forces) and resource (means). We conclude that this concept applies to all spheres of China’s national security system and is the ideological basis of this system, predetermining the paradigm of China’s development.
Abstract Purpose: A new scientific problem is posed and substantiated: the need to take into account the African economic development trends in the system of ensuring the economic security of Russia. ...In this context, in order to assess the security of the national economy and the competitive position of Russia, the results of scientific studies of the main development trends and threats in Africa, the position of various countries on the African continent are analyzed. Methodology: The authors are based on the analysis of current scientific literature, government official documents, and statistical reports. The main methods of research are analytical review, comparison, systematic approach, cultural and civilizational approach. Result: The article substantiates the position that taking into account the development trends of the African continent is an important component in the system of assessing the national economic security of Russia in the current period and in the future, ensuring competitiveness and strengthening the economic sovereignty of Russia, analyzing the potential of interaction with African countries in the management practice. Applications: This research can be used for the universities, teachers and education students. Novelty/Originality: The authors formulate the main directions of the activation of scientific research and concentration of practical efforts to improve the national economic security of Russia in the context of the development trend of the African continent.
Russian Academy of Sciences (RAS) is actively working to solve the problem of preventing Near-Earth Object (NEO) hazard. The article provides the goals and objectives of preventing NEO hazard, as ...well as ways to achieve them. The described ways of achieving the goal are applied in RAS best. The current state and prospects of the Russian contribution to the prevention of NEO hazard are considered. Statistical data on the dynamics of observation of minor planets by Russian telescopes is presented. The structure of the NEO part of hazardous situations classifier developed by Keldysh Institute of Applied Mathematics (KIAM RAS) and structure of perspective National System Security of space activities in outer space are presented, including the system’s response to event classified as dangerous. The article is accompanied by illustrations of potentially hazardous objects in the sky, made by telescopes of the International Network of Optical Telescopes (ISON), coordinated by the KIAM RAS.
Aim: The primary goal of this study was to identify the civil protection system within the domain of Poland’s national security, to describe its mission and range of responsibilities, and to suggest ...what should be changed. The main research problem, as addressed by this study, was expressed as the following questions: What function does the civil protection system currently serve within Poland’s national security? What are its core focus and responsibilities, and what are its development needs and priorities? Introduction: In Poland, the security of the State and its citizens is the responsibility of the national security system. One if its major parts is civil protection (public security). The framework used to ensure civil security is the civil protection system, with life-saving as its primary concern. Results: For this study, it was assumed that the core focus of civil protection were actions designed to reduce any possible risks to human life or health (prevention and counter measures), and once such risks materialise, to provide efficient response to ensure effective security. In a broader sense, civil protection within national security can be considered as a set of nationwide measures intended to ensure the safety of all citizens, property and the environment. In view of the above, civil protection can be understood as the set of measures implemented by government and local-government administration, plus any security-related capabilities and measures (national resources), allocated or set up to prevent, prepare for or respond to any security risks, or to restore any victim population to normal functioning. It was assumed that a civil protection system is an internally coordinated system of capabilities, measures and resources designed to prevent any risks to civil security, and to provide expeditious response to situations that might put citizens’ lives or health at risk. Today, this system is significantly fragmented, and civil protection is often intermingled with such areas as crisis management, public security, safe and secure public environment, and national defence. An effective civil protection system should be an interdisciplinary and well-integrated system capable of responding to any current and expected civil security challenges and threats across various national circumstances.
