New political parties have regularly appeared in developed democracies around the world. In some countries issues focusing on the environment, immigration, economic decline, and regional concerns ...have been brought to the forefront by new political parties. In other countries these issues have been addressed by established parties, and new issue-driven parties have failed to form. Most current research is unable to explain why under certain circumstances new issues or neglected old ones lead to the formation of new parties. Based on a novel theoretical framework, this study demonstrates the crucial interplay between established parties and possible newcomers to explain the emergence of new political parties.
Deriving stable hypotheses from a simple theoretical model, the book proceeds to a study of party formation in twenty-two developed democracies. New or neglected issues still appear as a driving force in explaining the emergence of new parties, but their effect is partially mediated by institutional factors, such as access to the ballot, public support for parties, and the electoral system. The hypotheses in part support existing theoretical work, but in part present new insights. The theoretical model also pinpoints problems of research design that are hardly addressed in the comparative literature on new political parties. These insights from the theoretical model lead to empirical tests that improve on those employed in the literature and allow for a much-enhanced understanding of the formation and the success of new parties.

On the one hand, non-partisan theories stress how congressional organization serves ...members' non-partisan goals. On the other hand, partisan theories argue that the House is organized to serve the collective interests of the majority party. This book advances our partisan theory and presents a series of empirical tests of that theory's predictions (pitted against others). It considers why procedural cartels form, arguing that agenda power is naturally subject to cartelization in busy legislatures. It argues that the majority party has cartelized agenda power in the U.S. House since the adoption of Reed's rules in 1890. The evidence demonstrates that the majority party seizes agenda control at nearly every stage of the legislative process in order to prevent bills that the party dislikes from reaching the floor.

Political Choice in Britain uses data from the 1964 to 2001 British election studies (BES), 1992 to 2002 monthly Gallup polls, and numerous other national surveys conducted over the past four decades ...to test the explanatory power of rival sociological and individual rationality models of electoral turnout and party choice. Analyses endorse a valence politics model that challenges the long-dominant social class model. British voters make their choices by evaluating the performance of parties and party leaders in economic and other important policy areas. Although these evaluations may be largely products of events that occur long before an election campaign officially begins, parties’ national and local campaign activities are also influential. Consistent with the valence politics model, partisan attachments display individual- and aggregate-level dynamics that reflect ongoing judgements about the managerial abilities of parties and their leaders. A general incentives model provides the best explanation of turnout. Calculations of the costs and influence-discounted benefits of voting and sense of civic duty are key variables in this model. Significantly, the decline in turnout in recent elections does not reflect more general negative trends in public attitudes about the political system. Voters judge the performance of British democracy in much the same way as they evaluate its parties and politicians. Support at all levels of the political system is a renewable resource, but one that must be renewed.

The main aim of the book is to assess and explain the extent to which political parties across Europe as a whole succeed in representing diverse voters. We note two important features of the European ...political landscape that complicate the task of assessing party representation and that require its reassessment. First, the emergence of new democracies in post-Communist Central and Eastern Europe point to the possibility that representation is not only differentially achieved in West and East but may also be attained by different mechanisms. Second, parties in both West and East must now seek to represent voters that are increasingly diverse, specifically between partisan and independent supporters. We refer to the challenges of representation of diverse voters as the strain of representation’. The evidential basis for the empirical analysis are expert surveys that were conducted in 24 European countries on party positions that were merged with other available data on voters, party characteristics, and country conditions. The results point to both the representational capacities of parties in West and East and to the strain that parties face in representing diverse voters.
