Africa's newest nation has a long history. Often considered remote and isolated from the rest of Africa, and usually associated with the violence of slavery and civil war, South Sudan has been an ...arena for a complex mixing of peoples, languages, and beliefs. In July 2011 the Republic of South Sudan achieved independence, concluding what had been Africa's longest running civil war. The process leading to independence was driven by the Sudan Peoples' ...Liberation Movement, a primarily Southern rebel force and political movement intent on bringing about the reformed unity of the whole Sudan. Through the Comprehensive Peace Agreement of 2005, a six year peace process unfolded in the form of an interim period premised upon 'making unity attractive' for the Sudan. A failed exercise, it culminated in an almost unanimous vote for independence by Southerners in a referendum held in January 2011. Violence has continued since, and a daunting possibility for South Sudan has arisen - to have won independence only to descend into its own civil war, with the regime in Khartoum aiding and abetting factionalism to keep the new state weak and vulnerable. Achieving a durable peace will be a massive challenge, and resolving the issues that so inflamed Southerners historically - unsupportive governance, broad feelings of exploitation and marginalisation and fragile ethnic politics - will determine South Sudan's success or failure at statehood. A story of transformation and of victory against the odds, this book reviews South Sudan's modern history as a contested region and assesses the political, social and security dynamics that will shape its immediate future as Africa's newest independent state.

The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: ...the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a "responsibly to prevent" was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region's future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of "responsibility to prevent"? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda- setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan's independence in 2011, and whether or not their governments had a responsibility to prevent.

This book explores the emergent character of social orders in Sudan and South Sudan. It provides vivid insights into multitudes of ordering practices and their complex negotiation. Recurring patterns ...of exclusion and ongoing struggles to reconfigure disadvantaged positions are investigated as are shifting borders, changing alliances and relationships with land and language. The book takes a careful and close look at institutional arrangements that shape everyday life in the Sudans, probing how social forms have persisted or changed. It proposes reading the post-colonial history of the Sudans as a continuous struggle to find institutional orders valid for all citizens. The separation of Sudan and South Sudan in 2011 has not solved this dilemma. Exclusionary and exploitative practices endure and inhibit the rule of law, distributive justice, political participation and functioning infrastructure. Analyses of historical records and recent ethnographic data assembled here show that orders do not result directly from intended courses of action, planning and orchestration but from contingently emerging patterns. The studies included look beyond dominant elites caught in violent fights for powers, cycles of civil war and fragile peace agreements to explore a broad range of social formations, some of which may have the potential to glue people and things together in peaceful co-existence, while others give way to new violence.

Following the conclusion of the Second World War, the nature of inequality in Africa was dramatically altered. In this book, Alden Young traces the emergence of economic developmentalism as the ...ideology of the Sudanese state in the decolonization era. Young demonstrates how the state was transformed, as a result of the international circulation of tools of economic management and the practice of economic diplomacy, from the management of a collection of distinct populations, to the management of a national economy based on individual equality. By studying the hope and eventual disillusionment this ideology gave to late colonial officials and then Sudanese politicians and policymakers, Young demonstrates its rise, and also its shortfalls as a political project in Sudan, particularly its inability to deal with questions of regional and racial equity, not only showing how it fostered state formation, but also civil war.
