Akturk discusses how the definition of being German, Soviet, Russian and Turkish radically changed at the turn of the twenty-first century. Germany's ethnic citizenship law, the Soviet Union's ...inscription of ethnic origins in personal identification documents and Turkey's prohibition on the public use of minority languages, all implemented during the early twentieth century, underpinned the definition of nationhood in these countries. Despite many challenges from political and societal actors, these policies did not change for many decades, until around the turn of the twenty-first century, when Russia removed ethnicity from the internal passport, Germany changed its citizenship law and Turkish public television began broadcasting in minority languages. Using a new typology of 'regimes of ethnicity' and a close study of primary documents and numerous interviews, Sener Akturk argues that the coincidence of three key factors – counterelites, new discourses and hegemonic majorities – explains successful change in state policies toward ethnicity.

In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city's only ...experience of ethnic conflict in recent years. Indeed, Mostar's problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brcko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns?
Moore argues that a conjunction of four factors explains the contrast in outcomes in Mostar and Brcko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done-that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

The book traces the evolution of Carpathian Rus’ from earliest prehistoric times to the present, and the complex manner in which a distinct Carpatho-Rusyn people, since the mid-nineteenth century, came into being, disappeared, and then re-appeared in the wake of the revolutions of 1989 and the collapse of Communist rule in central and eastern Europe. This book examines the effects of ethnicity on party politics in sub-Saharan Africa. Sebastian Elischer analyzes political parties in Ghana, Kenya and Namibia in detail, and provides a preliminary ...analysis of parties in seven other countries including Tanzania, Botswana, Senegal, Zambia, Malawi, Burkina Faso and Benin. Elischer finds that five party types exist: the mono-ethnic, the ethnic alliance, the catch-all, the programmatic, and the personalistic party. He uses these party types to show that the African political landscape is considerably more diverse than conventionally assumed. Whereas ethnic parties dominate in some countries, non-ethnic parties have become the norm in others. This study also finds a correlation between a country's ethnic make-up and the salience of political ethnicity: countries with a core ethnic group are prone to form non-ethnic parties. In countries lacking a core ethnic group, ethnic parties constitute the norm.

This book addresses why some ethnic minority migrant groups have better economic and political integration outcomes than others. The central claim is that social integration leads to trade-offs with ...economic and political integration. The logic behind this claim is that socially segregated groups may have difficulties interacting with mainstream society but will have more capacity for group mobilization. That mobilization can improve economic and political integration. In comparison, socially integrated groups may have greater capacity to interact with mainstream society but also less likelihood of developing significant group mobilization resources. As a result, this can limit their economic and political integration outcomes. Rahsaan Maxwell develops this argument with evidence from Britain and France, claiming that similar group-level dynamics exist despite numerous national-level contextual differences, and provides a brief extension of the argument to The Netherlands and the United States.

The Muslim conquest of the East in the seventh century entailed the subjugation of Christians, Jews, Zoroastrians and others. Although much has been written about the status of non-Muslims in the ...Islamic empire, no previous works have examined how the rules applying to minorities were formulated. Milka Levy-Rubin's remarkable book traces the emergence of these regulations from the first surrender agreements in the immediate aftermath of conquest to the formation of the canonic document called the Pact of 'Umar, which was formalized under the early 'Abbasids, in the first half of the ninth century. The study reveals that the conquered peoples themselves played a major role in the creation of these policies and that they were based on long-standing traditions, customs and institutions from earlier pre-Islamic cultures that originated in the worlds of both the conquerors and the conquered. In its connections to Roman, Byzantine and Sasanian traditions, the book will appeal to historians of Europe as well as Arabia and Persia.
