Project finance which is primarily used to finance public private partnerships (PPPs) has faced deteriorating credit conditions during the financial crisis. This has ultimately decreased the ...competitiveness of PPPs compared to traditional public procurement. This study aims to find out in how far and under which conditions the forfaiting model which is predominantly used in Germany can be an alternative financing model for PPPs. For this purpose both models were compared to identify each model’s advantages and disadvantages. Furthermore, analyzing the financing patterns of PPPs in German building construction from 2002 to 2013 allowed further conclusions about the feasibility of forfaiting. It was found out that most of the German PPPs are financed by forfaiting. However, large projects are preferred to be financed by project finance. With the outburst of the financial crisis there was an evident increase in financing under forfaiting. Credit and market conditions related to project finance worsened considerably. Hence, it is assumed that projects initially planned to be financed by project finance have been dropped and/or alternatively financed by forfaiting. Overall it was found out that forfaiting is an alternative financing model for PPPs, not only in times of crisis.

Takipteki kredi ise, bir kredinin ...vadesinden 90 gün geçmesine rağmen kısmen veya tamamen ödenmemesidir. Takipteki kredilerin toplam kredilere oranı, ekonomide bireylerin ve kurumların ödeme kabiliyetini gösterirken, bankalarda da aktif kalitesini ve risk düzeyi için bir göstergedir. Bu nedenle oran, ekonominin genel durumu açısından öncü gösterge niteliği taşımaktadır. Aynı zamanda oran, her dönemde ekonominin ve bankacılık sektörünün performansının değerlendirilmesinde en çok dikkate alınan göstergelerden biridir. Oranın sağlıklı bir şekilde tahmin edilebilmesi, ekonomik birimlerin politikalarını, bankaların da bilançolarını etkin bir şekilde kurgulamalarına imkân tanımaktadır. Literatürde çeşitli çalışmalar olsa da, hâlihazırda Türkiye’ye özgü çalışmaların sınırlı olduğu görülmüştür. Bununla birlikte mevcut çalışmaların önemli bir çoğunluğu hesap bazında tahminde bulunmaktadır. Oysa ekonomi ve banka yönetimleri açısından, toplam kredilerin ne kadarının takibe düşebileceği daha yakından izlenmektedir. Etkin bir risk yönetimi için ise, her iki yaklaşıma dayalı sistemlerin birlikte kullanılmasının, kontrol mekanizmasının kurulması açısından daha faydalı sonuçlar doğuracağı düşünülmektedir. Bu çalışmada Türk bankacılık sektöründe takipteki kredi oranının aylık bazda tahminine yönelik bir model uygulaması sunulmuştur. İstatistikî testler, modelin iyi bir tahmin edici olduğunu göstermiştir. Geçmiş dönem için model tahmin sonuçları ile gerçekleşmeler karşılaştırıldığında da, modelin mevcut sistemlere bir alternatif olabileceği görülmüştür. Türkiye’de takipteki kredi oranı, 2007’den beri süregelen küresel kriz nedeniyle bir miktar artış göstermişse de, modele göre, 2010 sonuna kadar oranın daha fazla yükselmeyeceği öngörülmüştür. Modelin önemli bir sonucu da, takipteki kredilerin önemli ölçüde stok sorunu olduğuna işaret etmesidir. Diğer bir deyişle belirli bir dönemde takipteki krediler iyi yönetilirse, sonraki dönemlerde ekonomik koşullar bozulsa da, takipteki krediler artışı görece sınırlı kalmaktadır. Nitekim oranın birçok ülkeye kıyasla Türkiye’de düşük kalmasının temelinde, 2001 krizinin ardından hayata geçirilen reformlar bulunmaktadır. Bu sayede oran, son krizde de 2001 krizine kıyasla daha sınırlı bir artış kaydetmiştir.

On a trip to London and New York to meet with several bankers, CFO Tanaka Kogiku learned of a possible solution that he now needed to analyze to determine the extent to which it would benefit the company. He learned about the concept of forfaiting to help solve his cash flow problems.
