Calls for a greater inclusion of local actors have featured for some time in debates on how to make humanitarian action more efficient and address unequal power relations within the humanitarian ...system. Though the localisation agenda is at the core of current reform efforts in the humanitarian sector, the debate lacks a critical discussion of underlying assumptions - most strikingly, the very conceptualisation of the local itself. It is argued that the current discourse is dominated by a problematic conceptualisation of the local in binary opposition to the international, leading to blind spots in the analysis of exclusionary practices of the humanitarian sector. As such the localisation agenda risks perpetuating the very issues it wants to redress. A critical localism is thus proposed as a framework for much needed research on the localisation agenda.
Whilst the relation between local and global levels has been a long-standing concern of humanitarian, development, and peace efforts, in recent years the term “localisation” has become a major issue ...in the humanitarian sector whilst peacebuilding scholarship has taken a “local turn.” This article analyses the concept of localisation across the three parts of the triple nexus—humanitarian, development, and peace. It traces the long-standing concern with the local in each of these domains, considering similarities and differences in their engagement with the local and counter-veiling trends towards universalisation, before proceeding to frame four challenges common to localisation across all forms of conflict response: defining the local, valuing local capacity, maintaining political will, and multi-scalar conflict response.
After often gruelling journeys, some refugees arrive at secure locations with severe injury or illness. Others find themselves shortly thereafter facing a life-limiting health condition. Palliative ...care has been the focus of recent research, and of academic and aid sector dialogue. In this study, we ask: What are experiences and needs of patients and care providers? What opportunities and obstacles exist to enhance or introduce means of reducing suffering for patients facing serious illness and injury in crisis settings? We present findings of a qualitative sub-study within a larger programme of research exploring moral and practical dimensions of palliative care in humanitarian crisis contexts. This paper presents vignettes about palliative care from refugees and care providers in two refugee camps in Rwanda, and is among the first to provide empirical evidence on first-hand experiences of individuals who have fled protracted conflict and face dying far from home. Along with narratives of their experiences, participants provided a range of recommendations from small (micro) interventions that are low cost, but high impact, through to larger (macro) changes at the systems and societal levels of benefit to policy developers and decision-makers.
Abstract
Although a growing number of NGOs are combining humanitarian and development activities, it was long the case that humanitarian action was isolated from discussions and practices in the ...world of development. The work of saving lives was deemed to be guided solely by the humanitarian principles, and discussions on accountability were rare. In the 1990s, humanitarian standards initiatives arose in recognition that humanitarian organisations were not accountable to affected populations. This article aims to take stock of accountability initiatives and practices in the sector. It builds on accountability theory in distinguishing upward, sideways, and downward accountability, and incorporates formal and informal forms of accountability. It is based on empirical research in Myanmar, Afghanistan, and Sierra Leone. The first part of the article outlines the history of accountability in the humanitarian sector, including an accountability timeline, and discusses current trends in performances around accountability towards displaced people, minorities, and other recipients of aid. It then presents the findings from the three countries. The article concludes by calling attention to the everyday politics of accountability, the widening accountability arena, the differential accountability demands on international and national aid providers, and the crucial importance of sideways accountability to bring accountability to a next level.
The article explores the links between humanitarian action and aid to development, focusing more specifically on the model Linking Relief, Rehabilitation and Development. Taking this model as an ...example, the theoretical and practical challenges of this relationship are explored, including the foundational principles of both humanitarian action and aid to development. In this respect, the contradictions between the key rules of both perspectives are underlined, especially when it comes to the influence of governments on agendas, strategies, and operational options. Yet, the practice seems to show new possibilities of articulation, if not of junction, between humanitarian action and aid to development. In the light of recent experiences, including the World Humanitarian Summit, both strategies may mutually combine, in order to benefit local populations. The principle of humanitarian subsidiary is suggested as one of the potential element in this equation.
The 21st century has borne witness to catastrophic natural and human-induced tragedies. These disasters necessitate humanitarian responses; however, the individual and collective bases of support are ...not well understood. Drawing on Duncan’s motivational model of collective action, we focus on how individual differences position a person to adopt group memberships and develop a “group consciousness” that provides the basis for humanitarian action. Longitudinal mediation analyses involving supporters of international humanitarian action (N = 384) sampled annually for 3 years provided support for the hypothesized model, with some twists. The results revealed that within time point, a set of individual differences (together, the “pro-social orientation”) promoted a humanitarian group consciousness that, in turn, facilitated collective action. However, longitudinally, there was evidence that a more general pro-social orientation undermined subsequent identification with, and engagement in, the humanitarian cause. Results are discussed in terms of understanding the interplay between individual and group in collective actions.
Abstract
Displacement due to weather and climate-related events (disaster displacement), including the adverse effects of climate change, is one of the greatest humanitarian challenges of the 21st ...century. Even though the forecasting of extreme events and early warning systems has improved globally, less attention has been given to translating anticipatory humanitarian action into the disaster displacement context with the aim to minimize forced displacement from extreme weather events through pre-allocated funds for the readiness, pre-positioning and activation costs. In this analysis, we assess the opportunities and challenges associated with utilising forecast-based financing (FbF) to expand anticipatory and early humanitarian action, based on the structured judgements of experts. These multi-disciplinary experts agree that FbF can reduce displacement risks and address the humanitarian impacts of disaster displacement early, or before a hazard materializes. We propose four action steps along the stages of disaster displacement to provide practical intervention points for researchers and practitioners. Finally, we discuss the implications of our findings and outline next steps. By integrating cross-disciplinary expert judgement, this paper provides a much-needed pathway to transform humanitarian action to be more anticipatory and adaptable to change, and help minimize disaster displacement in climate change vulnerable regions.
