Increased organizational dependence on information systems drives management attention towards improving information systems’ quality. A recent survey shows that “Improve IT quality” is one of the ...top concerns facing IT executives. As IT quality is a multidimensional measure, it is important to determine what aspects of IT quality are critical to organizations to help Chief Information Officers (CIOs) to devise effective IT quality improvement strategies. In this research, we model the relationship between information systems’ (IS) quality and organizational impact. We hypothesize greater organizational impact in situations in which system quality, information quality and service quality are high. We also hypothesize a positive relationship between system quality and information quality. We test our hypotheses using survey data. Our structural equation model exhibits a good fit with the observed data. Our results show that IS service quality is the most influential variable in this model (followed by information quality and system quality), thus highlighting the importance of IS service quality for organizational performance. This paper contributes theoretically to IS success models through the system quality-to-information quality and IS quality-to-organizational impact links. Implications of our results for practice and research are discussed.

Uncertainty is an important idea in information-retrieval (IR) research, but the concept has yet to be fully elaborated and explored. Common assumptions about uncertainty are (a) that it is a negative (anxiety-producing) state and (b) that it will be reduced through information search and retrieval. Research in the domain of uncertainty in illness, however, has demonstrated that uncertainty is a complex phenomenon that shares a complicated relationship with information. Past research on people living with HIV and individuals who have tested positive for genetic risk for different illnesses has revealed that information and the reduction of uncertainty can, in fact, produce anxiety, and that maintaining uncertainty can be associated with optimism and hope. We review the theory of communication and uncertainty management and offer nine principles based on that theoretical work that can be used to influence IR system design. The principles reflect a view of uncertainty as a multi-faceted and dynamic experience, one subject to ongoing appraisal and management efforts that include interaction with and use of information in a variety of forms.
Information systems must be used effectively to obtain maximum benefits from them. However, despite a great deal of research on when and why systems are used, very little research has examined what ...effective system use involves and what drives it. To move from use to effective use requires understanding an information system's nature and purpose, which in turn requires a theory of information systems. We draw on representation theory, which states that an information system is made up of several structures that serve to represent some part of the world that a user and other stakeholders must understand. From this theory, we derive a high-level framework of how effective use and performance evolve, as well as specific models of the nature and drivers of effective use. The models are designed to explain the effective use of any information system and offer unique insights that would not be offered by traditional views, which tend to consider information systems to be just another tool. We explain how our theory extends existing research, provides a rich platform for research on effective use, and how it contributes back to the theory of information systems from which it was derived.
An outstanding problem in neuroscience is to understand how information is integrated across the many modules of the brain. While classic information-theoretic measures have transformed our ...understanding of feedforward information processing in the brain's sensory periphery, comparable measures for information flow in the massively recurrent networks of the rest of the brain have been lacking. To address this, recent work in information theory has produced a sound measure of network-wide "integrated information", which can be estimated from time-series data. But, a computational hurdle has stymied attempts to measure large-scale information integration in real brains. Specifically, the measurement of integrated information involves a combinatorial search for the informational "weakest link" of a network, a process whose computation time explodes super-exponentially with network size. Here, we show that spectral clustering, applied on the correlation matrix of time-series data, provides an approximate but robust solution to the search for the informational weakest link of large networks. This reduces the computation time for integrated information in large systems from longer than the lifespan of the universe to just minutes. We evaluate this solution in brain-like systems of coupled oscillators as well as in high-density electrocortigraphy data from two macaque monkeys, and show that the informational "weakest link" of the monkey cortex splits posterior sensory areas from anterior association areas. Finally, we use our solution to provide evidence in support of the long-standing hypothesis that information integration is maximized by networks with a high global efficiency, and that modular network structures promote the segregation of information.
PurposeThis study continues a long history of author co-citation analysis of the intellectual structure of information science into the time period of 2011–2020. It also examines changes in this ...structure from 2006–2010 through 2011–2015 to 2016–2020. Results will contribute to a better understanding of the information science research field.Design/methodology/approachThe well-established procedures and techniques for author co-citation analysis were followed. Full records of research articles in core information science journals published during 2011–2020 were retrieved and downloaded from the Web of Science database. About 150 most highly cited authors in each of the two five-year time periods were selected from this dataset to represent this field, and their co-citation counts were calculated. Each co-citation matrix was input into SPSS for factor analysis, and results were visualized in Pajek. Factors were interpreted as specialties and labeled upon an examination of articles written by authors who load primarily on each factor.FindingsThe two-camp structure of information science continued to be present clearly. Bibliometric indicators for research evaluation dominated the Knowledge Domain Analysis camp during both fivr-year time periods, whereas interactive information retrieval (IR) dominated the IR camp during 2011–2015 but shared dominance with information behavior during 2016–2020. Bridging between the two camps became increasingly weaker and was only provided by the scholarly communication specialty during 2016–2020. The IR systems specialty drifted further away from the IR camp. The information behavior specialty experienced a deep slump during 2011–2020 in its evolution process. Altmetrics grew to dominate the Webometrics specialty and brought it to a sharp increase during 2016–2020.Originality/valueAuthor co-citation analysis (ACA) is effective in revealing intellectual structures of research fields. Most related studies used term-based methods to identify individual research topics but did not examine the interrelationships between these topics or the overall structure of the field. The few studies that did discuss the overall structure paid little attention to the effect of changes to the source journals on the results. The present study does not have these problems and continues the long history of benchmark contributions to a better understanding of the information science field using ACA.
The adoption and diffusion of electronic government is often impeded by many social and individual factors relating to citizens. In this respect, intermediaries have emerged as a new model for ...delivering e-government services to overcome such obstacles. This study aims to examine the role of intermediaries in facilitating e-government adoption and diffusion using a survey based empirical study of 502 participants in Madinah City in Saudi Arabia. An extended UTAUT model is used as the theoretical basis utilizing trust in the Internet and Intermediaries. The results of this study show that there are significant relationships among the factors that influence intention to use e-government, namely, performance expectancy, effort expectancy, and trust of intermediary. In addition, the findings show that there is a significant relationship between facilitating conditions and usage behavior proving that intermediaries can influence adoption of e-government services.
PurposeThe principal aim of the present study was to identify and model the subject structure of the research area on collaborative information behaviour (CIB).Design/methodology/approachA ...qualitative, inductive and exploratory approach was adopted, and the method of thematic analysis was used. This study was based on the analysis of 79 publications selected from the Library, Information Science and Technology Abstracts (LISTA) database in April 2019.FindingsCollaborative and collective information behaviours were differentiated, and the subject structure of the CIB research area was identified to contain collaborative activities oriented to both information access and content, their various conditions, means of conducting, experiences of selected communities and metascientific research on the area itself.Research limitations/implicationsThe limitations result primarily from relying on the research material selected from the database (LISTA) focussed mainly on the issues of library and information science.Originality/valueThis study contributes by proposing an original model of the CIB research area representing its subject structure and providing a coherent list of subjects of interest to CIB researchers. Hopefully, it will also contribute to the harmonisation of terminology related to this research area and thus facilitate communication between CIB researchers and accelerate the cumulative development of scientific knowledge on CIB.
Portfolio analysis of the publication profile of a unit of interest, ranging from individuals and organizations to a scientific field or interdisciplinary programs, aims to inform analysts and ...decision makers about the position of the unit, where it has been, and where it may go in a complex adaptive environment. A portfolio analysis may aim to identify the gap between the current position of an organization and a goal that it intends to achieve or identify competencies of multiple institutions. We introduce a new visual analytic method for analyzing, comparing, and contrasting characteristics of publication portfolios. The new method introduces a novel design of dual‐map thematic overlays on global maps of science. Each publication portfolio can be added as one layer of dual‐map overlays over 2 related, but distinct, global maps of science: one for citing journals and the other for cited journals. We demonstrate how the new design facilitates a portfolio analysis in terms of patterns emerging from the distributions of citation threads and the dynamics of trajectories as a function of space and time. We first demonstrate the analysis of portfolios defined on a single source article. Then we contrast publication portfolios of multiple comparable units of interest; namely, colleges in universities and corporate research organizations. We also include examples of overlays of scientific fields. We expect that our method will provide new insights to portfolio analysis.
The Protection of Personal Information Act (POPIA) 2013 came into force in South Africa on 1 July 2020. It seeks to strengthen the processing of personal information, including health information. ...While POPIA is to be welcomed, there are concerns about the impact it will have on the processing of health information. To ensure that the National Health Laboratory Service NHLS is compliant with these new strict processing requirements and that compliance does not negatively impact upon its current screening, treatment, surveillance and research mandate, it was decided to consider the development of a NHLS POPIA Code of Conduct for Personal Health. As part of the process of developing such a Code and better understand the challenges faced in the processing of personal health information in South Africa, 19 semi-structured interviews with stakeholders were conducted between June and September 2020. Overall, respondents welcomed the introduction of POPIA. However, they felt that there are tensions between the strengthening of data protection and the use of personal information for individual patient care, treatment programmes, and research. Respondents reported a need to rethink the management of personal health information in South Africa and identified 5 issues needing to be addressed at a national and an institutional level: an understanding of the importance of personal information; an understanding of POPIA and data protection; improve data quality; improve transparency in data use; and improve accountability in data use. The application of POPIA to the processing of personal health information is challenging, complex, and likely costly. However, personal health information must be appropriately managed to ensure the privacy of the data subject is protected, but equally that it is used as a resource in the individual's and wider public interest.
