The results of the research included in the study concern the analysis of the spatial structure of agricultural land, belonging to non-resident owners for the object in the southwestern Poland. The ...basic surface element adopted for the research was the continuous part of the registry parcel, covered by a one form of use. The specialized computer programs were used for the research and made it possible to obtain and process the necessary information contained in the land and building registry documentation maintained in a digital system. The adopted technology has allowed obtaining dozens of spatial configuration features of the surveyed parcels, which in the next stage were the subject to detailed research. The analysis covered eight basic features of the parcels layout, the first four of which determine the spatial parameters of the parcel, two further features concern the estimated cultivation costs dependent on its layout and the last two describe the location of the parcel in the village and in the farm. The obtained result gave the basis for finding positive and negative sides of the examined fragments in the existing land system, pointing to the disadvantages and limitations, resulting from changes made over the years.
Huge interventions in the landscape are accompanied with land arranging operations known as land procedures. They are based on geodetic evidence data. Their historic development can be equalised with ...development of the geodetic evidence. Geodetic evidence data are above all land register and land book data. Land arranging operations can be distinguished by the land use. When constructing roads, which have currently the priority in Republic of Slovenia, land-arranging operations regulate land acquisition and newly obtained property relations. Parcel of landowners receive for dispossessed part equitably compensation or other parcel of land. Certain complications and delays, mainly because of hand conducted estimation procedures, occur. Exactly for this purpose the software environment based on the GIS Technology named RO (〚) was developed on the Faculty of Civil Engineering, University of Maribor. This particular software composed of different components enables accompanying the road life cycle. One of the components is meant to regulate the land ownership procedures. The use of this technology also allows us to update the road planning and construction.
Land consolidation is one of the basic development activities in rural areas intended to comprehensively improve the organization of agricultural production space. Merging and exchange of parcels are ...aimed at transforming a fragmented and "checkerboarded" landscape containing excessively long fields into plots as large and regular as possible. Land consolidation decisions are based on detailed analyses of relevant parameters. Properly carried out land consolidation creates an opportunity to organize agricultural holdings in an appropriate way, and, at the same time, to preserve the natural environment. Consolidation provides appropriate conditions for sustainable and multi-functional rural development by limiting the harmful influence of intensive agriculture on the natural environment. It also leads to an improvement in living and working conditions for inhabitants of rural areas. The analysis conducted in this study was aimed at singling out villages in the commune of Paradyż in which consolidation of arable land was required most urgently. Factors describing the investigated villages were selected on the basis of a comprehensive analysis of the natural, social, economic and financial conditions found in those localities. The analysis was conducted using data obtained from the Land and Property Register of the District Office in Opoczno and data from the Office of the Commune of Paradyż. The study allowed us to determine which areas required land consolidation and exchange interventions, thus becoming a basis for applying for financial resources necessary to reach the aforementioned goal. A special role in empirical studies, especially comparative studies, of human activity is played by taxonomic methods, which involve linear ordering of items according to a synthetic indicator characterizing those items, which is calculated on the basis of a set of shared features. These methods are widely used in econometrics and socio-economic research to create all kinds of development rankings, based on multi-faceted data concerning the objects under analysis. The aim of the present study was to establish the demand for land exchange and consolidation in the villages of the commune of Paradyż, district of Opoczno, Łódź Voivodeship. The ranking was established using Hellwig's synthetic indicator of development and the zero unitarization method. The analysis allowed us to answer the questions of how different methods of aggregation of the same diagnostic variables affect the final results and whether these methods could be applied in this type of studies.
In EU member states the restructuring of rural areas based on consolidation is a common measure, thus Poland's membership of the EU provided an opportunity for developing such zones through the ...financial support of the measures. The development of agriculture in Poland and its production capacity is much differentiated in terms of space. One of the reasons for such a situation is the process of long-term transformations of agricultural management in areas with different social and economic situation continuing for many years. The objective of land consolidation works is creating more favourable management conditions in agriculture and forestry by improving the territorial structure of farms, forests and forestland, reasonable configuration of land, aligning the limits of real properties with the irrigation and drainage system, roads and terrain. The studies were carried out in the rural community (gmina of Poświętne), situated in Opoczno poviat in Central Poland, which consisted of 17 villages covering a total area of 14081.0 ha. For the purposes of creating the ranking of urgency of the land consolidation and exchange works in the community (gmina) of Poświętne, 26 most significant features characterizing respective villages were selected. Those features were calculated based on data obtained from the register of land and buildings maintained by the Poviat Administration in Opoczno. The ranking was created using the zero unitarization method. This method allows standardizing diagnostic variables by testing the range of the characteristic. Standardized measures fall within the range <0;1>. The results can be interpreted as an average of optimum values achieved by each of the objects. Thus, the higher the synthetic measure, the higher position of the object in the ranking being created. This paper is a continuation of surveys during which the authors studied the impact of single features on the position of respective villages in the ranking. This paper aimed to analyze the impact of features on the ranking of urgency of land consolidation works by leaving out 2 or 3 features which described the analyzed villages and checking their impact on the results of the ranking of urgency of land consolidation and exchange works in respective villages within the analyzed community.
Zusammenfassung
Die Wildbach- und Lawinenverbauung betreibt seit fast einem Jahrzehnt den digitalen Wildbach- und Lawinenkataster, in dem alle relevanten Daten über Einzugsgebiete, Projekte, ...Gefahrenzonenpläne, Gutachten und Ereignisse gespeichert werden. Teil des Katasters ist auch eine Datenbank über die Schutzbauwerke, das sogenannte Bauwerksmodul. Für dieses Modul wurde jedes Schutzbauwerk der Wildbach- und Lawinenverbauung erfasst, verortet und die bauwerksbezogenen Informationen wurden in einem Bestandsblatt angelegt. Im Zuge der Zustandsbewertung wird für jedes Bauwerk der Erhaltungszustand erhoben. Da die Instandhaltungspflicht nach der Kollaudierung iSd wasserrechtlichen Bestimmungen den Konsensinhabern und Interessenten (idR Gemeinden und Wassergenossenschaften) obliegt, ist auch der aktuelle Bauwerkszustand für diese von hohem Interesse. Eine Sicherstellung der Schutzfunktion ist nur dann möglich, wenn die volle Funktionsfähigkeit der Bauwerke und Anlagenteile gegeben ist. Das Bauwerksmodul könnte zukünftig für die Erhaltungsverpflichteten ein wichtiges Instrument darstellen, um die zahlreichen Schutzbauwerke zu überwachen und dringende Erhaltungsmaßnahmen zeitgerecht und effizient zu planen. Der Beitrag setzt sich mit den Grundlagen der Erhaltung von Wildbach- und Lawinenverbauung sowie der Bedeutung des Wildbach- und Lawinenkatasters für diese Aufgabe auseinander.
When using and comparing land cadastral data in the framework of different land administration systems at the international level, it must be acknowledged that there are common known facts and ...definitions relating to the registration of land or real property. With deeper study, it is soon evident that the historic development of the country or even region, together with the legal framework in the field of real property registration and management strongly influence the basic functions of land cadastre, and for this reason there is often missing knowledge on the unique features of land cadastres in the particular country or region. The purpose of this article is neither the comparison of land cadastral systems regarding the level of adoption of information technology, nor a demonstration of approaches for maintenance of land cadastre. The main focus is on the influence of information technology on the development of graphical subsystems of land cadastres in Austria, Denmark, Sweden and Slovenia. The establishment and improvement of digital cadastral maps are emphasized. The final remarks are meant as the comparison of Slovenian system of land cadastre layer with the experiences in the selected countries ; Pri uporabi in primerjavi podatkov zemljiškega katastra v okviru sistema zemljiške administracije na mednarodni ravni se pogosto meni, da obravnavamo splošno znana dejstva in definicije, povezane z registracijo zemljišč oziroma nepremičnin. Toda pri podrobnejši obravnavi hitro spoznamo, da so zgodovina, razvitost države ali celo regije ter zakonodaja na področju evidentiranja in upravljanja nepremičnin zelo vplivali na osnovne funkcije v sistemu zemljiškega katastra. Tako se pogosto srečujemo s pomanjkljivim znanjem o posebnostih zemljiškega katastra v posamezni državi ali regiji. Namen članka ni primerjati posameznih katastrskih sistemov glede stopnje informatizacije ali prikazati načine vzdrževanja zemljiškega katastra. V prispevku je obravnavan vpliv informacijske tehnologije na razvoj grafičnih podsistemov zemljiškega katastra, s poudarkom na vzpostavitvi in izboljšavi digitalnih katastrskih načrtov v primerljivih državah: v Avstriji, na Danskem, Švedskem in v Sloveniji. Definitions of recording methods based on various legal grounds are defined in this article. The terms of the legislation on water, recording water areas into public real-estate records and the rules ...of recording that these public records use, are also stated. Furthermore, a way of keeping records of water in current agriculture and forest land usage is presented. Based on these facts, a comparison between individual demands is made, and certain cases of deviation are presented. The need to establish current land usage as an indicator for the state of space is defined, which must not be equated with the requirements of legal regimes. The issue of "molding" waters into inflexible rules of real-estate legislation is presented in the article's conclusion.

Težave s položajno natančnostjo odpravlja zemljiškokatastrski načrt (ZKN), ki je izdelan na podlagi kakovostnih podatkov, pridobljenih v postopkih vzdrževanja zemljiškega katastra. V prispevku so predstavljeni viri podatkov za izdelavo ZKN, metoda izdelave ZKN za posamezne tipe podatkovnih virov, kakovost izdelka, zagotovljen način vzdrževanja ZKN, praktična dostopnost in možnost širše uporabe ZKN ; The Land Cadastre Representation (ZKP) is a graphic representation of all parcels and parcel numbers in Slovenia. By definition, this is the image of the shape and position of the parcels. The positional precision of the ZKP is highly variable, in some areas even very poor. The Land Cadastre Plan (ZKN) is made on the basis of high quality data obtained in the processes of maintaining the land cadastre and solves the problems with positional precision. This paper presents the data sources that produce the ZKN, the ZKN's method for producing various types of data sources, the quality of the product, the way of maintaining the ZKN, as well as the practical accessibility and possibility of wider use of the ZKN.
