Democracy-building efforts from the early 1990s on have funneled billions of dollars into nongovernmental organizations across the developing world, with the U.S. administration of George W. Bush ...leading the charge since 2001. But are many such "civil society" initiatives fatally flawed? Focusing on the Palestinian West Bank and the Arab world,Barriers to Democracymounts a powerful challenge to the core tenet of civil society initiatives: namely, that public participation in private associations necessarily yields the sort of civic engagement that, in turn, sustains effective democratic institutions. Such assertions tend to rely on evidence from states that are democratic to begin with. Here, Amaney Jamal investigates the role of civic associations in promoting democratic attitudes and behavioral patterns in contexts that are less than democratic.
Jamal argues that, in state-centralized environments, associations can just as easily promote civic qualities vital to authoritarian citizenship--such as support for the regime in power. Thus, any assessment of the influence of associational life on civic life must take into account political contexts, including the relationships among associations, their leaders, and political institutions.
Barriers to Democracyboth builds on and critiques the multifaceted literature that has emerged since the mid-1990s on associational life and civil society. By critically examining associational life in the West Bank during the height of the Oslo Peace Process (1993-99), and extending her findings to Morocco, Egypt, and Jordan, Jamal provides vital new insights into a timely issue.

Its findings will prove useful not only in the fields of education and law enforcement, but also to sectors as diverse as environmental regulation, social service provision, and workforce development.

Poor people confront the state on an everyday basis all over the world. But how do they see the state, and how are these engagements conducted? This book considers the Indian case where people's ...accounts, in particular in the countryside, are shaped by a series of encounters that are staged at the local level, and which are also informed by ideas that are circulated by the government and the broader development community. Drawing extensively on fieldwork conducted in eastern India and their broad range of expertise, the authors review a series of key debates in development studies on participation, good governance, and the structuring of political society. They do so with particular reference to the Employment Assurance Scheme and primary education provision. This book examines how ruling elites manage and manipulate their political opposition in the Middle East. In contrast to discussions of government-opposition relations that focus on how rulers either ...punish or co-opt opponents, this book focuses on the effect of institutional rules governing the opposition. It argues rules determining who is and is not allowed to participate in the formal political arena affect not only the relationships between opponents and the state, but also between various opposition groups. This affects the dynamics of opposition during prolonged economic crises. It also shapes the informal strategies that ruling elites use toward opponents. The argument is presented using a formal model of government-opposition relations. It is demonstrated in the cases of Egypt under Presidents Nasir, Sadat and Mubarek; Jordan under King Husayn; and Morocco under King Hasan II.

The countries of Central Europe in the first round for admission to the European Union have all established constitutional, electoral democracies and market economies. However, much remains to be ...done to achieve fully consolidated democratic states. This study documents the weaknesses of public oversight and participation in policymaking in Hungary and Poland, two of the most advanced countries in the region. It discusses five alternative routes to accountability including European Union oversight, constitutional institutions such as presidents and courts, devolution to lower-level governments, the use of neo-corporatist bodies, and open-ended participation rights. It urges more emphasis on the fifth option, public participation. Case studies of the environmental movement in Hungary and of student groups in Poland illustrate these general points. The book reviews the United States' experience of open-ended public participation and draws some lessons for the transition countries from the strengths and weaknesses of the American system.
