Day to day governance of civilians is not solely the purview of states. Rulemaking, rule-enforcing, and goods and services provision are central components of governance, yet in many instances it is ...non-state actors who assume these functions. We advance the study of governance by rebel groups engaged in armed confrontation against state governments. We identify five key areas of research where the field of rebel governance is best poised to go: the study of multi-level governance, rebel use of self-constraining or hand-tying behaviors, synergy between institutional form and domestic legitimacy, the nuanced role of territorial control in governance, and short- and longer-term impacts of rebel governance on post-conflict outcomes. In each area, we draw attention to the lessons already learned, interrogate key assumptions in existing work, raise arguments that remain under- or uninvestigated, and focus on the next frontier in the exploration of rebel governance. Learning more about the ways that rebel groups govern informs our understanding of armed conflict and its resolution, as well as provides broader lessons about the study of governance.
There are different area-based bodies of literature on populism, which generally define the concept in slightly different ways. As a result, the term ‘populism’ has been attached to a wide variety of ...political actors, from Perot in the US to Berlusconi in Italy, and from Perón in Argentina to Le Pen in France. Is it an unfortunate coincidence that the same word has been used for completely different parties and politicians, or is it possible to discern the lowest common denominator that these actors share? By means of a comparison of six cases, based on a most-different systems design, I demonstrate that populists in different times and places have four characteristics in common: (1) they emphasize the central position of the people; (2) they criticize the elite; (3) they perceive the people as a homogeneous entity; and (4) they proclaim a serious crisis. These four characteristics constitute the core elements of populism.
Affective polarization, or antipathy between the supporters of opposing political camps, is documented to be on the rise in the United States and elsewhere. At the same time, there are limits to our ...understanding of this phenomenon in multiparty contexts. How do citizens draw the line between 'ingroups' and 'outgroups' in fragmented contexts with multiple parties? Answering this question has been hampered by a relative lack of data on citizens' views towards compatriots with opposing political views outside the US. This study is based on original data collection, measuring citizens’ evaluations of various political and non-political outgroups among a population-representative sample of 1071 Dutch citizens. These data allow to study the extent and configuration of affective polarization in the highly fragmented context of the Netherlands. The analysis shows that respondents do distinguish between parties and partisans. They report more dislike towards political outgroups than towards almost all non-political outgroups. Rather than disliking all out-partisans equally, evaluations grow gradually colder as ideological distance towards a group increases. Affective polarization is especially strong between those who disagree on cultural issues, and between those who support and oppose the populist radical right. The article discusses how these findings enhance our understanding of affective polarization in multiparty systems.
This article offers an overview of levels of party membership in European democracies at the end of the first decade of the twenty‐first century and looks also at changes in these levels over time, ...comparing party membership today with figures from both 1980 and the late 1990s. While relying primarily on the direct and individual membership figures as reported by the parties themselves, the fit of the data with survey data is explored and it is concluded that the two perform well in terms of convergent validity. The differences between large and small democracies are examined, as well as old and new democracies, and it is found that levels of party membership are related to both the size and age of the democratic polity in question. Finally, the implications of the patterns observed in the membership data are discussed, and it is suggested that membership has now reached such a low ebb that it may no longer constitute a relevant indicator of party organisational capacity.
The responsiveness of policy to election results is a central component of democracy. Do the outcomes of autocratic elections also affect policy choice? Even when the threat of turnover is low, I ...argue that autocratic elections influence policy by allowing citizens to signal dissatisfaction with the regime. Supplementing existing work, this study explains how this opposition is communicated credibly and then shows that ruling parties use this information to calibrate policy concessions. In the first cross-country analysis of autocratic election outcomes and policy choice, I find that negative electoral shocks to ruling parties predict increases in education and social welfare spending and decreases in military spending following elections. In contrast, there is no policy effect leading up to elections, in response to violent contestation, or in resource-rich regimes, illustrating a potential mechanism for the resource curse.
The article outlines the impact of the COVID-19 pandemic on nationalism around the world. Starting from the premise that nationalism is a global and ubiquitous idea in the contemporary world, it ...explores whether exclusionary tendencies have been reinforced by the pandemic. The pandemic and government responses will not necessarily trigger the increase in exclusionary nationalism that both far-right politicians and observers have noted. However, there are 4 aspects, examined in the article, that might be shaped by the pandemic. These include the recent trajectory of nationalism and its social relevance prior to the pandemic,the rise of authoritarianism as governments suspend or reduce democratic freedoms and civil liberties, the rise of biases against some groups associated with the pandemic, the rise of borders and deglobalization, and the politics of fear. Thus, while the rise of exclusionary nationalism might not be the inevitable consequence of the pandemic, it risks reinforcing preexisting nationalist dynamics.
We classify and analyze 200,000 US congressional speeches and 5,000 presidential communications related to immigration from 1880 to the present. Despite the salience of antiimmigration rhetoric ...today, we find that political speech about immigration is now much more positive on average than in the past, with the shift largely taking place between World War II and the passage of the Immigration and Nationality Act in 1965. However, since the late 1970s, political parties have become increasingly polarized in their expressed attitudes toward immigration, such that Republican speeches today are as negative as the average congressional speech was in the 1920s, an era of strict immigration quotas. Using an approach based on contextual embeddings of text, we find that modern Republicans are significantly more likely to use language that is suggestive of metaphors long associated with immigration, such as “animals” and “cargo,” and make greater use of frames like “crime” and “legality.” The tone of speeches also differs strongly based on which nationalities are mentioned, with a striking similarity between how Mexican immigrants are framed today and how Chinese immigrants were framed during the era of Chinese exclusion in the late 19th century. Overall, despite more favorable attitudes toward immigrants and the formal elimination of race-based restrictions, nationality is still a major factor in how immigrants are spoken of in Congress.
Partisans often perceive real world conditions in a manner that credits their own party. Yet recent findings suggest that partisans are capable of setting their loyalties aside when confronted with ...clear evidence, for example, during an economic crisis. This study examines a different possibility. While partisans may acknowledge the same reality, they may find other ways of aligning undeniable realities with their party loyalties. Using monthly survey data collected before and after the unexpected collapse of the British national economy (2004–10), this study presents one key finding: As partisans came to agree that economic conditions had gotten much worse, they conversely polarized in whether they thought the government was responsible. While the most committed partisans were surprisingly apt in acknowledging the economic collapse, they were also the most eager to attribute responsibility selectively. For that substantial share of the electorate, partisan-motivated reasoning seems highly adaptive.
The Chinese Communist Party began decoupling its policies and practices from Maoist communist ideology more than four decades ago. Yet, why does Maoism continue to have an impact on the behavior of ...Party members? In this study, we argue that, although the influence of Maoist ideology has become weaker among younger Party members and Party members with higher educational attainment, such ideological decay is countered by a process of secondhand ideological imprinting. Based on data from 1,298 non-state-owned Chinese listed firms for 2000–2017, we find that firms with Party-member board chairs file fewer patent applications and are more likely to commit patent infringement. These effects are weaker if a board chair is younger or has higher educational attainment. Importantly, the moderating effect of young age is reduced as the presence of older Party-member corporate directors in a region becomes more prominent. However, the moderating effect of education appears to be unaffected by the presence of older Party-member directors. These findings generate fresh insights on the dynamics of ideological decay and persistence.
