Ihre Notwendigkeit erscheint so selbstverständlich, dass auch Sozialwissenschaftler_innen mitunter unreflektiert versuchen, ...ihre Arbeit in den Dienst der Integration zu stellen. Doch dieses Politikfeld gab es nicht immer, sondern hat sich in einer bestimmten historischen Epoche erst herauskristallisiert. Durch eine Diskursanalyse wird die Selbstverständlichkeit von Integration hinterfragt und denaturalisiert. Mit Michel Foucaults Konzept der Gouvernementalität wird anhand deutscher Gesetzestexte aus den letzten 40 Jahren aufgezeigt, wie sich Integration als eine spezifische Regierungsrationalität konstituiert und im Laufe der Zeit transformiert hat. Es zeigt sich dabei vor allem, dass Integration nicht als repressive, sondern als produktive und aktivierende Form der Machtausübung funktioniert. Zum einen konstituiert sie sich angesichts der schwelenden Gefahr von Anomie und Desintegration als eine unausweichliche politische Rationalität. Zum anderen wird der Integrationsimperativ zusehends subjektiviert. Die zu Integrierenden werden zu produktivem Handeln angehalten. Das Integrationsrecht der vergangenen Jahrzehnte wird zur Integrationspflicht, welche die ständige Arbeit am Selbst für Migrant_innen zum Ideal erhebt." (Autorenreferat)
The often praised temporary humanitarian admission programme through which Germany grants two year residence permits to Syrian refugees in Syria and its neighbouring countries Egypt and Libya, uses ...several criteria, such as family and other ties to Germany, vulnerability, and useful skills for the reconstruction of Syria, in its admission selection process. This paper argues that these criteria and the temporary character of the programme allow the German state to carefully select refugees in order to minimize its legal and economic responsibilities towards them. Though some aspects of the programme facilitate the application process and economic integration of refugees and encourage a more flexible approach taking into account transnational ties and mobile solutions, the programme also risks enabling tendencies in the global refugee regime which could lead to a reduction of assumed responsibility among Northern states and to more inequality among states and refugees.
Der vorliegende Beitrag befasst sich mit den Möglichkeiten und Limitierungen der Integration hochqualifizierter Zuwanderer in deutschen Städten. In Bezug auf die in diesem Sammelband aufgegriffene ...Gerechtigkeitsdebatte bedeutet Gerechtigkeit insbesondere, im lokalen Kontext Zugangsmöglichkeiten zu gesellschaftlichen Ressourcen und Gelegenheiten zu haben, die einen raschen Integrationsprozess ermöglichen. Eine zeitgerechte Stadt ist demnach eine, die Zugewanderten bereits nach kurzer Zeit den Zugang zu Integrationsressourcen und - Gelegenheiten und somit ein Gefühl der Anerkennung und des Heimisch-Werdens ermöglicht. Die Basis der Darstellungen bieten Interviews mit 55 Personen aus 26 verschiedenen Ländern. Die Ergebnisse zeigen, dass der Verlauf der Integrationsprozesse der hochqualifizierten Zuwanderer nicht nur davon abhängt, wie sie sich auf den neuen lokalen Kontext selbst einlassen können und wollen, sondern auch, wie sie "eingelassen" werden - sowohl seitens kommunaler Akteure als auch seitens der Bürger/innen.
This paper is concerned with the opportunities and limitations affecting the integration of highly qualified immigrants in German cities. The subject of justice discussed by this volume is of particular relevance here, in that it is necessary to be able to locally access social resources and opportunities that enable a rapid process of integration. Accordingly, a temporally just city is one that provides immigrants with prompt access to integration resources and opportunities and thus allows them to develop to feel appreciated and at home. However, when considering highly mobile, international, highly qualified workers it is necessary to ask whether they have the time and whether they can and want to take the time to use the relevant opportunities (e.g. language courses, building up local networks) and thus experience appreciation and be accepted as belonging.
This article deals with the possibilities and limits of the integration of highly qualified immigrants in German cities. In relation to the debate on justice raised in this anthology, justice means, in particular, having in the local context access to social resources and opportunities that enable a rapid integration process. A timely city is therefore one that allows immigrants to access integration resources and opportunities after a short time and thus a sense of recognition and becoming homegrown. The basis of the presentations is interviews with 55 people from 26 different countries. The results show that the process of integration of highly qualified immigrants depends not only on how they can and want to engage in the new local context themselves, but also on how they are “embedded” - both by local actors and by citizens.

"Content of this article is the interpretation of a biographic-narrative interview with a man who has been in detention pending deportation and is living with a 'Duldung' in the moment of the interview. The interview has been analyzed due to the 'cognitive frames of auto-biographic narration' (Fritz Schütze), as well as the analysis has been extended by the reconstruction of the 'interaction frames' according to Erving Goffman. First, this article will introduce to the survey's theoretical backgrounds, and then it will analyze one biographic interview. Die Erinnerungen an Krieg und Flucht wiegen besonders schwer und verlangen nicht nur Energie, Behutsamkeit und Sensibilität im Umgang mit den Betroffenen, sondern beeinflussen auch ihren Tagesablauf. ...Teilweise ist die Schwere der Vergangenheit so erdrückend, dass das Individuum ganz davon vereinnahmt wird und von einem normalen Alltag nicht mehr die Rede sein kann. Unscheinbar wirkende Impulse versetzen die Betroffenen zurück in einen Zustand aus Angst, Unsicherheit und Misstrauen. Auf die Frauen und Männer, die vor der unvorstellbaren Gewalt und Bedrohung des Bosnienkrieges nach Berlin geflohen sind, trifft diese Beschreibung sehr häufig zu. Doch nicht nur die Erinnerungen an den Krieg belasten die Männer und Frauen, auch die Situation nach der Ankunft in Berlin brachte viel Leid mit sich. Durch den langjährigen unsicheren Aufenthaltsstatus als ‚Geduldeter‘ wurden die bereits bestehenden Probleme auf sozialer und wirtschaftlicher Ebene intensiviert und für die Betroffenen wurde es nahezu unmöglich, die psychischen Wunden heilen lassen zu können. Dieser Artikel veranschaulicht die unterschiedlichen Formen der Vergangenheitsannäherung bosnischer Flüchtlinge in Berlin, ihre Beeinflussung durch bestimmte Alltagssituationen bzw. Stressoren, sowie ihre Relation zu biografischen Hintergründen, Generation und Geschlecht. Die Art der Erinnerung lässt dabei Rückschlüsse auf den individuellen Umgang mit der Vergangenheit zu. Anhand verschiedener Narrationen kristallisiert sich der unterschiedliche Umgang mit der Vergangenheit auf einerseits reflektiert-distanzierter und andererseits wiedererlebend-emotionaler Ebene heraus.
The identity card for foreign nationals – now known as the Biometric Residence Permit (BRP) – was first introduced in November 2008. Following the May 2010 UK general election, the newly formed ...Conservative-Liberal Democrat Coalition government announced that the scheme would not be extended to UK citizens. To date, over 300,000 BRPs have been issued to UK foreign nationals – a group of non-EEA migrants that include international students, visiting scholars and entrepreneurs. In this paper, we draw on findings from interviews conducted with policymakers, advocacy groups, Higher Education administrators and foreign nationals - between March and December 2010 – to highlight some policy issues arising from the continued roll-out of the BRPs to this migrant group. We conclude by arguing that, although interviewees raised few objections to the BRPs in principle, cardholders were concerned about being unfairly ‘targeted’ for additional surveillance and remained unclear about the true purpose of the BRP. We identify a number of areas for further policy development.
This article deals with the issues pertinent to the EU — Russia visa dialogue — one of the major areas of cooperation between the two partners. The article aims to identify the main problems of this ...dialogue, as well as prospects for the introduction of a visa-free regime between the EU and Russia. The authors provide a historical overview of cooperation in this area and consider problems and prospects of visa liberalization from the economic, legal, and political perspectives. The analysis draws on primary sources such as the EU and Russia’s legislation, EU — Russia agreements on visa facilitation and readmission, visa statistics, expert interviews, as well as analytical reports and research works on the topic. Particular attention is paid to the “Common steps towards visa-free short-term travel of the citizens of the EU and Russia”, which is currently the main document in the visa dialogue. Having assessed the implementation of the provisions contained in the four blocks of the “Common Steps”, the authors draw conclusions about the political nature of major obstacles to a visa-free regime. This article is based on the proceedings of the “Russia and European Union: the dynamics of interrelations” international conference organized by the EU center of the I. Kant Baltic Federal University (the EU4U project).
