In this Foreword to the special issue ‘In, Against and Beyond Precarity’ the guest editors take stock of the existing literature on precarity, highlighting the strengths and limitations of using this ...concept as an analytical tool for examining the world of work. Concluding that the overstretched nature of concept has diluted its political effectiveness, the editors suggest instead a focus on precarization as a process, drawing from perspectives that focus on the objective conditions, as well as subjective and heterogeneous experiences and perceptions of insecure employment. Framed in this way, they present a summary of the contributions to the special issue spanning a range of countries and organizational contexts, identifying key drivers, patterns and forms of precarization. These are conceptualized as implicit, explicit, productive and citizenship precarization. These forms and patterns indicate the need to address precariousness in the realm of social reproduction and post-wage politics, while holding these in tension with conflicts at the point of production. Finally, the guest editors argue for a dramatic re-think of current forms of state and non-state social protections as responses to the precarization of work and employment across countries in both the Global ‘North’ and ‘South’.
The debate about the future of work has sparked a debate about how to ensure that social protection systems can provide full and effective coverage for workers in all forms of employment, including ...‘new’ ones. While some emerging work and employment arrangements may provide greater flexibility for workers and employers, they may lead to significant gaps in social protection coverage, at a time when demands on social protection systems are increasing. It is therefore necessary to strengthen and adapt social protection systems for a changing world of work. More than ever, they have a key role in preventing poverty, reducing inequality, enhancing income security and enabling workers and their families better to navigate work and life transitions. Comprehensive approaches, including contributory and non-contributory social protection mechanisms, with equitable and sustainable financing mechanisms available through taxes or contributions, stand the best chance of offering adequate social protection to all.
Abordar la calidad a partir de la legalidad, normatividad y procedimientos administrativos, judiciales y alternativos de la protección social en salud es una respuesta para la resolución de ...conflictos individuales, colectivos, al igual que es el camino a la solución de controversias presentadas, detalladas en los sistemas jurídicos sociales, que su vez generan incidencias o son factores que afectan los indicadores que hace parte de la calidad en lo que encuentra la eficiencia, oportunidad, eficacia y agilidad.
En este orden de ideas pretender expresar que la gestión en salud parte de la eficacia de los procedimientos, legalidad, eficiencia de las normas, estructura instrumental, garantías, deberes, relaciones, derechos, contratos, negocios y actos de análisis jurídico regulativo de los elementos prestacionales, asistenciales y aseguramiento.
Ahora bien, desde la compresión del procedimiento en protección social en salud es válido expresar que esté siempre es un compendio manifestado en instituciones jurídicas fundamentales las cuales se emplean en cualquier especialidad las cuales es menester traer a colación las cuales se encuentra: principios, sujetos procesales, jurisdicción, competencias, presupuestos, actos y ordenamientos.
Es así que en materia legalidad regulada y normativa de la protección social en salud existe un mundo de tensiones, vicisitudes, desafíos, contradicciones, en cuanto a los administradores y prestadores de servicios de salud y los clientes o usurarios del sistema consolidado, es de esta manera que se requiere de construcción un análisis protección social en salud en su fundamentalidad a partir de los elementos procedimentales incidentes en la calidad.
Precarious work is increasingly considered the new ‘norm’ to which employment and social protection systems must adjust. This article explores the contradictions and tensions that arise from ...different processes of normalisation driven by social policies that simultaneously decommodify and recommodify labour. An expanded framework of decommodification is presented that identifies how the standard employment relationship (SER) may be extended and flexibilised to include those in precarious work, drawing examples from a recent study of precarious work across six European countries. These decommodification processes are found to be both partial and, in some cases, coexisting with activation policies that position precarious work as an alternative to unemployment, thereby recommodifying labour. Despite these challenges and contradictions, the article argues that a new vision of SER reform promises greater inclusion than alternative policy scenarios that give up on the regulation of employers and rely on state subsidies to mitigate against precariousness.
Globally, social protection plays a pivotal role in poverty reduction and has been adopted to address the needs of vulnerable populations in society, including persons with disabilities. Social ...protection is an essential mechanism to achieve sustainable development. The United Nations’ Agenda 2030 Sustainable Development Goals seek, among others, to ensure that state parties implement social protection which could prevent situations that adversely impact the well-being of their poor citizens. Poverty lingers in Ghana, despite interventions developed under the National Social Protection Policy. Disability is a social, economic, mental, and public health issue with over a billion of the world’s population living with some form of disability. Persons with disabilities are disproportionately poor because of challenges and barriers to their inclusion and full-effective participation in society. Guided by the Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals, we conducted a content analysis of the National Social Protection Policy of Ghana. Twin-track approach to social policy development, modification to existing social protection programmes and the inclusion of persons with disabilities in decision-making processes are among the recommendations to address the needs of persons with disabilities in Ghana. Abstract
Social and humanitarian cash transfers in sub‐Saharan Africa are increasingly used to support a wide range of vulnerable populations with long‐term support or immediate relief. Designing and ...implementing cash transfers typically involves a range of transnational actors and government stakeholders who continuously exert power which in turn affects state–citizen relations. The data informing this article come from 109 key informant interviews with (inter)national‐level stakeholders involved in three social cash transfers and two humanitarian cash transfers in Lesotho and Malawi. This article argues that donor‐designed targeting approaches in Lesotho and Malawi create space for new state–citizen relations, but that these are relatively shallow and reconfigured once technical capacity allows for targeting approaches that rely less on communities. It contributes to the literature on the role of transnational actors in social protection by showing that their role is significant when it comes to creating new redistributive relations, even if transnational actors are unable to convince host governments to take full fiscal responsibility for their initiatives due to differing views on who deserves what kind of support.
Abstract
While social protection provision in Africa has primarily focused on the reduction of food insecurity and income poverty, it has the potential to transform the relationship between citizens ...and states. The articles in this special issue provide insights into the theoretical, normative, and empirical assessment of the transformative consequences of social protection programmes across parts of East, West and Southern Africa. The articles reveal that the expansion of social protection has varied effects on how governments, local officials, and citizens view their respective rights and responsibilities. Some case studies suggest the expansion of social protection has strengthened understandings of rights‐based social citizenship and the claims that citizens can make of the state. Others, however, suggest that conservative attitudes and paternalistic practices remain deeply entrenched. The result is that the transformative hopes, widespread within international organisations and donor agencies, are likely to be uneven and slow to materialise in many parts of the continent.
